Sr. Systems Engineer/Systems Analyst
DESCRIPTION: FirstDiv is currently seeking a Senior Systems Engineer/Systems Analyst to support Marine Corps Systems Commands and the Program Manager Intelligence Systems (PMIS) Electronic Warfare Systems (EWS) Program Management Office (PMO) by performing technical planning and analysis of system requirements, network and architecture integration, software development methodology and technical documentation to ensure solutions provide the required capabilities while supporting program cost, schedule, performance, and risk management. Programs of Record supported include Multi-Function Electronic Warfare (MFEW), Marine Air Ground Task Force (MAGTF) Electronic Warfare (EW) Ground Family of Systems (MEGFoS), and Spectrum Services Framework (SSF).
The Candidate shall:
Support the EWS Lead Systems Engineer(s) (LSE) through all phases of the acquisition lifecycle from Requirements Development through Operations and Support, implementing DoD Acquisition and Life-cycle Management policies and procedures.
Coordinate with various PMIS EWS stakeholders in functional areas such as systems engineering, test and evaluation, cyber security, and logistics in support of program efforts.
Prepare, review, and revise acquisition documentation applicable to each program/ project through all phases of the acquisition cycle (e.g. Acquisition Strategies, Integrated Master Plans, Performance Work Statements, Business Case Analyses, Test Plans, Acquisition Program Baselines, etc.).
Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials and documentation.
Analyze engineering and developmental test results and provides PMIS EWS LSE with recommendations regarding the acquisition, production, and fielding of current hardware and software solutions and recommendations for future improvements.
Evaluate threat technologies related to the MFEW mission in order to assess impact to system performance and help determine system development priorities.
Identify, assess, and document technical risks.
Interact directly with all levels of Government Team and their stakeholders and Customers.
Experience providing technical input to software and hardware engineering documents for assigned programs/projects. These documents may include: Requirements Traceability Matrix (RTM), Performance Specification (P-SPEC), Hardware Requirements Specification (HRS), Software Requirements Specification (SRS), System Version Description (SyVD), Software Version Document (SVD), Software Test Report (STR), System User Manual (SUM), System Administration Manual (SUM), Interface Control Document (ICD).
Obtain and maintain any security clearances, status or licenses required by client to perform work
Maintain regular onsite work schedule
Performs other duties as assigned
Requirements
EDUCATION / EXPERIENCE REQUIRED:
BA/BS and a minimum of 10 years of experience, 4 of which is desired in support of a program management office. A Masters Degree can be substituted for 2 years of experience.
Must have engineering experience and thorough understanding of systems design, development, and integration.
Must have relevant experience working on an ACAT III-IV or Abbreviated Acquisition Programs.
Experience working with the Federal Government.
EDUCATION / EXPERIENCE PREFERRED:
Ability to understand Technical Data Packages and provide input, as required.
Ability to generate and provide briefings or reports to the EWS Team Lead or stakeholders.
Familiar with Scaled Agile Framework (SAFe) certified.
Have knowledge of Signals Intelligence (SIGINT)
Ability to create, read, modify Network diagrams and Network data flow diagrams.
Have knowledge of sensors for collections.
Have knowledge of systems integration of cross-domain solutions.
Defense Acquisition Workforce Improvement Act (DAWIA) Level II in Systems Engineering or civilian equivalent.
USMC experience preferred.
