Overview

The Sr. Manager of Supply Chain is responsible for all activities associated with a large supply chain organization including creating and executing leveraging strategies across the supply base reducing cost, risk, and cycle time. Manage team of buyers, subcontract administrators and expeditors to purchase, track and communicate status of needed material, supplies and MRO items, as necessary. Ensure effective completion of all procurement and logistics actions in support of assigned work and client groups. Develop and implement negotiation plans to optimize supplier performance and reduce costs. Prepare and conduct competitive bid activities to ensure appropriate sources of supply including provisions for multiple and alternate sources. Provide various procurement support services to client groups and Supply Chain operations teams, as required. Coordinate Supply Chain support for internal GD-OTS groups, as applicable.

Responsibilities

  • Manages all activities associated with a supply chain organization. Responsible for the size, overall make-up, and performance of the supply base

  • Manages all phases of inventory (Raw, WIP, and FG)

  • Ensures compliance to government regulations and requirements

  • Provides leadership to supply chain personnel. Provides strategic guidance to the entire organization regarding supply chain

  • Conducts routine supplier performance reviews

  • Develops and communicates clear sourcing strategies with suppliers and local leadership

  • Prepares and executes global acquisition plans for all materials and services

  • Develops cost objectives and monitors performance against those cost objectives

  • Drives requirements to achieve desired programmatic cost, schedule, and performance objectives

  • Assures the quality and clarity of the contract language for each program

  • Ensure conformity of customer contracts and business terms and conditions

  • Plans and executes conformance methodology for any unusual customer requirements

  • Monitors the solicitation process for fairness and effectiveness

  • Reviews and approves source selection plans

  • Organizes and monitors all solicitation and pricing activity

  • Monitors the cost estimating activity for significant proposals

  • Writes the small business subcontracting plan

  • Develops the procurement portion of all proposals

  • Ensures the quality of subcontract pricing independent of cost targets. Approves negotiation plans as necessary

  • Monitors purchase documentation and provides guidance to reports on opportunity to improve

  • Monitors and manages overall supplier quality and delivery performance

  • Leads proactive programs for continuous improvement in the supply base

  • Rapidly intervenes to remedy degrading supplier performance issues

  • Fosters higher level relationships for those suppliers of strategic importance

  • Organizes workload across all reports effectively. Assists with obtaining resource from other functions as needed

  • Matches planning and buying resources to demand for material and services

  • Assures that proper skills are available throughout the group in order to effectively fulfill the purchasing function.

  • Liaison with the Government includes providing accurate explanation of procurement practices and processes

  • Develops manpower plans to staff for upcoming program procurement needs

  • Closely monitors supply risk for key products or technologies

  • Familiar with DFARS and FARS for Government contracts

  • Interface with Operations on daily/weekly requirements to support the facility

  • Monitor the process for all rejected material through MRP/Quality system for proper disposition and transactions

  • Develop, maintain and report supplier lead times in support of build plan

  • Ensure configuration review level and packages are complete and accurate at time of PO release

  • Ensure the SCM team maintains POs for Quality, Delivery and Engineering requirements accuracy

  • Prepare the SCM team to participate and pass all internal and external SCM audits

  • Report and ensure all Government property at the supply base is accounted for and accurate in the GD-OTS data bases

  • Interface with Quality and engineering on all requirements

  • Ensure reports are obtained in a timely manner to enable continuous production at the Operations facility

Qualifications

  • Bachelor's Degree in Business or Engineering, with 8-10 years relevant work experience. Supply Chain training, certification, and/or management preferred

Prior experience in the following is required:

  • Purchasing Supervisory or Management experience

  • Purchasing / Negotiations experience

  • Expediting or scheduling experience

  • Experience with MRP applications

  • Contracts experience

  • DoD experience
