Job Description:

  • Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.

  • Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring that L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.

  • Establish major contractual milestones, risk mitigation techniques, and other schedule goals.

  • Responsible for initiating corrective action measures when necessary.

  • Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction.

  • Develop and maintain working relationships with cross-functional partners.

  • Provide timely and accurate subcontract status to L3Harris Management.

  • Ensure budget and ETC/EAC performance is met.

  • Identify process improvements and facilitate implementation within department.

Essential Functions:

  • Motivated self-starter well versed in the Subcontract Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost.

  • Work should be performed within set boundaries and with very little direct supervision.

  • Apply expertise in managing complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.

  • Must be able to communicate effectively with a wide array of professional levels and functions.

  • Understand basic management approaches and have proficient knowledge of job area.

  • Manage program ETC/EAC and explain variances in monthly performance.

  • Ability to navigate FAR regulations and internal procedures for compliance.

  • Support Small Business Initiatives.

  • Follow strategic direction set by Program and functional leadership.


  • Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience.

Preferred Additional Skills:

  • TS/SCI clearance preferred, but not required.

  • Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.

Aeronautics Systems sector is seeking a Sr Principal Supply Chain Subcontract Specialist to join our team of qualified, diverse individuals. This position is located in Rancho Bernardo, CA. Essential responsibilities: Sources and procures specialized goods and services. Owns contractual management for the supplier. Responsible for source selection from contract proposal to execution phases. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliers. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement. Basic Qualifications: * 9 years' of experience in Subcontracts and/or Procurement with a Bachelor's degree (13 years of experience total in lieu of a Bachelor's degree), or 7 years of experience with a Master's degree * Experience issuing and managing purchase orders/subcontracts from beginning to end of life cycle * Basic working knowledge of FAR and DFARS regulations * Experience with SAP or another similar purchasing program * Candidate must have and be able to maintain an active U.S. Government DoD security clearance at the Secret level with a background investigation date within 10 years. Preferred Qualifications: * Bachelor's or Master's degree in Business, Supply Chain Management, Procurement * Experience with management of high dollar subcontract or complex subcontracts * If candidate has a Top Secret clearance, candidate must have and be able to maintain an active DoD U.S. Government security clearance at the Top Secret level with a background investigation date within 6 years.
