Responsible for ensuring Avantor's export activities are in full compliance with all applicable export regulations.
Provides support and guideance to company personnel on the application of US Government Export Regulations, including: the Export Administration Regulations, International Traffic in Arms Regulations (ITAR), US Customs & Border Protection Regulations, Bureau of Industry & Security (BIS), the Department of Census, and other agencies.
Requires interface with various internal functions and US Government agencies to obtain necessary U.S. Government export licenses, permits, certifications, technology release authorizations, embargoes, antiboycott compliance, and commodity jurisdiction determinations.
MAJOR JOB DUTIES AND RESPONSIBILITIES (List in order of importance)
Reviews all products being exported by Avantor and its NA entities and ensures full compliance with applicable regulations.
Serves as the Subject Matter Expert for inquiries from internal & external customers and 3PLs, including: Freight Forwarders, Government Agencies, Customers, Sales Staff, and Operations.
Provides assistance on other governmental agency requirements, e.g. CWC, DEA, FDA, EPA, FCC, F&W, embargoes, red flag issues, and other license, permit, and certification requirements.
Assists in providing guidance concerning the requirements and obligations of exporting under ITAR, Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), and other US and non US export laws and requirements.
Prepares and monitors license applications
Advises departments, vendors and customers on necessary documentation and awareness of NAFTA and other Free Trade Agreements (FTAs) regulatory requirements.
Prepares monthly metrics and submits agency reports, where applicable.
Obtains & maintains export records and other trade related documents, certifications, and licenses.
Develops updates and maintains export control policies and procedures.
Informs business of current and new government regulations and provides plans for compliance.
Conducts internal (audits to ensure the company remains in compliance with all applicable export regulations.
Works with the managers to identify and develop global work processes for exports into their respective areas.
QUALIFICATIONS (Education/Training, Experience and Certifications)
Must be a US Person.
B.S. College degree (preferred) or equivalent experience required.
Certified US Export Compliance Officer (CUSECO), Export Compliance Professional (ECP), or equivelent certificataion strongly preferred.
Minimum 5 years Export experience.
Customs Brokers License preferred.
Chemical knowledge a plus.
KNOWLEDGE SKILLS AND ABILITIES (Those necessary to perform the job competently)
Extensive knowledge of 15 CFR, 22 CFR, and other relevent export regulations (CWC, FIFRA, ITAR, BIS, FDA, DEA, USFW, USDA, etc.), and foreign import requirements.
Experience in application of regulatory requirements, forms, licenses and certifications affecting imported and exported products. Working knowledge/mastery of Schedule B/US HTS Classification & Export Control Classification Numbers (ECCNs).
Knowledge of export & licensing regulations, specifically Department of Commerce, State, and Defense.
Lean, Six-Sigma, or similar experience preferred.
Must have strong oral and written communication skills, be well-organized, and posess excellent problem-solving abilities.
Strong MS Office knowledge/ experience, in Access, Excel, Word. SAP a plus.
ENVIRONMENTAL WORKING CONDITIONS & PHYSICAL EFFORT (Under Typical Positions)
Typically works in an office environment with adequate lighting and ventilation and a normal range of temperature and noise level.
Work assignments are diversified. Examples of past precedent are used to resolve work problems. New alternatives may be developed to resolve problems.
A frequent volume of work and deadlines impose strain on routine basis.
Minimal physical effort is required. Work is mostly sedentary but does require walking, standing, bending, reaching, lifting or carrying objects that typically weigh less than 10 lbs.
Global Exports represent between $50mm & $100mm in value to legacy VWR/Avantor and the non-integrated companies. These orders are not properly supported, posing a high risk to Avantor/US. An increasing number of Exports will be instrumental in supporting Avantor's growth goals in the Far East. These markets pose greater export compliance risks and must be properly supported.
