The incumbent of this position serves as a Specialist working in the Health Care team's Research Support Group (HC RSG). HC RSG works with members of GAO's Health Care team to provide technical analysis, specialized reviews, and guidance on methodological issues.

Responsibilities

  • Conducts research on a wide-range of health related topics using a variety of social science techniques.

  • Advises teams and assists them to select appropriate methodology and to implement analyses in accordance with GAO standards.

  • Assists teams with quantitative and qualitative data collection methods and advises on form, content, scope, and depth of analysis.

  • Evaluates and analyzes data to determine, in collaboration with engagement team, their relevance and reliability. Plans and executes quantitative and qualitative data analysis. Provides advice and guidance to Analyst staff in preparing report sections and assists teams in briefing top-level officials within and outside GAO on the results of studies.

  • Leads others in planning, developing, and executing the methodology of complex research projects. Serves as a coach and mentor to less experienced Social Science Analysts and PDP staff.

  • Performs other duties as assigned.

Qualifications

This position requires applicants to have at least 1-year of specialized experience equivalent to the PE-I (GS-12) grade/band level in the Federal Service. For this position specialized experience is defined as independently developing appropriate data collection strategies using a variety of measurement instruments, independently planning and executing quantitative and qualitative data analysis utilizing research skills and statistical methods, and leading others in planning, developing, and executing the methodology of complex projects. The incumbent assists teams in selecting an appropriate methodology and in implementing analyses in accordance with professional social science standards.

Education

Bachelor's degree in behavioral or social science or related disciplines appropriate to this position; OR combination of education and experience that provided the applicant with knowledge of one or more behavioral or social sciences equivalent to a major in the field; OR four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Responsibilities: Design models such as statistical demand forecasts, logistic regression, decision trees and optimization models from requirements, build system prototypes, test models, and assist with implementation. Upon implementation of models and systems, participate in user training; along with monitoring/maintaining model performance, recommending and designing enhancements. The Analyst operates under close guidance, follows established procedures and guidelines to frame complex analytical problems, pull data, generate models and metrics, and extract insights that lead to tangible results. Work is completed with some degree of independence; new, complex, and/or critical assignments are reviewed by the director at various intervals. The analyst will work closely with business end users to help interpret models, assess unique business cases, and incorporate feedback from the business into analytical systems. They will also help the business end users understand why analytical modules create the recommendations they do and build adoption and confidence in existing and newly developed systems. * Data preparation, data analysis, prototyping models from specifications, testing models, assist with the development of performance metrics, model maintenance, enhancing existing models as directed, and training of users. * Define, evaluate, and analyze success metrics for various campaigns, trials, and tests. Analyze a variety of data sources to identify trends, strength and weaknesses and translate findings into effective and actionable plans. * Develop and test hypotheses as well as design and conduct complex analyses with large data sets. * Generate insights from guest data to identify patterns, opportunities, challenges and strengths. Reach concrete conclusions supported by facts. * Participates in the Agile Project Management process, works with stakeholders and IT to insure clear communication and understanding of business needs for projects. * Work directly with IT, gaining knowledge from outside resources (where deemed appropriate) to progress the implementation of analytical tools developed by the team. * Ensure that science tools and interfaces are providing accurate and timely support, with a focus on increased efficiencies in planning, reporting, forecasting, and revenues. Presents major findings to the Director and manager on an as needed basis. * The successful candidate will apply operations research and other advanced methodologies, such as forecasting, statistics, econometric modeling, linear programming and other optimization algorithms along with other quantitative techniques to develop models and methods to maximize revenues. * Provide assistance to upper management by way of ad hoc analyses to answer a variety of business related questions. * Work directly with business end users to assure analytical systems are acceptably working in the day to day job functions of revenue management analysts, product managers, directors and other executives. * Perform other job related functions as assigned. Requirements: * A 4 year degree in a quantitative discipline such as Operations Research, Applied Math, Applied Statistics or related field required along with 2+ years of relevant work experience. A Master's Degree in these fields can take place of work experience. * Experience with Operations Research and Statistics software/packages/tools such as: SQL, SAS, R, and at least one coded language such as Java, C++, Python, etc. * Experience with Power Pivot a plus. * Experience with Tableau a plus * Some experience is preferred within a large corporation practicing revenue management, preferably in multiple industries, or management consulting experience in the development and application of revenue management models and systems. * Very strong analytical, statistical and modeling skills, with experience manipulating and 'making sense' of data from disparate systems. * Strong analytical capabilities with a high level of attention to detail. * Ability to communicate complex information to various audiences. * Ability to work independently in a demanding and ambiguous environment.
