Sr Regulatory Project Manager

Salary Grade: G04

Minimum Midpoint Maximum

$99,778 - $134,699 - $169,622

SUMMARY:

Develops, directs, and implements strategy and manages regulatory activities and communications related to the New Mexico Public Regulation Commission (NMPRC), The Federal Energy Regulatory Commission (FERC), and other state and federal regulatory agencies to meet the Company's business and regulatory objectives. Directs Company processes relating to regulatory matters that immediately affect the Company's business success and earnings, including applications, on-going case filings, rulemaking and inquiry proceedings, testimony and discovery, hearings, compliance reporting and training, workshops, public proceedings and negotiations with outside parties on regulatory matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Develops and implements strategic and tactical positions relevant to the Company's business and regulatory objectives

Prepares and/or reviews filings and testimony for compliance with applicable regulations and laws and for accuracy and consistency with the Company's business and regulatory objectives

Prepares and provides formal review of written and oral public communications, especially to regulatory agencies

Provides training and other applicable information to ensure timely and accurate compliance with NMPRC regulations, rules, orders and reporting requirements

Responds to inquiries from Company personnel, government and regulators, and the public about tariffs and operating rules and state or federal regulations relating to the provision of regulated services

Cultivates positive relationships both inside and outside the Company to effectively communicate, inform, and respond to regulators and other government or business interests that impact regulatory proceedings

Attends all regulatory-related meetings, hearings, workshops, negotiations, and presentations on regulatory cases and issues to which assigned

Prepares and coordinates timely information briefings for regulators on business, legal, or regulatory developments that relate to their regulatory oversight of the Company

Prepares regulatory policy recommendations for management based on the Company's strategic business direction and implementing regulatory strategies

Communicates Company regulatory strategies across a spectrum of public forums, including written and oral testimony or public presentations and adversarial negotiations

Analyzes, prepares recommendations, and informs Company management, team members, and other appropriate personnel of regulatory developments likely to affect operations

Coordinates with management, work team members, and outside consultants to develop strategic and tactical positions relevant to the Company's regulatory objectives

Directs or coordinates the activities of other personnel on a daily basis through matrix management across multiple simultaneous projects on regulatory matters as assigned

Coordinates and provides training to Company personnel on written and oral testimony preparation for filings and hearings or for workshop presentations

COMPETENCIES:

Knowledgeable of Company processes and the regulatory processes of NMPRC, FERC and other applicable state and federal regulatory agencies that effect electric and gas transmission and distribution facilities, operations, and customer services

Ability to respond effectively to the most sensitive inquiries or complaints

Ability to read, understand and prepare legal documents and filings that involve technical information including accounting, ratemaking, engineering, and financial analysis

Knowledgeable regarding applicable State and Federal regulatory environment and regulations and the Company's approved tariffs and operational rules

Understanding of the operations of the electric industry and the Company's utility operations

Strong organizational skills and self-directed

Demonstrated high personal integrity

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from four-year college or university with seven to nine years related experience including two years management or project management experience, or equivalent combination of education and/or experience related to the discipline.

Masters degree preferred.

SUPERVISORY RESPONSIBILITIES:

Leads and coaches an Administrative Assistant regarding forms, filings, and other tasks related to assigned regulatory matters. Directs research support by the Regulatory Policy Analyst. Leads and coaches through matrix management as a Team Leader the preparation by business departments of regulatory filings, testimony, presentations and related analysis and strategy development.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to write reports, testimony, business correspondence, and procedural manuals

Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:

Working knowledge of spreadsheet, and word processing software, Document Management systems, SharePoint and similar software

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit for long periods of time. The employee must occasionally lift and/or move up to 10 pounds. Periodic in-state travel to attend regulatory proceedings, meetings or other activities related to PNM's regulatory strategies is required.

Occasional out-of-state travel may be required.

Interprets and applies state statutes, Commission orders, rules, and NMPRC-approved Company rules, regulations, and tariffs. Provide training of same to company personnel as necessary.

Responds to inquiries from Company personnel, government and regulators, and the public about tariffs and operating rules and state or federal regulations relating to the provision of regulated services.
