Position Summary

Provide regulatory support and analysis, within Rate & Regulatory Affairs (R&RA), as it pertains to regulatory filings and issues before the District of Columbia Public Service Commission (DCPSC). Work closely with legal department and business units, supporting all regulatory filings with the DCPSC, including but not limited to R&RA project lead on general rate case applications. Take initiative within R&RA on DCPSC regulatory matters, identifying regulatory risks to the Company with respect to cost recovery, and compliance with DCPSC Orders and rules. Assess the need for business unit resources and involvement in regulatory matters in the District, and ensure that deliverables are completed on time, both internally and with the DCPSC. Facilitate and coordinate the integration of regulatory strategy and the Company's strategic goals as established by senior management, and as applicable to the District. Advocates for the Company's interests before the DCPSC and with District stakeholders. Willingness. Work collaboratively across business units, to achieve corporate goals, and to successfully execute on deliverables. Testify in proceedings before the DCPSC, on as needed basis.

Tasks and Responsibilities

  • Responsible for providing lead regulatory support in rate cases, accelerated pipe replacement proceedings, and regulatory filings before the DCPSC

  • Identifies issues of importance and identifies options where applicable, identifies business unit resources that are needed, and works collaboratively with cross-functional team members to complete filings on time

  • Reviews DCPSC Orders and provides brief assessments of key points within R&RA and to applicable business units

  • Reviews data requests and proposes assignments within business units and R&RA, reviews drafted data responses for appropriateness to question and for consistency with Company internal positions or policies

  • Ensures that all data responses are provided according to established deadlines

  • Assists with the drafting and editing of Company witness testimony

  • Takes initiative and identifies potential changes to Company tariffs that can better facilitate business unit or Company objectives

  • Works with legal department and business units to meet all regulatory reporting and compliance requirements in the District

  • Coordinating work, establishing internal schedules, and providing interpretation of Commission requirements, rules, and policies to business units on an adhoc basis

  • Reviews data provided from business units for compliance reports and conducts detailed follow-up, as needed

  • Using data assembled from various business units, makes rate calculations for various tariff services, e.g., a rate for the Purchase of Receivables from competitive suppliers

  • Assists the Director and Manager of Rates & Regulatory Affairs in the management of DCPSC rate cases and other docketed state regulatory proceedings, on as needed basis

  • Identifies regulatory risks to the Company's financial and operational interests in the District, and provides options to address

  • Conducts research of regulatory and industry issues and trends that affect the Company's financial and operational interests in the District, including but not limited to local, regional, and national climate policy

  • Prefer experience and desire to serve as a Company witness

  • Travel requirements, as appropriate for hearings at the DCPSC

Qualifications, Skills and Abilities

  • Bachelor's Degree in Business Administration, Accounting, Finance, Economics or related discipline or equivalent work experience

  • 5+ Years of regulatory and/or utility experience with a concentration in state regulatory area

  • Sound knowledge of utility rate making, rules, practices, and policies that govern the local gas distribution business. Specific knowledge for the District, a plus

  • Strong writing, analytical, and research skills

  • Excellent organizational, and oral communication skills (will be asked to testify in proceedings before the DCPSC, as needed)

  • Strong skills utilizing Microsoft Office (Outlook, Word, Excel, PowerPoint and SharePoint)

  • Must be comfortable working with Senior Management, Commission Staffs, and other stakeholders presenting and defending Company positions

  • Must be poised, exercise good judgement, and take initiative

  • Experience as, or willingness to be a witness in regulatory proceedings, a plus

  • Must be willing to travel, approximately 20%

Work closely with legal department and business units, supporting Company's gas acquisition, interstate transportation and storage transactions, and contract negotiations. Represent Company interests before the FERC by attending technical conferences, hearings, settlement conferences and customer meetings, and drafting comments in order to protect the Company's financial and operational interests. Represents Company interests at interstate transporter meetings that address future rate case filings, grid modernization filings, new service offerings, and ongoing service and operational issues, in order to protect the Company's financial and operational interests. Provides\ support as needed on the implementation of requisite regulatory changes to external advocacy practices, including the preparation of testimony and potentially serving as a witness in Company proceedings. Facilitates and coordinate the integration of regulatory strategy and the Company's strategic goals as established by senior management. Accountable for supporting a robust internal advocacy function. Tasks and Responsibilities * Responsible for managing interstate transporter rate cases and regulatory filings before the FERC, including drafting comments or protests, conducting detailed analysis on the financial, rate, or operational impacts to the Company, testifying as needed, and working collaboratively with customer groups to achieve favorable settlements * Develops and recommends long-term strategic goals for RRA, particularly as it pertains to FERC policy that impacts the Company's business. Implements approved initiatives and coordinates supporting activity * Represents the Company's interests before internal and external audiences, including expert witness testimony and contractual negotiations, through regular attendance of the American Gas Association's Federal Regulatory Committee meetings, and at interstate transporter meetings that address future rate case filings, grid modernization filings, new service offerings, and ongoing service and operational issues * Formulates and executes strategies to support the regulatory plans before the FERC, and on an as needed basis for state jurisdictions, including case review and general tariff filings * Works with the Director, RRA to establish and continuously improve the department's work guidelines, systems and processes, including the gathering and dissemination of information throughout the Company * Works closely with other departments and business units to ensure a coherent and supportable position that is well documented prior to external presentation by Rates and Regulatory Affairs * Recommends new and innovative strategies for the Rates & Regulatory Affairs department which support the business needs of Washington Gas.
