Essential Job Functions
Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SH&E principles and values; champions safety as necessary
Manages assigned projects; ensures consistency in handling capital projects, maintenance, equipment and facility assets; assists terminals when required for major project coordination and scheduling
Develops long range CAPEX (capital expenditures plans) to achieve safety, environment and health compliance with standards
Participates in master planning process for assigned terminals; updates plans as changes or special needs occurs; keeps permits updates; develops critical assets list; incorporates best practices
Monitors project expenditures; works with terminal management on CAPEX budgets and 5 year plans
Provides approval process direction and communication emphasizing bid cost, support documentation, CEA submittal, expense tracking, and importance of on-time completion
Performs project evaluations for all projects including hazardous operations review; ensures all appropriate parties are included
Assists terminals with customers who need specialized costs for tank or facility; achieves same day response to customers
Contracts with and coordinates outside engineering sources for cost estimates or services as necessary.
Ensures and monitors consistency of tank inspection program, use of contractors and supplies, bid processes, contractors' safety and insurance requirements, and applicable codes; coordinates and advises on standards for equipment or construction
Coordinates with Sales and terminal management for customer project scope assessments; creates technical support presentations; obtains cost structures from appropriate parties
Establishes and implements policies following industry standards and codes
Develops guidelines to use when qualifying contractors
Consults on all aspects of asset maintenance, facility design and preventative maintenance programs; assists with development of systems used in project management
Trains and develops managers on project understanding for use in future business development
Trains regularly on all Federal, state and local environmental regulations, requirements and guidelines including, but not limited to, RCRA requirements; follows and adheres to all guidelines, regulations, and requirements
Works with the local governance bodies on technical standards of shared files including structure, procedures, and practices; reviews and updates as regulations/codes change
Performs other duties assigned by management that fall within the generally expected scope of this position
Experience Requirement
3 -5 years experience in financial management, budgeting and planning
Minimum 10 years experience in project management for construction projects
3 - 5 years terminal operations experience; chemical plant experience helpful
Excellent writing skills; ability to write training documents in a clear and concise manner
Strong negotiating and persuasion skills; good listening skills
In depth understanding of terminal equipment including utility systems, tankage, pumps, and docks; experience with coatings used in industrial applications
Ability to do research into best SHE, engineering, construction and chemical plant practices
Experience working with Federal, state and local environmental regulations including RCRA
Ability to read, develop, and interpret engineering, construction and other technical specs, drawings, schematics, plans, and similar documents; ability to read and understand complex government regulations and translate/incorporate these requirements into terminal construction, engineering and maintenance plans
Ability to translate technical plans into easy-to-understand laymen's terms and communicate such translations in clear terminology
Education Requirement
4 year college degree in Engineering or similar technical field
Advanced degree in Business, Technical, or related field preferred
Certified Professional Engineer preferred
