hardison/downey, a Kitchell company, seeks a Civil Division Estimator / Project Manager Sr. to deliver a civil construction project from its conception until it functions as it was intended. This position is responsible for civil estimating duties, soliciting new business through business development and project management. Project management includes training and developing support staff members accountable to this position. Responsible for the proper management and control of the total scope of services as defined in the project contract documents, of one or more projects to meet profit objectives.
Duties and Responsibilities
Manage a Civil project from start to finish inclusive of coordination with Civil field support and personnel.
Perform all required estimating duties for new construction with quantity take-off, knowledge of cost values, values for civil assemblies, preparation of complete Civil bids, etc.
Act as a marketing representative, specifically to facilitate establishing Civil bidding opportunities.
Help develop and expand Civil Division for the company.
Establish and maintain an effective and professional working relationship with Owners, General Contractors, Architects, Engineers, Subcontractors, Suppliers, h/dc and other Employees.
Review and monitor all design phase and construction phase documents for conformance with the budget and schedule.
Prepare instructions and coordinate bidding process; review subcontractor bids for conformance, qualifications and financial factors.
Participate in interviews with current and potential clients.
Assistance with preparation and response to RFP's for new work.
Provide customer service to internal and external clients in a timely manner.
Manage overall job completion process, including; schedules, scope changes, maintaining budget, Change Order requests, Owner Change Orders, etc.
Motivate workforce, provide communications and take measures to ensure that all elements are cooperating and coordinating efforts for maximum efficiency and quality throughout the project.
Control job cost system, information and analysis.
Prepare monthly project forecasts, cost reports and construction billing forecasts.
Prepare progress reports for owners and management, and make presentations with recommendations for changes.
Write and review contracts and proposals; negotiate for changes to conform with company standards and practical expectations.
Initiate pertinent permits, contract insurance, bond and HD information needs. Ensure compliance with prime contract.
Negotiate and prepare subcontracts, contract purchase orders, agreement change orders and change order requests.
Participate in drafting client contracts.
Develop and maintain the Milestone Schedule, Detail Design Phase Schedule, Preconstruction, Long Lead and Detailed Construction Phase Schedule.
Review submittals and shop drawings to ensure that they meet criteria or intent.
Manage the day-to-day issues of Project Superintendents, Project Engineers and Construction Administrators.
Assure all project activities and closeout efforts are executed after proper planning has been done to conform to standards and specifications.
Utilizes safe work practices and follows directives, policies and procedures for assisting and maintaining a healthy and safe work environment as outlined in the intranet Safety Manual.
Office located at the main office and not on-site. However may require travel to jobsites on occasion.
Required Skills and Knowledge:
Demonstrate leadership abilities and a broad knowledge of civil construction estimating, project management, and business development methods and systems.
A good understanding of construction methods, building concepts, materials, scheduling, bidding, estimating and blueprint reading.
Skilled in project management software and equipment.
Leadership of bid process and project forecasting.
Excellent verbal, written and facilitation skills; including the ability to influence, negotiate and explain complex processes to clients and staff.
Coaching, mentoring and personnel development skills required.
Excellent interpersonal and communication skills, as well as a high level of integrity.
Excellent computer skills.
Reliable transportation and a clean driving record.
Required Degrees, Licenses, Certifications and Experience:
Ten (10) years minimum of Civil construction experience (mass grading and excavation, asphalt, wet and dry utilities, storm drainage, etc), to include five years' experience as a Project Manager.
Bachelor's degree from an accredited four-year college or university in architecture, engineering, construction management or related field desired.
