Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing. The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.


The Senior Projects Manager provides oversight of medium to large sized projects to improve the reliability and profitability of Tyler Refinery.


  • Manage engineering and construction projects ranging from $1MM-$100MM

  • Author, review, and award contracts

  • Review monthly budgets and cost projections

  • Analyze project schedules

  • Prepare monthly reports and approve invoices

  • Act as single point of contact for all engineering disciplines

  • Conduct weekly meetings with project team

  • Monitor shop progress and quality

  • Manage ex-works engineering and procurement projects


Minimum Required Education:

  • BS Degree in Mechanical, Civil, Electrical or Chemical Engineering

Minimum Required Experience:

  • 10 years


  • Familiarity with PHMSA and TXRRC hazardous liquids pipeline regulations, DOT Part 195, API RP 1104, API RP 650, API RP 653, OSHA regulations, ASME B31.3 and B31.4.

  • Excellent oral, written and interpersonal communication skills

  • Ability to communicate effectively with all levels internally, as well as external customers

  • Proficient computer skills to include Microsoft Office Suite

  • Excellent negotiating skills

  • Excellent computer skills, inclusive of sound working knowledge of MS Office applications and SAP

The Sr. Buyer is responsible for quoting, delivery, negotiation, data entry, and order tracking. The Sr. Buyer will work with other functional groups as needed to communicate tracking or status on orders. Responsibilities * Develops sources of supply and obtains information from suppliers concerning product and/or service specifications, price, delivery dates, etc. and ensures all applicable data is current at supplier. * Solicits proposals, conducts bid evaluations, evaluates costs, negotiates optimum delivery schedules and ensures the best combination of price, quantity discount, product quality, standard terms and conditions, and where appropriate. * Communicates with User departments such as Engineering, Quality Assurance, Manufacturing, Planning, Design, Facilities and other departments as necessary, to ensure their requirements are met. * Supports the cognizant Sourcing Manager & Contracts Manager efforts for ongoing projects, where applicable. * Prepares definitive purchase orders, including terms and conditions, makes award with suppliers within budgetary limitations. * Monitors supplier performance, and prepares reports and other records pertaining to the items or services purchased, cost, delivery, product or service performance, supplier performance and/or inventories, as applicable. * Resolves problems related to purchasing, delivery, receiving and payment to the supplier; determines source of the problem and takes appropriate corrective action. * Supports the make-or-buy review and decision process. * Resolve all causes of part, item or service shortage situations. * Resolve all causes of accounts payable issues and related situations. * Coordinate resolution of supplier quality and reliability non-conformance. * Develop, maintain, and ensure purchasing actions are completed in time to ensure product delivery and/or service completion by the User's need date.
