This position will support the Pearl Harbor Shipyard Optimization Project which will perform modeling, simulation, process operations, drydock design for future modernization of Pearl Harbor Naval Shipyard.
Project team is currently located within the Reston, Virginia office.
Monitors cost recording and reporting practices for compliance with applicable standards.
Responsible for the development and accuracy of cost reports and Project Financial Status Reports (PFSRs). Verifies alignment with previous reports to ensure compatibility and consistency.
Responsible for cost engineering and cost analysis/control activities for proposals and projects with significant non-routine requirements or for discipline/projects/proposal cost activities which require a high degree of technical skilled experience.
Identifies, analyzes, and provides innovative solutions and cost engineering guidance to project teams.
Grade 25: Bachelor's (BS/BA) degree from an accredited university and 6+ years of professional experience, or in lieu of a degree, high school diploma or equivalent and 12+ years of professional experience.
Grade 26: Bachelor's (BS/BA) degree from an accredited university and 9+ years of professional experience, or in lieu of a degree, high school diploma or equivalent and 15+ years of professional experience.
Must be a U.S. Citizen.
Experience in performing, monitoring, and reviewing cost engineering functions which include cost estimating, cost control, and cost analysis in the field and the home office.
Must demonstrate good interpersonal teamwork and communication skills.
Ability to work under pressure and with minimal supervision.
Willing and able to travel on a short-term basis as needed to support proposal and project activities.
Advanced level of proficiency in using Project Controls operating systems and software applications such as Excel, Word and PowerPoint.
Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
Previous Earned Value Management System experience on an Engineering, Procurement and Construction (EPC) job.
Proficiency with EcoSys cost processor software applications.
Project Financial Status Report (PFSR) preparation experience
Flexibility to respond to urgent proposal and project requests and changing priorities.
Demonstrated ability to work with people of varied backgrounds and objectives.
Demonstrated skill in identifying and analyzing issues and recommending corrective actions.
