SUMMARY OF DUTIES:

The Senior Project Business Analyst is responsible for development of business and technical requirements for Large or Mega complexity projects or a very large component of a high complexity program. Individuals in this role use technical knowledge and related experience to work with business and technical experts to identify and document requirements, processes and specifications needed to complete project deliverables with focus on effective use of people, tools and technology within context of the portfolio, considering other projects and inter-dependent work. Individuals in this role work under indirect supervision of senior level Program Manager or PMO Leader. The role requires regular reporting of status, risks, and documentation of issues as they arise, leveraging tools, data and process information collected throughout project duration.

ESSENTIAL FUNCTIONS:

  • Supports the program or portfolio intake process through the governance process by defining and documenting business and technical needs, deriving requirements, specifications and user stories.

  • Conducts requirements meetings, and documents issues, and risks that may be discovered through project planning, execution and change management process.

  • Performs analysis of collected information to identify patterns and develop potential solution options in collaboration with designers, architects, engineers, project managers and sponsors.

  • Uses complex data and process information to compile and produce reports for various audiences

  • Distributes key project or program communications and other relevant information as directed by the Program Manager or Controls team

  • Documents business processes by using process mapping tools, identifies process gaps and organizational misalignments

  • Manages document version controls and supports the project by using technology tools such as SharePoint, Power BI, financial systems and project logs.

  • Adheres to Amtrak Enterprise Project Management methodology.

MINIMUM QUALIFICATIONS:

  • Strong focus on collaboration, team building, and customer service

  • Effectiveness working diplomatically across teams with varying objectives.

  • Strong oral and written communication skills across all levels

  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),

  • SharePoint and/or Power BI super-user

  • PMP Certification in good standing

  • Minimum of 3 years of practitioner experience with focus on business analysis and Bachelor's degree, or any equivalent combination of education and relevant work experience

  • Must have strong quantitative skills & experience taking raw data and drawing actionable insights from it

  • Must have demonstrated capability in working with large virtual teams

  • Must have work authorization in the United States.

PREFERRED QUALIFICATIONS:

  • PMI - PBA or CBAP,

  • Six Sigma Yellow Belt

  • Transportation industry experience

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

SUMMARY OF DUTIES: This position directly supports the Director of Production by leading the Managers Engineering Production over the Structures and New England Production units within Production Maintenance. It has overall responsibility for leading all aspects of Structures and New England Production including oversight of the efficient use of manpower, scheduling, equipment, material, and supplies that support the operation as well as ensuring safe work practices. The Senior Manager Engineering Production position requires 24/7 availability to oversee an around the clock operation, ensure safe and efficient use of resources, and provide technical expertise to day-to-day activities as required. ESSENTIAL FUNCTIONS: * Drive improvement in safety performance of Production through effective communication, direct oversight of safety activities, leading Production unit managers, and coaching of direct and indirect reports, as appropriate. * Lead the planning and implementation of projects and long-term programs to maintain the infrastructure in a state-of-good repair. Oversee the production goals established for their units in order to ensure each scope of work is completed on time and within budget. * Responsible to ensure the Manager Engineering Production and their subordinates have all aspects of their work meeting or exceeding current Amtrak standards and comply with all relevant regulatory requirements and standards. * Develop and ensure continuous improvement of work methods and procedures that increase efficiency and drive improvement in the safety and reliability of the infrastructure. * Oversee and be actively involved in the planning and monitoring of daily/weekly production reports to ensure efficient utilization of resources (including track usage, force account, equipment, etc.), and effective execution of the work. MINIMUM QUALIFICATIONS: * Bachelor of Science Degree in Civil Engineering, Construction Management, or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. * Qualified or possess sufficient experience to be qualified in: MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules & Regulations. * Nine years of relevant experience * Demonstrated experience as Manager Engineering Production or equivalent position within railroad production operations. Minimum Knowledge, Skills, and Abilities * Must be able to interface with all levels of employees and both external and internal customers. * Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions. * Expert level knowledge and experience in all facets of Track inspection, maintenance, and construction including but not limited to wood tie/timber track, concrete tie track, track surfacing, wood/concrete panel installation, CWR installation, and track undercutting/drainage improvements, as well as working knowledge of other crafts involved. * Demonstrated knowledge and applied experience in railroad operations, operating rules, and railroad production work procedures. * Possess expert level knowledge of and ability to apply Federal Railroad Regulations including Roadway Worker Protection and those pertaining to Track Safety Standards. * Demonstrated effective communication skills both written and verbal; skilled in delivering presentations within and outside of the organization. * Demonstrated skill and ability utilizing effective time management and delegating work to others. * Demonstrated ability to understand and apply collective bargaining agreements. PREFERRED QUALIFICATIONS: * Licensed Professional Engineer or ability to acquire. * Held craft positions(s) performing Structures and/or Track inspection, maintenance, and construction. * Ten years of experience in railroad operations within the Engineering Department. * Leadership experience in the following areas: technical and craft supervision. * Experience in planning, scheduling, and managing large scale multi-faceted capital programs around live railroad operations.
