SUMMARY OF DUTIES:

Major stations technology position available. The purpose of the Amtrak's Major Stations Program is to redevelop and transform its landmark customer facilities in Washington, Baltimore, Philadelphia, NYC, and Chicago -- Amtrak's biggest markets. The sky is the limit in Amtrak's drive to reinvent the station experience, offering the best in passenger amenities. This position is a full-time employee position: Senior Program Manager for Station Technology, Chicago and Philadelphia (15 years of experience). Key responsibilities include: leading program planning through definition, design, deployment and transition to support for all technology products, services and resources in Stations, Facilities, and Properties.

The Senior Program Manager is accountable for supporting the Service Owner conducting analysis and assisting with strategic oversight, planning, governance and management of station and facility corporate planning and RE projects which will ultimately support end-user, departmental and corporate business goals and objectives. The Senior Program Manager is responsible for the quality and delivery of the program which requires regular analytical and metrics-based reporting to other staff, board members, and stakeholders.

ESSENTIAL FUNCTIONS:

  • Responsibilities include, but are not limited to, the following:

  • Build strong relationships within Amtrak to understand the business challenges and opportunities. Create a collaborative partnership among executive leaders and portfolio stakeholders and enables workforce development, change management, and planning decisions.

  • Plan the delivery of the overall program and its activities in accordance with the mission and the goals of Amtrak. Plan, oversee and manage governance policies and guidelines. Define objectives, metrics, performance targets, measurements, monitor compliance triggers and baselines to ensure mapping and tracking of the Portfolio to meet business objectives and strategy.

  • Provide performance analytics on the program for stakeholders

  • Develop and implement long-term goals and objectives to achieve the successful outcome of the program. Develop an annual budget and operating plan to support the program

  • Monitor and approve all budgeted program expenditures

  • Identify and evaluate the risks associated with program activities and take appropriate action to control the risks

  • Support the creation of project management best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value.

  • Drive continuous process improvement

  • Adheres to Amtrak Enterprise Project Management methodology.

  • Assist with planning and management of the FY Capital Call and the year round Portfolio creation. As part of the FY Capital Call, assist with validation and reviews of business cases to ensure successful outcome in the form of funded projects at a level that sustains our ability to meet business demands.

  • Utilize portfolio reports to analyze data for portfolio performance reviews for budget and schedule data helping to assess program health to ensure objectives are met.

  • Develop requirements to drive development of required portfolio reports for Portfolio, Program / Project budget and schedule data reviews.

  • Understand and utilize data from within the Enterprise Project Management System (EPM) for analysis and reporting.

  • Coordinate with the Demand Management team in multiple situations.

  • Assist with analysis for other portfolio management activities including:

  • Portfolio level a) Budget and forecast reviews b) impact analysis c) establishment of processes for estimation and forecasting

  • Analysis across the Portfolio for risk tolerance and identification of Portfolio level risks and issues analysis and responses

  • Assist with analysis and planning for portfolio communication activities:

  • Publish to and maintain a Portfolio Management Information Site.

  • Assist with development and publication of any materials required for communication to various levels of the department staffs.

  • Communicate and be advocate for the AMTRAK Project Management methodology.

  • Maintain excellent interpersonal relationships with all organizations and levels of management within IT and business organizations.

  • Instruct Project Managers on AMTRAK's Project Management methodology. Provide training and communication to ensure that new Project Managers are up to speed

  • Responsible for end to end management of a portfolio of projects for Stations / Facilities and Offices, including new development, upgrades and moves in the IT Service Organization for Real Estate and Corporate Planning.

  • Develop strong working partnerships with stakeholders in IT Service Organization, Real Estate, Commercial and Operations.

  • Create standard set of Amtrak Delivery Methodology templates and training materials to be used by resources in the IT Service Organization.

WORK EXPERIENCE:

  • Minimum of 11 years of practitioner experience with project and program management or 15 plus years of experience in lieu of degree.

  • Demonstrated hands-on experience in Portfolio Management analysis, planning, creation, monitoring, strategy, governance and ability to execute across all aspects of the Portfolio lifecycle

  • Highly experienced user of Microsoft suite of office tools including MS Project Professional, MS Word, MS Excel. Visio, PowerPoint, SharePoint. experience with Microsoft Project Server or other integrated project management information system.

  • Strong project and program management skills with prior experience managing IT projects, IT scheduling and budgeting.

The successful candidate will have proven experience with:

  • Knowledge of Amtrak processes and culture

  • Knowledge of the Building / Facilities construction lifecycle

PREFERRED WORK EXPERIENCE:
15 years of technology based program management experience.

PREFERRED EDUCATION:

  • Master's degree in Program/Project Management or Business Administration.

  • Project Management certification (PMI, Graduate School Certification or equivalent).

OTHER REQUIREMENTS:

  • Project Management Professional (PMP) required.

  • PgMP Certification required.

  • Demonstrated knowledge of high-level expertise in the application of the tools and techniques of the project management discipline

  • Proven skills in managing within a matrix organization.

  • Ability to provide constructive feedback to teams as it pertains to project performance.

  • Strong focus on collaboration, team building, and customer service

  • Highly motivated and self-directed

  • Able to exercise independent judgment and take action on it.

SUMMARY OF DUTIES: The Major Stations, Facility Manager is responsible for managing and overseeing Amtrak's physical assets at an assigned major station (WUS, CUS, PHL 30th St., BAL, WIL, NYP) to improve its core business through enhancing the customer experience and providing a safe, clean and comfortable working and experience for Amtrak staff. The incumbent is responsible for developing a short, medium and long-term capital maintenance and improvement program for their facility, as well as planning and project management functions for minor projects. The Major Stations, Facility Manager will provide oversight and assist in coordinating work performed by other Amtrak entities, operation and maintenance vendors and work with procurement in identifying and procuring service contracts to support the facility. This position is responsible for supporting Amtrak's station manager and operational team in identifying, evaluating and resolving operational and programmatic deficiencies within the facility. ESSENTIAL FUNCTIONS: * Provides overall direction and management of the facility management function including oversight of the facility management service provider and various sub-contractors. Develops performance standards/service goals, budgets, monitors and approves costs, sets facility engineering and technical facility standards and reviews operations against those standards. * Responsible for developing and implementing facility best practices including asset management practices; preventative and reactive maintenance, long term capital planning and life cycle asset management strategies. * Serves as a key member of the Emergency Response Team, participating in emergency planning activities and maintains the department (station) emergency response plan. * Ensures facility-wide compliance with applicable codes, regulations, and standard operating procedures. * Manages and oversees the Facilities Management function for physical assets at an assigned station, including coordination with a thirty-party facilities management service providers and associated contractors and sub-contractors. * Provides leadership as a staff member to departments requiring support with facilities operations, repairs and modernization of buildings, grounds and infrastructure. In this capacity, the position promotes design and specification of systems, equipment, interior/exterior finishes and furnishings that can be maintained cost effectively are sustainable and represent effective deployment of technology and energy efficiency. Reviews plans and makes recommendations as to design, commissioning, maintenance, and operation new/refurbished facilities. * Performs daily inspections of work in process, monitoring vendor performance and addressing emergency needs by evaluating the facility with the station operations team, and other internal and external support staff, to identify operational and programmatic deficiencies. * Develops, manages and implements facility construction projects of various scales, directly with, or with the engagement of, third-party service providers, including renovation or replacement projects for all aspects of facilities. * Manages projects and initiatives related to Amtrak's Customer NOW Program, which aims to improve and enhance the customer experience at Amtrak-served stations systemwide, with an immediate focus on the Top 25 and Top 100 Stations, as identified by senior management. * Manages the planning, programming and development of internally and externally (third-party) sponsored facility projects. Provides project management support throughout the facility development process. * Develops short, medium and long-term capital and asset plans the station identifying all capital components, the life cycle, and annual capital budgets necessary to maintain the station in a state-of-good-repair (SOGR). Designs develops and implements departmental maintenance and service delivery plans. * Administers facility maintenance standards and service goals on a regional basis; Budgets, monitors and approves costs; Reviews maintenance operations against those standards and goals; Develops and implements facility management best practices, including capital planning and asset management strategies. Maintains overall responsibility o manage performance metrics of the vendor, reporting on all service level agreements (SLA's) and holding the vendor accountable to achieve desired targets and quality. * Collaborates with all Amtrak departments, and all levels of management, to foster ongoing communications and ensure system-wide consistency in implementation of facilities management functions and standards. * Maintains effective relationships with landlords, tenants, contractors and all other internal and external stakeholders and/or partners. * Participates in project meetings, site surveys, assessments, design review sessions, pre-construction, and construction phases, as required. * Participates in the development and evaluation of RFQs and RFPs for planning, design and construction contracts for facility improvements. * Perform additional responsibilities and special assignments, as directed by supervisor. MINIMUM QUALIFICATIONS: * Bachelor's degree in business administration, or a related field. * Seven years of related work experience in managing a large complex facility and all maintenance activities. * Knowledge of facilities management, design and construction disciplines. * Proven management experience and leadership abilities. Ability to manage multiple projects with competing priorities and tight deadlines. * Extensive communication/presentation skills and experience including distilling and communicating complex issues to senior level officers. * Superior quantitative and analytical skills * Excellent interpersonal and communication skills (oral, written) * Previous experience managing a large complex facility, directing a third party maintenance provider, and management of individual service and maintenance contracts. * Highly proficient with desktop computing, Knowledge of Microsoft Office Suite including MS Project, PowerPoint, Excel and Word) * Ability to be on-call and respond to for emergency situations. PREFERRED QUALIFICATIONS: * Master's degree in business administration, or a related field. * Ten years of related work experience. * Certified Property Manager or Certified Facility Manager * Experience developing a facility management and/or capital maintenance and/or improvement plan for multiple facilities on a national platform. * Relevant experience in the transportation and/or railroad industry.
