SUMMARY OF DUTIES:
Major stations technology position available. The purpose of the Amtrak's Major Stations Program is to redevelop and transform its landmark customer facilities in Washington, Baltimore, Philadelphia, NYC, and Chicago -- Amtrak's biggest markets. The sky is the limit in Amtrak's drive to reinvent the station experience, offering the best in passenger amenities. This position is a full-time employee position: Senior Program Manager for Station Technology, Chicago and Philadelphia (15 years of experience). Key responsibilities include: leading program planning through definition, design, deployment and transition to support for all technology products, services and resources in Stations, Facilities, and Properties.
The Senior Program Manager is accountable for supporting the Service Owner conducting analysis and assisting with strategic oversight, planning, governance and management of station and facility corporate planning and RE projects which will ultimately support end-user, departmental and corporate business goals and objectives. The Senior Program Manager is responsible for the quality and delivery of the program which requires regular analytical and metrics-based reporting to other staff, board members, and stakeholders.
Responsibilities include, but are not limited to, the following:
Build strong relationships within Amtrak to understand the business challenges and opportunities. Create a collaborative partnership among executive leaders and portfolio stakeholders and enables workforce development, change management, and planning decisions.
Plan the delivery of the overall program and its activities in accordance with the mission and the goals of Amtrak. Plan, oversee and manage governance policies and guidelines. Define objectives, metrics, performance targets, measurements, monitor compliance triggers and baselines to ensure mapping and tracking of the Portfolio to meet business objectives and strategy.
Provide performance analytics on the program for stakeholders
Develop and implement long-term goals and objectives to achieve the successful outcome of the program. Develop an annual budget and operating plan to support the program
Monitor and approve all budgeted program expenditures
Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
Support the creation of project management best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value.
Drive continuous process improvement
Adheres to Amtrak Enterprise Project Management methodology.
Assist with planning and management of the FY Capital Call and the year round Portfolio creation. As part of the FY Capital Call, assist with validation and reviews of business cases to ensure successful outcome in the form of funded projects at a level that sustains our ability to meet business demands.
Utilize portfolio reports to analyze data for portfolio performance reviews for budget and schedule data helping to assess program health to ensure objectives are met.
Develop requirements to drive development of required portfolio reports for Portfolio, Program / Project budget and schedule data reviews.
Understand and utilize data from within the Enterprise Project Management System (EPM) for analysis and reporting.
Coordinate with the Demand Management team in multiple situations.
Assist with analysis for other portfolio management activities including:
Portfolio level a) Budget and forecast reviews b) impact analysis c) establishment of processes for estimation and forecasting
Analysis across the Portfolio for risk tolerance and identification of Portfolio level risks and issues analysis and responses
Assist with analysis and planning for portfolio communication activities:
Publish to and maintain a Portfolio Management Information Site.
Assist with development and publication of any materials required for communication to various levels of the department staffs.
Communicate and be advocate for the AMTRAK Project Management methodology.
Maintain excellent interpersonal relationships with all organizations and levels of management within IT and business organizations.
Instruct Project Managers on AMTRAK's Project Management methodology. Provide training and communication to ensure that new Project Managers are up to speed
Responsible for end to end management of a portfolio of projects for Stations / Facilities and Offices, including new development, upgrades and moves in the IT Service Organization for Real Estate and Corporate Planning.
Develop strong working partnerships with stakeholders in IT Service Organization, Real Estate, Commercial and Operations.
Create standard set of Amtrak Delivery Methodology templates and training materials to be used by resources in the IT Service Organization.
Minimum of 11 years of practitioner experience with project and program management or 15 plus years of experience in lieu of degree.
Demonstrated hands-on experience in Portfolio Management analysis, planning, creation, monitoring, strategy, governance and ability to execute across all aspects of the Portfolio lifecycle
Highly experienced user of Microsoft suite of office tools including MS Project Professional, MS Word, MS Excel. Visio, PowerPoint, SharePoint. experience with Microsoft Project Server or other integrated project management information system.
Strong project and program management skills with prior experience managing IT projects, IT scheduling and budgeting.
The successful candidate will have proven experience with:
Knowledge of Amtrak processes and culture
Knowledge of the Building / Facilities construction lifecycle
PREFERRED WORK EXPERIENCE:
15 years of technology based program management experience.
Master's degree in Program/Project Management or Business Administration.
Project Management certification (PMI, Graduate School Certification or equivalent).
Project Management Professional (PMP) required.
PgMP Certification required.
Demonstrated knowledge of high-level expertise in the application of the tools and techniques of the project management discipline
Proven skills in managing within a matrix organization.
Ability to provide constructive feedback to teams as it pertains to project performance.
Strong focus on collaboration, team building, and customer service
Highly motivated and self-directed
Able to exercise independent judgment and take action on it.
Excellent analytical, mathematical, and creative problem-solving skills.
