Responsible for establishing and maintaining all PO procedures, processes, design standards, maintenance instructions, program health criteria, asset health criteria, and other documents for selected programs for mechanical equipment/systems such as pressure relief devices, pressure vessels, heat exchangers, pumps, fans, compressors, etc.
Develops, implements, and maintains all programs for balance-of-plant (BOP) mechanical and civil equipment/systems to ensure the safety of personnel, compliance with codes and regulations, reliability, efficiency, and long term asset management. Provides governance, oversight, and some execution and support of the programs. Is responsible for establishing and maintaining all PO procedures, processes, design standards, maintenance instructions, program health criteria, asset health criteria, and other mechanical and civil BOP program documents. Provides authoritative (Code Interpretations) decisions and recommendations regarding critical/controversial issues related to BOP mechanical and civil equipment/systems. Provides consultation during the design, construction, and commissioning of new and modified equipment to ensure PO standards are met and ensures new/modified equipment is integrated into the program(s). Examples of programs include pressure relief devices, pressure vessels, high energy piping, natural gas pipelines, welding, impoundments, mooring cells, cooling towers, CCW tunnels, and chimneys.
Supervisory Responsibility This position provides informal supervision to a support role
Budget Responsibility ~10 million dollars/year.
Specific duties include:
Develop and maintain all PO procedures, processes, design standards, maintenance instructions, program health criteria, asset health criteria, and other program documents.
Implements program controls to ensure continuity of the programs.
Perform evaluations of mechanical and civil BOP equipment/systems for compliance with TVA and regulatory requirements.
Participate in third party audits/assessments relating to the programs including ensuring timely resolution of findings.
Manage PO's programs for mechanical and civil BOP equipment/systems including ensuring periodic evaluation of program health, periodic evaluation of subsystem health.
Manage the development and implementation of programmatic projects for mechanical and civil BOP equipment/systems, including building Investment Requests; developing scope, technical specifications, and budget; adherence to schedule and budget; selecting vendors; and ensuring work meets specifications.
Conducting and/or participating in the investigation of large or unusual events caused by or affecting mechanical and civil BOP equipment/systems for determination of the impact on that equipment/systems and for factors that may prevent reoccurrence.
Assist with long range plans for mechanical and civil BOP equipment/systems additions, retirements, and modifications for PO facilities, including determining the need, conducting risk assessments, estimating costs and preparing Investment Requests.
Develop and maintain Maintenance Basis and PMs for mechanical and civil BOP equipment/systems.
Maintain PO's IT tools used for management of the programs.
Maintain PO's blanket contract(s) with vendors to provide services.
Provide technical assistance to all PO engineers and managers, and other personnel working on PO facilities, upon request.
Assist or lead troubleshooting activities and assist or lead root cause analysis for significant/unusual events.
Keep current with industry events, code and regulation changes, and integrate best practices and lessons learned.
May work as an individual contributor or as a team leader in planning, organizing, and supervising related work of plant engineers, vendors, and craft employees.
May be assigned to rotate to PO plants to assist in outages, typically performing oversight of engineers, vendors, and craft employees.
Education B.S. degree in Mechanical Engineering, Civil Engineering, or Metallurgical Engineering
Experience Greater than 10 years of engineering/engineering management work experience, including a minimum of 5 years of work directly related to the scope of this position.
Certification/License, etc Registration as a Professional Engineer, in one or more states, is highly desirable.
Knowledge/Skills/Abilities Must have in depth knowledge of multiple codes (such as ACI/AISC/API/ASME/AWS/NBIC/FRA/etc.) and federal regulations that relate to coal, gas, and hydro power plants and associated facilities. Must be multi-task orientated, have excellent written and oral communications skills, demonstrate excellent analytical and creative problem solving skills. Must be able to troubleshoot problems and conduct root cause analysis on mechanical and civil BOP equipment/systems. Must demonstrate leadership, initiative, and sound judgement. Must have the ability to successfully manage multiple projects simultaneously including the ability to plan, organize, negotiate, and deal tactfully with others. Must have a proven capacity to quickly establish and maintain effective working relationships with all levels of the TVA organization and external entities such as industry groups, Code committees, regulators, etc. Must have an awareness and sensitivity to the impacts and challenges that programmatic requirements can create in the various types of PO facilities.
