Overview

Under the general direction of the Executive Director of Access and Eligibility Services (AES) or the Deputy Director of the State Supplement Program (SSP), the Senior Associate will be responsible for all aspects of data management and program integrity activities of the SSP. This position will directly manage the team of SSP Program Integrity and Data Analytics staff and will serve as the deputy manager of the entire SSP team. The Deputy Director of SSP must possess a strong knowledge of state and federal programs and data files, as well as leadership skills and management experience. The SSP is a heavily data-driven unit that relies on accurate and timely information about the SSP caseload, system performance, and operational activity to ensure program integrity, to mitigate fraud, waste and abuse, and to guide system enhancements, task prioritization, innovation, and growth planning. The Deputy Director will lead the SSP Program Integrity and Data Analytics team in all efforts related to data, case, and system accuracy and integrity, including the development and production of reports, dashboards and quality control measures, SSP hearings and appeals activities, identification and recoupment of overpayments, and information sharing with/from related federal and state agencies. Guided by data, the Deputy Director will also direct the priorities of the dedicated SSP Information Technology team and will play a key role in the SSP unit's expansion efforts to other states. The Deputy Director will work collaboratively with other AES managers and senior leadership and is accountable for high quality, timely, comprehensive program data to inform strategic decision-making. The SSP is a Department of Transitional Assistance (DTA) program that provides $160 million annually in cash payments to 170,000 low-income and disabled clients. The Health Care Finance Solutions group at UMass Chan Medical School administers the SSP on behalf of DTA.

Responsibilities

  • Directly manage and oversee all aspects of program integrity and data analytics activities for the Massachusetts State Supplement Program and any future SSP program or related project.

  • Supervise the day-to-day activities of SSP Program Integrity and Data Analytics staff and serve as the deputy manager of the SSP unit.

  • Ensure the data and program accuracy of a $160 million-per-year state cash assistance program and the timely and accurate case management of the program's 170,000 beneficiaries.

  • Provide support and high-quality data on tight timelines to the AES Executive Director and other managers and senior leadership as needed.

  • Provide subject matter expertise and consulting assistance related to data analytics, program integrity, and SSP case management system enhancements.

  • Train, supervise, and support the professional development of program staff.

  • Demonstrate superior technical skills, and develop those of team members, in using Structured Query Language (SQL), Python, Tableau and other software, within the context of a strong understanding of SSP program regulations, policies and procedures, and the State Data Exchange file from the Social Security Administration.

  • Direct the activities and priorities of the SSP Information Technology (IT) team related to system fixes, enhancements, and new functionality. Work with the IT team to monitor the SSP system, research areas needing improvement, and conduct testing of solutions.

  • Lead cross-functional teams to develop innovative analytics strategies and implement cutting-edge technologies to drive impactful results.

  • Monitor client satisfaction and assist in the resolution of client issues.

  • Create and review productivity reports and identify areas for improvement to ensure the SSP program is operating at peak potential and maximum efficiency.

  • Design reports to assist in the analysis of project and program effectiveness.

  • Review and analyze potential revenue projects and new business opportunities.

  • Oversee the implementation and expansion of SSP related projects and programs, to ensure timeliness and success.

  • Design reports, tools and queries and accurately analyze all relevant data to lead financial and productivity forecasting and capacity projections to support senior staff with resource delegation and task prioritization decision-making.

  • Translate complex data findings into actionable recommendations for senior leadership.

  • Provide critical information necessary in the development of business agreements, client presentations and proposals.

  • Create and manage procedures to ensure data quality, case accuracy, and the confidentiality and appropriate use of all protected personal information and Social Security data.

  • Assist in the negotiation of terms of business agreements. Prepare and review business and data requirement documents to verify requirements are clear, accurate, relevant, and effective.

  • Investigate and resolve program integrity and system performance issues as they arise.

  • Utilize data analytics to drive positive change and uphold program integrity standards.

  • Maintain constant oversight of SSP program data and system functionality. Develop problem resolution and error correction strategies.

  • Monitor changing federal/national industry indicators.

  • Utilize an overarching knowledge of the SSP program to identify areas of program integrity vulnerability, and work collaboratively to resolve them with other Program areas.

  • Identify and track key performance indicators for program accuracy and productivity.

  • Design, implement, and analyze strategies for Continuous Quality Improvement (CQI) of the SSP program.

  • Leverage data-driven insights to enhance program efficiency, mitigate fraud, and optimize operational processes.

  • Research and develop strategies and best practices for integrating external data and internal analysis results to maintain the most accurate and up-to-date information on the SSP case load.

Qualifications

  • Bachelor's Level degree or equivalent in a business related field

  • 7-9 years of experience in a related field

  • Demonstrated ability to interpret policy and state and federal regulations as they apply to public assistance programs

  • Project implementation skills and experience in the management of projects of medium complexity

  • Demonstrated ability to work numerous projects simultaneously and meet deadlines

  • Demonstrated experience in data management tools such as SQL, Python, and Tableau

  • Experience with program integrity and data analysis. Demonstrated ability to analyze and understand complex and multi-layered information, to document and effectively communicate findings, and to recommend solutions

  • Experience in supervision and demonstrated ability to manage and motivate staff
