IDEMIA National Security Solutions is looking for a Sr. Program Director for Biometric Forensics which will be a client-facing expert responsible for conducting organized analytical assessments and evaluations to understand and/or evaluate complex issues and for providing solutions to difficult technical challenges.

Essential Job Functions (includes but is not limited to):

  • Performs advanced technical research and analysis on biometrics, forensics and identities intelligence to drive client deliverables

  • Assists with strategic guidance of the firm's biometric portfolio

  • Works closely with clients, potential vendors, and other experts to make technical recommendations in support of the client's unique mission and requirements

  • Leads structured requirements gathering, evaluation, integration, implementation, and operation of biometric systems and programs to meet clients' needs

  • Develops, recommends, and integrates biometric techniques, tools, and processes into operational environments

  • Analyzes and provides recommendations on forensics and biometrics issues and assists in the development, staffing and implementation of policy and strategy

  • Manage the budget of the delivery program throughout the life of the program; update and publish ETC /EACs monthly.

  • Hold project kick-off meeting to review specifications, schedule and team roles and responsibilities.

  • Direct the development of detailed customer requirements, installation and/or system integration plans in conjunction with system engineering.

  • Maintain communication with systems engineer and technical management to ensure timely resolution of any technical problems or questions.

  • Be the primary representative and work closely with the on-site Project manager managing the client's expectations and act as company liaison during the entire course of project.

  • Hold regular project meetings with the project team to monitor project execution, control project scope, schedule and budget and manage change.

  • Facilitate project team's navigation through company's program delivery methodology and enforce gate checklists completion throughout transition to ongoing solution support and maintenance.

  • Properly close the project, including completion of the delivery to operations handoff checklist and holding a project close meeting with the team.

Note: In addition to the Essential Functions, also performs similar work-related duties as assigned.

Required Experience

  • Ten plus years professional experience including five years in project/program management.

  • Must have a minimum of five years of specialized experience in Biometrics and Forensics analysis, defense acquisitions, capability development and program integration, documentation, and test and evaluation

  • Must demonstrate a proficient knowledge of:

  • DOD forensics/biometrics policy and strategy, DoD staffing processes and OSD/Service level issue

  • Biometric requirements, identity Operations, biometrics and forensics operations.

  • Extensive project management experience in leading cross-functional teams from project conception, through development, test, pilot and delivery.

  • Strong leadership and organizational skills with the ability to manage a geographically distributed or matrix team.

  • Ability to manage multiple projects and priorities concurrently.

  • Prior experience working with state or federal government and formal procurement process (RFP).

  • Excellent verbal and written communication skills and Customer relationship and interfacing Skills.

  • Strong proficiency in MS Office applications including MS Project, Excel, Word, PowerPoint and Visio.

  • Demonstrated successful track record delivering complex information technology based systems in emerging markets.

  • Ability to collaborate with and manage vendors to SOWs.

  • Top Secret/SCI Security Clearance preferred
