Job Summary:
The Arizona Department of Administration (ADOA), State Procurement Office (SPO) is seeking a Senior Procurement Compliance Manager. This key position ensures adherence to Arizona Procurement Code and related statutes, managing statewide procurement compliance as authorized. Responsibilities include maintaining delegations of authority, auditing agency compliance, and developing tools and metrics to evaluate agency conformance to procurement regulations. This role also provides essential legal advice based on legal expertise, and support on procurement matters, promoting high standards across state procurement processes.

Job Duties:
Manages systems and processes needed to deploy the Delegation of Authority letters used to disseminate procurement authority from the State Procurement Administrator (SPA) to State Procurement Office (SPO) personnel and to appropriate boards and agencies of the state.
Provides oversight and management of the documentation and standards utilized to govern statewide procurement. Manage and facilitate continuous improvement of Technical Bulletins, Procurement Manuals, Standard -Procedures, templates, contract boilerplates, and similar documents.
Manages Compliance SO for SPO and drives the overall Continuous Improvement and AMS related activities and breakthrough projects for the team. In addition, manage the SPO's compliance team and provide guidance on compliance related projects, mentoring, and feedback to direct reports.
In conjugation with the AG, provide legal counsel to Chief Procurement Officers (CPOs), Sr Procurement Managers, and Procurement Analysts on Arizona Procurement Code Interpretation. Provide recommendations based on legal expertise and/or existing case law.
Provides oversight on Protests, Appeals, and Contract Disputes. Assist SPA with developing form documents and policies. In addition, provide legal counsel on reviewing templates on key solicitations, Ts and Cs exceptions, and provide support on unique solicitations special terms and conditions.
In cooperation with the ADOA legislative liaison, monitor legislation that can potentially impact the Procurement Code and/or procurement processes and procedures. Initiate improvements to the Procurement Code through legislative bills or rule changes

Selective Preference(s):
A JD and 7+ years direct experience in supply chain or a related field
Governmental supply chain certifications preferred.
