Job Summary

Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs. Acts as a key supply chain focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. Leads and supports Supply Chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the Supply Chain Program Manager, PMO and executive management on the status and issues affecting Program cost and schedule performance.

Basic Qualifications:

10 Years of experience w/ a Bachelor's Degree. 8 years with a Masters
Experienced with Supply Chain and Program Management process, tools and protocols including capacity and make/buy analysis.
Experience at assessing and implementation of supplier Key performance Indicators
Experience in leading of Proposal efforts across Subcontractors and Materials vendors
Ability to efficiently lead a team of supply chain professionals to meet customer needs
Ability to effectively communicate at all levels of an organization
Ability to assess risk and opportunity in making critical decisions

Preferred Qualifications:

8 years of experience w/ a Master's Degree.
Experienced in aerospace supply chain environment dealing with both government and commercial customers
Experienced in developing process and tools to transform a supply chain organization into a world class organization
Deep understanding of Key Performance Indicators (KPIs) and how they are used to change and mold the business
Demonstrated background in Proposal Development and Execution of Subcontractor and Materials Procurement plans
Ability to be a disruptive force and transform the supply chain organization

Responsibilities: Sources and procures goods and services of a commodity nature from many suppliers. Initiates Requests for Quotations and Proposals and receives same, analyzing proposed pricing from potential suppliers. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Works with internal customers to ensure specifications are appropriate for the services or products required. Identifies opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations. Issues purchase orders. Manages performance of purchase orders, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement. Basic Qualifications: * Minimum Education / Experience: 6 Years with Bachelors; 4 Year with Masters; or in lieu of a degree, additional related work experience will be considered. * Proficiency in the Microsoft Office suite (Excel, Word, and PowerPoint * Proficiency with Enterprise Resource Planning systems such as SAP and Business Warehouse. The Strategic Pricing Group offers visibility to, and requires extensive contact with all proposal team members, subcontractors, customers, and Raytheon IIS Senior Management. The management of this activity, in concert with the other proposal volume leaders, is key to winning new business. Activities include developing pricing strategies, meeting schedule, and compliance requirements Additional activities include, but are not limited to: Forming and supporting the proposal cost team, supporting all cost volume activities such as compiling cost, schedule, and technical elements in accordance with the request for proposal (RFP) specifications. The development of complex Excel-based cost models to support proposal efforts is crucial for should-cost analysis and pricing reviews with management. The qualified candidate will: * Plan, lead and perform pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies * Be responsible for all pricing support functions from pre-RFP activities through proposal negotiations. * Effectively organize and lead a pricing team in support of large sole-source and competitive proposals. * Have the ability to perform the duties of a cost volume manager including the analysis of customer requirements, proposal strategy development, proposal development and production and coordination and interface with other organizations involved in the proposal process. * Conduct detailed analysis as necessary to support and impact proposal quality, cost realism and reasonableness via basis of estimate review, historical program analysis and comparison. * Lead and conduct pricing support to customer fact find activity and government audits. * Provide training and mentoring to junior pricing analysts to ensure organizational capabilities are met and individual growth is accomplished. Required Experience and Skills: * The qualified candidate will have a minimum of 6 years of direct experience in a Finance role supporting cost proposals and/or program finance with exposure to competitive new business, follow-on business and engineering change proposals for the government or government prime contractors. * Excellent written and oral communication skills with proven experience briefing senior management * Knowledge and working understanding of the laws and regulations that govern acquisitions and program execution for US Government procurement (FAR, DFARS, CAS, TINA). * Knowledge and working understanding of the Service Contract Act and its applications * Knowledge and working understanding of international pricing implications * Experience working in a Finance/Pricing lead role as part of an overall proposal or program management team including business development, program management, finance, contracts and functional organizations is required. * The ability to lead, manage and mentor a team of junior pricing analysts is required. * Excellent MS Excel and Word skills along with finance/proposal software experience are required. * Ability to work in dynamic environment as both an individual contributor and integral member of proposal team * The candidate must also be willing to support proposal activity at other Raytheon locations as needed.
