Sr. Oracle Developer

The selected candidate will join the Earned Value Management System IT team who is responsible for maintaining our Integrated Program Controls System driven by Oracle Fusion Middleware and Primavera P6.
Duties and responsibilities
Performs installation, functional and performance testing, maintenance, and modification of vendor supplied software.
Demonstrates project management skills and may serve as a lead on IT projects.
Resolves highly complex computer security issues by designing, developing, and implementing innovative technical solutions.
Provides technical leadership both inside and outside their areas of responsibility while looking for ways to apply the latest technologies for improvements to software and organizational effectiveness.
Participates in planning sessions with customers to improve business processes and prioritize investments in process, people, services, and infrastructure. Works closely with Technical Review Board and Enterprise Architects to assure all systems are in line with the long-term IT strategy.
Identifies enterprise information systems opportunities that align with corporate strategy and performance.
Proactively analyzes existing applications to identify weaknesses and develop opportunities for improvements. May oversee or lead the evaluation and selection process for application packages.
Identifies system requirements, develops application specifications, leads conversion and migration efforts, and develops convergence plans toward standards.
Establishes liaison relationships with business partners and or suppliers in order to provide technical solutions to meet user needs and influence strategic initiatives.
Demonstrated initiative to maintain technical currency through outside studies and training
Assesses customer needs to determine alignment of unit corporation business needs and the impact on business processes to establish strategic priorities.
Ensures the adherence to quality standards and procedures, reviews modules for quality assurance, ensures compliance with application architecture standards and oversees unit testing to ensure applications meet specifications.
Oversees and may handle Tier III support.
Provides technical guidance or business process expertise, technical leadership, coaching and mentoring to team members.
Builds business councils, develops governance agreements between customers and developers, develops reports and presentations for senior management, and facilitates planning processes.
Ability to work without supervision, given latitude for independent action, for decision making and for developing solutions.

You Must Have:
US citizenship in order to obtain and maintain US Dept. of Energy Q level security clearance
B.S. in Computer Science, Engineering or Technical OR 7+ years of application developer experience
At least 2 years of experience with Primavera P6, Oracle Application Development Framework (ADF), and Oracle Fusion Middleware components such as Oracle Business Activity Monitoring (BAM), Oracle BI Publisher, Oracle Business Process Management (BPM), and Oracle Service Oriented Architecture (SOA)
At least 6 years of programming systems analysis
Experience with Oracle databases, WebLogic server, and SQL preferred
Advanced skill in identifying and resolving technical problems and effectively communicating the problems to vendors, customers, and team members.
Programming experience in various major programming languages (e.g. Java, C#, Python)
