Raytheon Intelligence and Space (RIS) is seeking a mid-level Material Program Manager (MPM) in support of the Cobra Dane program.

The MPM serves as the liaison between Supply Chain and the program. Creates, manages and executes Material Program Strategy (MPS) and the Material Program Plan (MPP) to ensure program competitiveness and performance from the front end of the business through contract closure. The MPM will be responsible for the reporting of program level procurements utilizing various business systems (SAP PRISM / Business Warehouse BW) and will work Cross Functionally on program actions. Individual provides comprehensive Supply Chain support for Gate activities and ensures IPDS.

Key activities typically include: coordination of supply chain resources needed for program, financial management (i.e., EV, budgets, targets, material sales forecasts, invoicing issues, etc.); supplier management (i.e., Supplier Risk/Opportunity Management Plan, execution, metrics, international issues, implement overall procurement strategy, etc.), and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.

Required Skills:

  • 4+ years of applicable experience acquired from working at Raytheon, or in government and commercial defense markets

  • Must be a U.S. Citizen with ability to obtain a U.S Secret Security Clearance in a reasonable amount of time

  • Working knowledge of supply chain and related systems, procurement, receiving, and cost estimating

  • Experience in Earned Value Management or demonstrated performance against financial budgets and forecasts

  • Experience developing & executing risk/opportunity plans to meet program objectives

  • Proven ability to multi-task and be a self-starter. A quick learner capable of supporting efforts to achieve positive results

  • Working knowledge of Microsoft office (i.e. Word / Excel / PowerPoint and Project)

  • Effective written and verbal communication skills

  • Previous experience working in a cross functional environment where you managed multiple priorities

  • Ability to effectively interface with all levels of internal management

Desired Skills:

  • Experience with SAP PRISM/APEX / Business Warehouse

  • Experience working in the DoD Aerospace and Defense Industry

  • Raytheon Certified Level 4 Material Program Manager / Level 4 Acquisition or equivalent experience

  • Experience supporting proposal efforts

  • Working knowledge of customer flow through requirements such as FAR/DFARS, ITAR, Foreign Corrupt Practices Act (FCPA), Public law

Required Education (including Major):

  • Bachelor's Degree (B.S or B.A) in Supply Chain, Business, Finance, Operations or other related field

Roles and Responsibilities: Sources and procures specialized goods and services. Owns contractual management for the supplier. Responsible for source selection from contract proposal to execution phases. Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliers. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement. Basic Qualifications: 10 Years in procurement, contracts, subcontracts and/or business management with Bachelors; 8 Years with Masters in procurement, contracts, subcontracts and/or business management. Must possess strong communication and writing skills. Must be US citizen and be eligible to obtain a secret clearance. Must possess strong leadership and mentoring capabilities of junior SCAs in addition to strong presentation skills directed to all levels of internal/external management. Preferred Qualifications: Masters degree in Business, Supply Chain Management, Finance, or Industrial Engineering. The successful candidate will have experience working competitive procurements with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments). US Government procurement, contracts, subcontracts and/or business management. The successful candidate will have experience working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); Defense Contract Audit Agency (DCAA) audit procedures; and ability to produce compliant major subcontract procurement packages. Experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance based payments). Understands the entire procurement process including competitive procurements (from supplier selection, proposal process, pricing instructions, evaluation criteria, terms and conditions, establishing teaming / overriding / pricing agreements, determine the adequacy of subcontractor proposals received, negotiation of the best business deal of major subcontracts including terms and conditions, understand program/company risk factors, prepare a compliant procurement packages, thru management of large industry suppliers).
