Position Summary:

  • Participation in the execution of Amtrak's Enterprise Risk Management (ERM) program, which includes the annual risk assessment, documentation of processes, risk and controls; and internal control testing and remediation

  • Participation in audit liaison activities between the Amtrak Office of the Inspector General (OIG), other external examination/audit authorities and management

  • Providing regular updates to internal and external parties on the status of various risk and controls related activities and results

Essential Functions:

  • Execution of the internal control test plan including identification of key controls, development of test plans, testing and reporting of test results

  • Collaborate and assist management in developing appropriate action plans in response to control improvement opportunities (CIO)

  • Maintain, update, track and report on the status of all ClOs, from internal and external sources, i.e. action plan, progress status and completion date

  • Execution of the ERM program including the annual enterprise risk assessment and documentation of all related risk and control components

  • Assist in audit liaison activities including coordinating entrance and exit meetings, managing the audit response process and preparing reports on the status of related CIOs

  • Participate in special projects as needed, i.e. targeted control reviews

  • Facilitate and participate in ad-hoc meetings to discuss and address issues related to corporate risks and the internal control environment

  • Prioritize various ad-hoc requests from internal and external parties and ensure the delivery of accurate and timely responses

  • Maintain effective working relationships with business partners and senior management

  • Periodically review and update, as necessary, Amtrak policies maintained by the Risk and Controls team, i.e. Enterprise Risk Management policy

  • Identify opportunities to enhance the processes, tools and systems used in the ERM program and internal control test plan

Minimum Qualifications:

  • Bachelor's degree in a business or finance related field

  • At least 10 years of external or internal experience in audit, compliance or risk management

  • Certified Public Accountant, Certified Internal Auditor or equivalent certifications

Minimum KSA's:

  • Knowledge of COSO, COBIT or other internal control or risk frameworks

  • Experience with a risk-based audit approach

  • Demonstrated ability to have a positive interaction with management and work across departmental lines at various levels

  • Strong organizational and analytical skills

  • Ability to manage multiple priorities in an organized fashion with attention to details

  • Demonstrated ability to effectively manage complex or multi-functional projects

  • Must have excellent oral and written communication skills

Preferred:

  • Experience in the transportation or a customer facing industry

  • Ability to effectively interact with regulatory or oversight agencies

  • Familiarity with risk management and control best practices (i.e. "three lines of defense" model)

  • SOX or internal audit experience

Work Environment:

  • Ability to work in a fast paced environment while managing multiple priorities

ESSENTIAL FUNCTIONS: Key Job Requirements: * Direct all project phases; Initiate, Plan, Execute, Test, Monitor & Control, Close. * Take ownership of client relationship by ensuring scope is defined and documented, acceptance criteria are defined, and expectations are fully managed. Program Scope Management * Facilitate program alignment for in/out of scope with all business stakeholders and team members. * Ensure all approvals are completed before entering plan and design phase. * Establish and integrate multiple projects aligned within an overall program framework. * Ensure requirements are clearly defined, documented, testable and traceable. Program Management * Interface with support teams to flesh out and document customer requirements. * Lead designers, business analysts and information architects to deliver agreed upon requirements. * Utilize software tools to develop and manage task assignment. * Define, baseline and maintain a program schedule in PMO schedule management tool. * Integrate multiple project schedules into an overall program schedule. * Enter key deliverables as defined by PMO standards into Jira and/or Confluence and ensure data is accurate on a weekly basis. * Drive and track work completion against the program schedule. Program Change Management * Develop and execute an effective change management process. * Identify and capture change impacts and associated risks to project scope, schedule, cost and quality. * Escalate change requests to appropriate stakeholders for approval. * Update program documentation to incorporate approved change requests. Program Quality Management * Ensure there is a defined quality plan in place. * Develop and maintain test plans and procedures as required by client. * Facilitate a formal go / no-go decision ensuring holistic and appropriate representation.
