Under Raytheon Intelligence and Space (RIS) the Hardware Engineering Center (HWEC) is seeking an experienced engineering manager who will be responsible for leading the hardware engineering team supporting the Secure Sensor Solutions (S3) mission area's Resilient Navigation Systems product line. The S3 Resilient Navigation Systems (R-NAV) Department Manager will lead approximately 35-75 engineering professionals located in El Segundo, CA. The Department's engineering competencies include electronic packaging, digital and analog electronic design, RF design, FPGA algorithm development / coding, test equipment, hardware integration / check out, production support and sustainment. This position is accountable for providing high integrity engineering products/services and continuously developing the department's technical skills in order to provide the required efficiency, effectiveness, capability and capacity to meet the S3 R-NAV business needs. The location for this position is in El Segundo, CA.

The S3 Resilient Navigation Systems (R-NAV) Department Manager

  • Supply and manage engineering resources to design, develop, assemble, integrate and test, and deliver products to contractual requirements as the Hardware Engineering partner to the S3 R-NAV Product Line Directors

  • Lead a growing department of approximately 35-75 engineers

  • Provide direct supervisor to Section Managers and Senior Technical Staff

  • Create partnerships to ensure effective product transition to Production.Institute process improvements and drive efficiencies to maintain competitive position in the marketplace.

  • Provide leadership for the application of domain processes and company policies, manage department metrics, and implement initiatives for continuous process improvement.

  • Manage assets and budgets including the department overhead budget

  • Manage personnel. Appropriately size staff and balance department skills, deploy staff to projects and set priorities, ensure excellent project execution, administer employee performance, career development and training.

  • Provide oversight and drive the quality of work products developed by department members.

  • Support new business development activities including cost and technical volume creation. Review and approve the engineering department's bid and proposal estimates.

Required Skills:

  • 12+ years of demonstrated experience as an electrical engineering leader for product development projects

  • Direct engineering experience with product development and support at the integrated RF/electronic system level

  • Direct experience with development of GPS or Navigation Systems

  • Familiarity with FPGA and ASIC development

  • Familiarity with CCA/PWB technology

  • Experience with process application for the engineering product life cycle e.g. Integrated Product Development Processes

  • Strong people and "change agent" leadership skills

  • Accountability and drive: able to make decisions, effectively delegate tasks and meet challenging deadlines

  • Experience in supervisory/line management, including technical leadership, performance development and career development

  • A "big picture" thinker with strong written and oral communication skills.

  • Must have sound judgment and decision making abilities.

  • Able to effectively juggle multiple tasks and priorities.

  • An advocate for process improvement

  • A team player able to build strong relationships and effectively partner with others

  • U.S. Citizenship and existing DoD Secret Security clearance is required

Desired Skills:

  • Direct experience in department / line management of an electrical engineering function at the department level

  • Direct experience with development of GPS or Navigation Systems for military applications

  • Knowledgeable of military airborne, missile, handheld and ground mobile electronic systems and/or component technologies

  • Familiar with Raytheon's engineering, contract and financial processes and systems

  • Understand lateral engineering functions: Systems, Hardware, Software, Test and Quality

  • Detailed knowledge of bidding processes and proposal development

  • Working knowledge of EVMS, IMS, & IMP tools for managing programs

  • Active and current access to Special Access Programs

Required Education (including Major):

  • B.S. in Electrical Engineering, Mechanical Engineering, Science, or Mathematics

  • Prefer to have a Master's Degree as well in STEM

The Systems Engineering Center's (SEC) Reconnaissance Solutions (RecSol) Department requires an experienced Program Chief Engineer (PCE) to provide technical leadership to program execution. The RecSol department provides comprehensive Program Engineering and Systems Engineering support of Secure Sensor Solutions (SSS) Business Area. The PCE responsibilities will include: * Providing engineering program execution and technical leadership for RF systems programs from product concept, proposal development, through production * Facilitating communications between the external customers, internal SAS leadership, and the program's engineering team * Providing engineering program management through creation, analysis, and forecasting of program staffing, risk/opportunity management, EVMS, IPT coordination, subcontracts management, and issue management * Support the SAS business technical roadmaps, and provides technical mentoring * Technical support of program with novel and complex architectures leveraging core capabilities and identify opportunities for innovation across Raytheon SAS. * Technical support of program with developing and maintaining the analysis to predict overall system performance, error margins and performance budgets, development and flow down of systems requirements, error budget trees, and performance modeling, simulation and analysis. * Support the continuous process improvement efforts of Program Engineering and Systems Engineering.
