Position Summary:

Responsible for advancing the maturity of project management across the enterprise at OG&E through a focus on recognized project management areas of knowledge. The vision for this team is to provide consistent application of project management standards, processes, procedures, and job aides to ensure that project outcomes are safe, reliable, predictable, and repeatable.

Primary Duties:

  • Establishing consistent and scalable processes leveraging best practices across the organization and industry.

  • Develops and executes a vision and strategy for advancing and continuously improving the Project Management discipline.

  • Providing training, tools, and oversight to enhance project performance and certainty.

  • Engaging the project management community in the utility with a focus on the pursuit of excellence, knowledge sharing, and skills development.

  • Supporting the utility through capital planning and portfolio management support.

  • Provide clear career paths and qualifications for the utility PMOs.

  • Create, maintain, and continuously improve Project Management Processes, Guidebook, procedures, job aides, and forms.

  • Ensure compliance with project management processes and procedures.

  • Report out to business unit leadership on project management performance.

  • Work directly with business unit PMO's to share organizational lessons learned and opportunities for improvement.

  • Participate in lessons learned meetings and provide forensics support for projects that went bad or projects that excelled to incorporate lessons learned or best practices into OG&E processes.

  • Maintain relationships with business unit sponsors and stakeholders as an avenue of subjective project feedback.

  • Prepare portfolio reports for executives in areas of cost, schedule, risk, and quality including analysis of results and recommendations on potential actions derived from those results

  • Update standard reports available to the business units.

  • Configure and maintain enterprise project controls software as a data repository for project controls data and an engine for dashboards, portfolio performance, and standard reports.

  • Provide thought leadership for business rules for stage gates and decision team approvals as those rules apply across the enterprise.

  • Accountable for the development of metrics for all business units in the organization.

  • Look for development opportunities for the project management job family.

  • Develop and help administer a board review process to advance the capability and development of members within the project management job family.

  • Ensure audits are completed adequately for conformance to standards, policies, processes and procedures.

  • Provide a platform for resources management of project team resources to ensure the best project teams are assigned to match the project.

  • Ensure project management compliance with AFE polices.

  • Helps resolve project management areas of ambiguity by being the technical thought leadership for the utility.

  • Provides leadership in the capital planning process through ownership of the opportunity analysis and optimization process.

  • Presents portfolios to the business units and as a partner with finance and the business units, helps set yearly budgets and advise on 5 year budget plans.


  • Bachelor's degree in Business, Engineering or other technical discipline, combined with at least Nine (9) years' experience with utility capital project execution and/or reporting and Four (4) years' Project Manager, Plant Engineer or Project Engineer experience.

  • Project Management Professional (PMP) Certification.

Preferred Qualifications:

Knowledge, Skills, and Abilities:

  • Capable of performing independent analysis of capital cost and reporting on large capital spend programs.

  • Capable of evaluation and oversight of capital program execution process and serve as an oversight for organizational processes and performance metrics.

  • Familiar with scheduling software such as Microsoft Project or Primavera.

  • Prior project controls function knowledge.

  • Thorough understanding of project scheduling, costs and earned value.

  • Commitment to client satisfaction and building of strong long term relationships with project managers and project stakeholders and the ability to communicate that commitment to the project team.

  • Ability to provide clear and consistent communications, while supporting a dynamic climate that fosters a common vision, teamwork and innovation.

  • Ability to plan and work independently with appropriate guidance and direction.

  • Demonstrated skill and effectiveness in oral and written communications, with the ability to prepare and deliver concise, understandable reports, specifications, estimates, and presentations.

  • Excellent organizational and interpersonal skills with the ability to build consensus.

  • Must possess effective business communication and consultation skills to effectively ensure compliance with procedures and standards.

  • Understanding of appropriate engineering approaches, regulations, standards and techniques and the ability to execute multiple responsibilities, priorities, tasks and efforts concurrently.

  • Ability to plan, organize, and execute assigned tasks on a simultaneous basis within specified budgets, guidelines and deadlines.

  • Excellent problem-solving skills and ability to evaluate complex issues.

  • Proficiency with Microsoft Word, Excel, and Project.

  • Ability to interact professionally, effectively and tactfully with internal and external stakeholders.

  • Demonstrated leadership skills as may normally be acquired through supervisory experience or by serving in a lead capacity.

  • Overall knowledge of business and reporting practices.

Working Conditions:

  • Work is performed primarily in an office environment using computer equipment including a keyboard, mouse and computer monitor.

  • May require travel and work for extended periods at construction sites. May be required to wear Personal Protective Equipment (PPE) at field office or plant locations.

  • May be required to work non-standard hours to meet business needs which may include weekends and holidays.

  • May be subject to extended periods sitting at a work station to perform work.

  • Subject to normal office noise levels. May be subject to elevated noise level while at a field office or plant location.
