What you will do at the Department of Economic Equity and Opportunity:
The Sr. Manager, Budget and Performance is a key position in the department's Finance & Administration division. Under the supervision of the Assistant Director of Finance and Administration, they will lead the internal evaluation of programs and services, oversee the budget of the department, manage financial operations, and track program/service metrics to ensure goals are met. This position will work collaboratively with the Assistant Director of Finance and Administration in creating a culture of accountability and data-driven decisions in the department. This position encompasses a range of high-level responsibilities that involve overseeing diverse financial functions, developing, and analyzing reports, and fostering intra and interdepartmental collaboration to guarantee the seamless flow of financial operations. The Sr. Manager is expected to have solid technical skills and strong analytic abilities.
Duties and Responsibilities:
Performance Measures Data and Processes: Support the data collection and reporting processes and procedures within the Department to ensure that program/service data is captured, reported, and analyzed accurately to track performance measures across all divisions.
Develop department-wide best practices and processes for collecting key performance measurements.
Performance Measures Development: Develop performance measures and tracking tools for new and existing initiatives and programs; ensure that program data is captured, reported, and analyzed accurately to track performance measures for all divisions.
Budget/ Finance: Assists in the annual budgeting process for the department by providing timely and accurate reports and analysis of results of the Department's performance against historical data, current budget, and forecasted performance.
Performance Measures Training: Coordinates and facilitates staff technical training and assistance, and provides support, instruction, and guidance for data entry and management.
Reporting: Creates monthly, quarterly, annual, and ad-hoc performance and financial reports, as well as Charts, and PowerPoint Presentations to visually represent these for internal and external audiences, including Commissioner's Court and department leadership.
Fiscal Management: Monitors general and grant budgets/expenditures to ensure on-track spending and accurate and timely supplier payments.
Leads the execution of the day-to-day financial operations, which include accounts payable, accounts receivable, and expense management.

Education and Experience:

Additional Experience:
Financial data analysis and Continuous Quality Improvement (CQI) experience required.
Project management experience, including managing multiple projects on tight deadlines.
Strong Excel skills required; SQL and/or data visualization experience preferred.
Stakeholder management experience, including engagement across internal departments, third-party consultants, or community partners.
Knowledge Skills and Abilities:
Strong Excel skills required
Proficiency in Microsoft Office programs, including Teams, Word, Excel, and Outlook
Knowledge of program performance (KPI) and evaluation, including budget development and management.
Knowledge of financial reporting.
Self-starter: takes initiative, able to operate within a program start-up environment..
Ability to effectively prioritize tasks and deliver high-quality results on-time.
Strong writing, presentation, and project management skills.
Skilled at working collaboratively with a commitment to serving the public.

General Information
Position Type and Typical Hours of Work:
This is a full-time, position.
Days and hours of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m.
Work Environment:
This role is eligible for majority remote work from within the greater Harris County region in compliance with the Harris County Telework Policy.
This job also operates in a workstation within a professional office environment.
This role uses standard office equipment such as computers, phones, printers and copiers.
Must be able to telework or work from a central office location as assigned.

Employment may be contingent on passing a drug screen and meeting other standards.
