SUMMARY OF THE ROLE

The Senior Air Manager is responsible for providing leadership, direction and guidance on all air permitting and compliance matters. Key accountabilities include managing the development of the air compliance strategy and program. Also responsible for effective development, implementation, maintenance and continuous improvement of Environmental policies, standards and systems required to drive Next Decade's environmental performance and continuous improvement activities, as it relates to air permitting and compliance.

KEY RESPONSIBILITIES

The Senior Air Manager is charged with performing a wide array of tasks related to Air Permitting and Compliance. Examples include, but are not limited to:

  • Perform as Company subject matter expert in federal and state regulatory requirements to air quality, including permitting, compliance, and methane detection technologies.

  • Provides direction and oversight on Air Permitting and Compliance engagements, including managing and overseeing air permitting and compliance activities of the LNG Facility and future projects.

  • Responsible for shepherding air permit applications through agency processes and negotiating appropriate permit conditions.

  • Ensure that the Air Compliance Team is maintaining air permit requirements and tracking actual air emissions data to ensure compliance with the permit requirements. Also, will ensure that the team is developing expertise and managing Clean Air Act compliance consistently across the Company.

  • Conduct State and Federal regulatory applicability analyses.

  • Develop new and maintain and improve existing regulatory compliance systems and tools to drive improved compliance performance and enable departmental efficiencies.

  • Participate in industry activities, such as regulatory development stakeholder efforts.

  • Provide technical support to operations staff to ensure compliance with the Clean Air Act and other related Federal and State air permitting requirements.

  • Lead organization in establishment of Company's GHG goals and initiative, as well as develop, maintain, and track key metrics and KPI's associated with the Company's air emissions.

  • Frequently interact with regulatory agencies and consultants, as well as, establishing and maintaining effective working relationships with engineering, operational and staff at NextDecade.

  • Preparation of concise representation of air data for leadership presentations

REQUIREMENTS

Minimum experience required for the position:

  • Minimum 10 years of related experience.

  • Experience with compliance management systems to track and trend compliance tasks and commitments.

  • Experience on FERC regulated projects and TCEQ.

  • Proven experience managing, coaching, and developing teams within the function, but also, across the company, including the need to work with external agencies and contractors.

Required knowledge, skills and abilities for the position:

  • Well versed in Clean Air Act
  • TV and PSD permitting, Subpart W, IRA, TCEQ SIP.
  • Familiarity of regulatory requirements under the Natural Gas Act (18 CFR Parts 152-158) and experience with FERC NEPA for Air Quality.

  • Comprehensive knowledge of Federal and State requirements for LNG Terminals.

  • Ability to communicate with company leadership and with various disciplines including engineering, operations, and commissioning teams.

  • Excellent communication skills both written and verbal English. Spanish is a plus.

  • Proficient with MS Office Suite, with advanced knowledge of Excel.

  • Strong Project Management skills required.

  • Strong negotiation and conflict resolution skills.

Required/preferred education:

  • Bachelor's degree preferably in Environmental Sciences, Environmental, Chemical, or Mechanical Engineering

  • Master's degree in related areas would be a plus.

Travel Required

  • Frequent domestic travel (15% of your time) to the construction site will be required, especially during commissioning phase.

Working Conditions & Physical Expectations

This position operates mainly in a professional office environment with occasional work within or outside of a complex construction environment. This role routinely uses standard office equipment such as computers, phones, photocopiers/fax, filing cabinets, etc. This is primarily a sedentary role; however, the incumbent must be able to stand and/or sit continuously to perform all essential job functions for a full shift.

Able to meet the following physical demands of the job, with or without reasonable accommodations:

  • Ability to lift up to 20 lbs. as required in order to lift files, boxes and office equipment as necessary.

  • Ability to lift files, open filing cabinets and bending, standing on a stool, or climbing as necessary to perform these functions.

  • While performing the duties of this role, the incumbent may be required to talk or hear.

  • Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

  • The incumbent is required to stand, walk, use hands to handle or feel; and reach with hands and arms.

  • Ability to move throughout all areas of each office/site location and facilities.

  • Able to wear all necessary PPE equipment to perform job functions.

  • Able to work in indoor and outdoor weather conditions.
