Work you'll do/Responsibilities

  • Provide Project Management expertise within the technical services Department of Defense Enterprise IT Operations environment

  • Will have strong communication skills; oral and written

  • Working knowledge of project management and scrum mastery best practices

  • Able to juggle 5-7 projects, and have Security

The US Systems Engineering Offering delivers large scale software applications and integrated systems and assists its clients with architecture design, assessment and optimization, and definition. The practice aims at developing service-oriented architecture (SOA) and other integration solutions to enable information sharing and management between business partners and disparate processes and systems. It would focus on key client issues that impact the core business by delivering operational value, driving down the cost of quality, and enhancing technology innovation.

Required Qualifications

  • Bachelor's in Science or equivalent work experience

  • Minimum Secret clearance

  • Must have a PMP or CSM Certification (preferably both)

  • 5+ years of overall project management experience successfully carrying (throughout the project lifecycle to closing) a minimum of 5 projects at any given time, with at least 2 years of Scrum Master expertise, preferably gained in an enterprise

  • Extensive knowledge and experience using the following tools: MS Project Professional, Visio, MS Suite [Word, Excel, etc.], ServiceNow

  • Infrastructure experience; Windows, Linux, Oracle, appliances, server builds, decommissioning, databases, migrations, web apps, virtualization, middleware

  • Travel up to 20% annually (While 20% of travel is a requirement of the role, due to COVID-19, non-essential travel has been suspended until further notice.)

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

  • Travel up to 10% annually

Preferred Qualifications:

  • Top Secret Clearance
  • JIRAEnterprise Cloud Migration - Have experience with a variety of cloud deployment models

In this position, you will leverage your expertise to lead Agile practices at the team level for multiple teams, assist with managing the flow of work, creatively solve problems to accomplish outcomes, track team output and achievement, and identify continuous process improvement opportunities. Primary Job Duties & Responsibilities Personal Insurance Technology team is seeking an experienced and highly motivated individual to provide leadership oversight in planning, quality and execution of products for Expansive Engagement owned assets. Key responsibilities will be to manage day-to-day Quality Engineering (QE) deliverables, partner with value stream and circle leads to implement solutions that will support delivery of key business objectives and technology strategy through effective use of automation, sourcing strategy, and agile process, drive QE best practices, and be a primary point of contact for value stream leadership and execution teams. Assists area lead to ensure production stability and accuracy of critical business functionality for PI systems within Expansive Engagement value stream by providing more in depth focus in delivering business capabilities and increased accountability for end-to-end execution. * Accountable for QE delivery (schedule and budget), productivity, and quality for efforts aligned with value stream (program/project, enhancement, compliance, or support request, PKE). Raise risks, issues, and mitigation plans to value stream leadership. * Responsible for estimating, demand management, team structure/composition, and resource allocation for efforts aligned with the value stream. * Accountable for quality and completeness of all testing artifacts - effort estimates, resource plan, test strategy, execution plan, etc. * Owner of all System teams deliverables to achieve effectiveness and quality of our products * Accountable for development and advancement of Quality Engineering standards and best practices (shift-left, test automation, etc.) * Accountable for quality sign-off for production releases for the value stream * Actively participate in organizational initiatives, such as the adoption of new processes or tools that enhance our effectiveness * * Practice and encourage Agile mindset and behaviors; coach, inspire and mentor teams on Agile principles, values and practices while role modeling Travelers' leadership behaviors. * Independently lead the application of Agile practices for multiple teams. Minimum Qualifications * 3 years of project management or related experience required. Education, Work Experience, & Knowledge * Bachelor's degree preferred. * Three years' experience in a Scrum Master or similar Agile role applying Agile principles and practices including delivery of several epics, releases and versions and application of a wide variety of patterns and techniques (i.e. leveraging burndown, facilitating retrospectives, refining user stories, etc.) preferred. * Programming/development experience preferred. * Experience implementing best practices and standards related to Agile product development preferred. * Experience leading others with the ability to earn trust while still challenging the team to improve and operate outside its comfort zone in an Agile environment preferred.
