Global Service Resources seeks to obtain the services of one (1) Senior Information Technology Project Manager (PM) Consultant to manage the implementation of a video surveillance system in the Departments Juvenile Halls and Camps.
What should you expect?
The Department operates three juvenile halls for detention pending court appearances or placement and juvenile camps for residential treatment (together, Juvenile Institutions). Presently some of the sites have limited surveillance video deployments. To enhance accountability, deter violence, and protect the youth in the Departments care as well as Probation staff, the Department plans to increase the number of cameras and implement an integrated video management system for its juvenile institutions. This project will require infrastructure improvements, such as cable plant, data closets, power, and HVAC, in addition to the video cameras, switches, servers, and related equipment.
What is expected of you?
PM shall work under the direction of the Information Technology (IT) Project Management Office (PMO) Director to ensure the successful implementation of the video surveillance project(s) at nine (9) Department juvenile detention and treatment facilities. To ensure the requirements of the project(s) are being met, the PM will meet with the PMO Director to establish measurable tasks and due dates. The work performed by the PM will be evaluated monthly to ensure that all work is being performed to the described standards.
The PM shall be responsible for duties as defined by the PMO Director or his designee. Those duties include:
Duty 1: Leadership

Representing Departmental interests by consulting with and advising stakeholders throughout the project.

Planning, coordinating, and leading project meetings to discuss and document project planning, conflict resolution, risk management, and personnel responsibilities.

Establishing and communicating job expectations.

Managing and directing project documentation.

Presenting and explaining project design, plan, and implementation to project team members and various stakeholders.

Overseeing, directing, and coordinating project personnel to include teams of engineers, consultants, contractors, and sub-contractors to meet project objectives.

Collaborating with vendors, manufacturers, and County service providers.

Managing, directing and interacting with project personnel in a professional manner and in compliance with County of Los Angeles and Probation Department policies and standards.

Deliver oral reports and presentations about project status, conflicts, resolutions, risk management, and project outlook.
Duty 2: Project Management

Documenting project objectives.

Writing clear and concise project documents to include project charters, project plans, work breakdown structures, and any other project management documents as prescribed by Project Management Institute (PMI) standards.

Establishing job completion and quality of work standards.

Establishing project metrics to measure and manage work performance.

Identifying key personnel and defining responsibilities.

Establishing and communicating project plans with clearly defined tasks, schedules, and resource allocation.

Routinely reviewing and updating project plans to achieve project objectives within timeline and budgetary limits.

Reviewing project designs and collaborating with design teams to address issues/conflicts during all project phases.

Routinely disseminating accurate and timely project information to include project status, changes, schedule adjustments, risk management, and conflicts.

Conducting site surveys to ensure that work performed conforms to project designs, work plans, and established quality standards.

Planning systems implementation to include end-user training, systems integration, and continued systems support plan.

Establishing system performance benchmarks for evaluating systems operational health levels.

Gathering and preparing closeout documents necessary for the turnover of completed systems.

Ensuring development of systems operational procedures and support plan.
Duty 3: Risk Management

Identifying project critical paths for proper management of project risks.

Identifying problems, evaluating trends, and anticipating conflicts to create and implement project control measures.
Duty 4: Quality Assurance

Ensuring inspections of deliverables.

Conducting routine project performance reviews to identify and document good practices, risk mitigation, and conflict resolution.

Developing and implementing procedures for the execution of work, delivering instructions to project team in a timely fashion, and ensuring that the practices exercised are appropriate and efficient for the work being completed.


Ensuring all contractual obligations are met.
What is going to be available to you?
County-owned equipment may be provided to the PM to perform his/her work assignment. This equipment must be safeguarded from theft and damage, and is to be used exclusively for County business. Upon completion or termination of the PMs Work Order, the equipment must be immediately returned in working condition to the PMO Director or Project Supervisor. The PM must have a mobile phone. The Department will not compensate for mobile phone usage.

Minimum Qualifications:
(All must be met)
1.Bachelors degree in engineering, computer science, business administration, information systems, criminal justice or a related field.
2.Project Management Professional (PMP) certification from the Project Management Institute (PMI).
3.Three (3) years of experience within the last five (5) years as a project manager for one or more projects with a budget of at least $4 million.
4.Three (3) years of experience within the last five (5) years managing teams responsible for strategic planning, project implementation, and working with a broad range of diverse and complicated business units.
5.One (1) year of experience in security systems, telecommunications, or IT integration.
6.Provide one (1) project plan or project charter to demonstrate knowledge in the area of project management methodologies.
Additional references or writing samples might be requested if called for interview. Partial months of experience will not be accepted as a full year.
