Job Summary

The Sr. Systems Manager Clinical Application Support & EHR Optimization serves as an influential leader and change agent, exercising strong communications and collaboration skills to lead and motivate cross-functional, interdisciplinary teams to achieve tactical and strategic goals. This position provides management and support of the Optimization portfolio, with the specific goals of improving clinical user efficiencies with the usage of the EHR and enhancing the patient and family experience.

In collaboration with clinical and business leaders, The Sr. Systems Manager thoroughly identifies, plans, and implements high impact and sustainable work approaches to achieve tactical and strategic objectives. By managing matrixed resources, driving the decision making process (as appropriate), and reporting out to various stakeholder groups, the Sr. Systems Manager will achieve successful completion of individual goals and the initiative as a whole.

This position has high interaction and visibility with front-line and C-suite hospital management, clinical champions, patient/family relations, corporate services, research institute, CHOP affiliates, and IS leadership to:

  • Develop, maintain, improve and measure the Epic Optimization strategy execution.

  • Forge operational and clinical partnerships to influence outcomes

  • Champion organizational change to improve EHR utilization through efficiencies in workflow and process

Job Responsibilities
1.Service Management

  • Lead service strategy, design, operation and continuous service improvement.

  • Participate in tactical and strategic planning for EHR Optimization.

  • Demonstrate competency in strategic thinking and leadership.

  • Ensure active collaboration across Information Services and all partners across the enterprise.

  • Utilize knowledge of CHOP policies, procedures, culture, and requirements in order to develop, maintain, and support organizational and strategic initiatives.

  • Exercise independent judgment and creative problem solving techniques in a highly complex and dynamic environment.

  • Work with clinical application support teams to implement sound designs which meet clinical and non-clinical requirements and enable business priorities.

  • Determine root cause of problems and implement solutions to prevent the problem from recurring. Lead complex problem investigations.

  • Provide technical consulting, analysis and recommendations.

  • Participate in the evaluation and recommendation of tools and technologies.
    2.Resource Management

  • People

  • Manage EHR Optimization team which may include levels I, II, & III, Principal, Supervisory, contractor, vendor, and other staff as needed.

  • Participate in the performance management process by setting goals, mentoring and coaching team members, providing feedback, and conducting reviews.

  • Perform recruitment and hiring. Performs consultant selection and consultant management.

  • Manage resources in a matrixed environment.

  • Create a departmental Training and Development Plan.

  • Conduct staff meetings and 1-1 meetings monthly (at a minimum).

  • Budget

  • Maintain fiscal stewardship as necessary, for any technical and technical personnel aspects of the department, including providing the following report analysis; resource planning, current financial standing, and support and project costs
    3.Relationship Management and Communication

  • Exhibit outstanding interpersonal, diplomacy and communication (written and verbal) skills with a wide variety of people from diverse professional and cultural backgrounds.

  • Establish and maintain collaborative relationships with all levels of clinical staff, across the enterprise.

  • Coordinate cross enterprise resources, in conjunction with Clinical Application Support Leaders, to ensure successful delivery of EHR Optimization initiatives.

  • Communicate and partner with management, analysts, subject matter experts and end users to establish productive working relationships

  • Participate in leadership meetings such as the IS Directors and Managers meeting, special committees, and appropriate governance committees

  • Demonstrate strong customer focus

  • Manage client expectations

  • Concisely communicate complex technical information and strategies in a way that establishes rapport, persuades others and promotes understanding

  • Maintain a flexible and collaborative work style, with a pro-active and solutions-oriented approach.

  • Maintain knowledge of business operations, strategies, information requirements and priorities.

4.Project Management

  • Demonstrate expertise in project management and SDLC methodology including the ability to effectively deploy resources and manage multiple projects in a cross functional environment.

  • Exhibit the ability to lead and manage projects for both clinical and business applications.

  • Lead implementation and support projects within the constraints of time, budget, and scope.

  • Allocate resources to projects.
    5.Communications and Governance

  • Proactively develop and create communications strategies and methods to effectively convey information, provide governance and oversight, and facilitate efficient decision-making.

  • Target messages to audiences such as CHOP executives, Clinical and Operational leadership teams, etc. Continually assess current methods and strategies, and develop and implement new options to meet evolving communication needs.

  • Lead and support the timely communication to the CHOP community regarding all areas of responsibility. Use existing CHOP vehicles to effect desired results (Leadership briefing, Governance bodies, Town Halls, etc.)

  • Lead and/or participate in appropriate meetings including: governance, program/project executive sponsors, steering committees and other targeted committees, etc. to achieve desired objectives.
    6.Financial Planning, Vendor Management and Optimization

  • Participate and provide input into the budget, annual IS Budget process and 7-year capital budget.

  • Participate and provide input to track team capital and operating budgets.
    7.Regulatory and Compliance

  • Conduct job responsibilities in compliance with CHOP policies and procedures.

  • Actively support implementation of Information Security standards and requirements.

  • Follow CMS, State and local laws, JCAHO standards and other appropriate agencies rules and regulations.

Required Licenses, Certifications, Registrations

Participate in professional organizations, peer groups, and industry trade groups to stay current with technology; attend conferences, seminars and/or webinars regularly.

Required Education and Experience
1.Bachelor's Degree in Computer Science, IS or related business field
2.Minimum of ten (10) years' experience providing customer-focused solutions
3.Minimum of ten (10) years' experience managing resources in a fast past information services environment

Preferred Education, Experience & Cert/Lic

Preferred Education: Master's in Business or Health related field

Preferred Experience: Healthcare or Information Services experience

Preferred Licenses/certificates/registrations: Epic certification in any module

Information Security Requirements

  • Understand and comply with all enterprise and IS departmental information security policies, procedures and standards.

  • Support the integration of information security in the development, design, and implementation of Hospital Technology Resources that process, transmit, or store CHOP information.

  • Support all compliance activities related to state, federal regulatory requirements, healthcare accreditation standards, and all other applicable regulations that govern the use and disclosure of patient, financial, or other confidential information.

  • Exceptional written and oral communication skills

This position is primarily responsible for the delivery of the UPHS enterprise messaging environment (email and associated ancillary components). This includes the capacity planning, performance management and daily administration of the UPHS messaging environment. This position is also responsible for planning, testing and staging major upgrades to both the server and desktop components of messaging. This position is responsible for providing Tier II support for complex issues associated with the messaging operating platform and ensuring that it is a highly available system for the UPHS user community. Key areas of responsibility include: • Leads the resolution of complex software/hardware issues of significance within the Messaging operating platform (hardware and software) • Plans and directs hardware and software installations and upgrades (including patching) to ensure work is performed according to UPHS policy and technical standards. • Leads resolution to complex technical issues, associated with the Messaging platform and coordinates the implementation of the approved course of action. • Drives planning for version update schedules and ensures that they are planned in a timely fashion and in accordance with UPHS operating procedures. • Plans and leads testing, upgrades and configuration of Messaging platform system files and services. Conducts proper planning to ensure that appropriate back-out procedures are in place and fully tested. • Leads the planning, design, documentation and implementation of systems resources supporting the Messaging operating platform. • Produces performance management reports regularly and drives recommendations to improve functionality, performance and standards compliance. • Defines and enforces UPHS IS technical standards, procedures and best practices for the Messaging platform. • Leads the development, maintenance and monitoring procedures for Messaging related back up requirements. • Leads and and monitors troubleshooting to isolate and diagnose complex systems problems. Documents systems events to ensure appropriate administration activities are performed. • Develops recommendations for course of support action and executes plan as approved. • Provides on-call support for the Messaging operating platform for complex problems and Tier II support escalation. • Leads the development of regularly scheduled recommendations for new equipment and services to be delivered via the Messaging operating platform. • Documents thoroughly all systems-related activities including user requests, system design and development, modifications, testing, and on-going production support. • Drives coordination with appropriate support groups within Information Services and with other departments as necessary. • Ensure ongoing support and maintenance of the system through IS staff balancing cost with quality and ongoing system enhancements. • Represents infrastructure on standard UPHS IS tools for change and problem management activities as they relate to the UPHS messaging environment.
