As part of a small, passionate and accomplished team of experts, you will help build the foundation of a company that is doing things for which no blueprint currently exists. We are seeking to leverage current capabilities of our agile procurement system with enhancements that will meet all relevant federal procurement regulations but preserve the unique Blue culture and speed. You will be responsible for standing up policy and practice enhancements within procurement to establish a federally compliant procurement system to support Blue's growing government business and representing the Integrated Supply Chain organization at various levels on functional and cross-functional teams. Once enhancements for government requirements are operational within the procurement system, you will manage the system on an ongoing basis and represent the company in interactions with DCMA and DCAA. You will also be responsible for establishing a supplier diversity program for strategy and reporting. This position will directly impact the history of space exploration and will require your dedicated commitment and detailed attention towards safe and repeatable spaceflight.
Architect and implement a FAR/DFARS compliant procurement system
Creates, maintains and is responsible for the approval of departmental policies and procedures to ensure compliance with FAR, DFARS, applicable laws and regulations.
Leads Contractor Purchasing System Review and other external audits, primarily with DCAA and DCMA.
Leads internal audits related to the purchasing system, and supports internal audits related to delegation of authority and other business systems.
Provides training for all procurement personnel related to both internal policies/procedures and applicable external laws and regulations.
Creates and maintains a process for sharing best practice across sites.
Provides training to other functional groups to ensure appropriate awareness of procurement policies and procedures, as it relates to their functions.
Leads the Truth in Negotiations Act sweep process for Procurement, and is accountable to ensuring no defective pricing is submitted from procurement.
Completes pre-award procurement file reviews as appropriate, and tracks all findings in a single database.
Oversight of small business subcontracting.
Responsible for data and initiatives related to supplier diversity responsibilities.
Minimum 8 years of progressive, relevant experience in supply chain, participating in federal procurement and contracting processes, preferably in the defense or aerospace industry.
Thorough working knowledge of the Federal Acquisition Regulation (FAR and DFAR)
Demonstrated experience in managing suppliers or projects Experience with root cause corrective action (RCCA)
Experience leading or providing critical support to a CPSR.
Experience with import/export regulations (ITAR/EAR)
Experience in desktop computing tools (MS Excel, MS Word, MS PowerPoint, MS Project)
Experience making presentations (verbal and/or written) to key stakeholders
Bachelor's Degree required (B.S. or B.A.) in business, engineering, or related field
Must be a U.S. citizen or national, U.S. permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.
Prior experience with multiple subcontract types including but not limited to Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), etc.
Advanced knowledge of Federal Government financial management principles and policies including acquisition, financial management, and federal property management regulations
Experience facilitating process improvement events (e.g., Lean Six Sigma, Value Stream Mapping, Kaizen, Business Process Reengineering) with multiple stakeholders and presenting outcomes to senior military leadership.
Experience developing process guides
Knowledge of industry standards and best practices in all phases of Government acquisitions
Organizational capabilities and be detail oriented Ability to grasp / understand technical concepts / applications
Ability to work independently with minimal oversight
Experience in training and supervising a small team.
Ability to obtain and/or maintain a US Government Security Clearance

Master's Degree in Business or related field
