Position Title & Code : Sr. Financial Management Analyst

Major Duties:
This position reports directly to the Chief Financial Officer (CFO). The contractor performs the full range of financial management analysis assignments. Performs a wide variety of administrative and analytical duties connected to the execution of the budget ; provides expert advice and recommendations for budgetary actions; cost-benefit analysis of proposed budgetary and program actions and advises of most advantageous courses of action; prepares recurring and special reports required by the CFO; monitors the execution of the budget through review of financial documents, examination of accounting records; analyzes changes in personnel salaries, expenses and related costs on the annual and long-range budget.

Back up during short absences the Contracting Officer in monitoring and recording agency obligations, Accounting Officer in certifying payments in the financial system of record (ORACLE) and Budget Officer in projecting, monitoring and forecasting the execution of the budget

Required Education / Experience:
Bachelor's degree in Business Administration, Finance or Accounting (Preferred) or
5 years' experience as a Senior Financial Analyst performing financial operations including accounting, financial management, procurement, and budget operartions or equivalent

Qualification Requirements:
Serves as OBF senior advisor to the CFO on financial management operations, policy, legislation, laws, federal rules and regulations, and procedures
Develops budget estimates for the desired level of program operations for review by CFO
Develops and manages a system of administrative controls designed to monitor, check, and control the use of agency funds
Generate reports monthly and as needed to perform the needed analysis to make funding recommendations
Oracle or similar financial system expert
Excel expert
Word proficient
PowerPoint proficient

Experience: 10 years' experience in financial management; 5 years experience as a Senior Financial Analyst or equivalent
Certifications preferred: CDFM, CGFM, CPA etc .

Develops or recommends agency policy, procedures, and instructions concerning budget formulation, budget justifications and presentations, and budget executions
Performs a wide range of analytical, technical, and advisory functions related to the full complement of financial management operations including, accounting, procurement and budgetary process
Provides expert professional accounting analysis and advice regarding accounting programs and financial system
Generates and uses accounting trends and reports to advise CFO on program operations
Monitors the accounts payable operations
Experience in the use of personal computers (spreadsheets, databases, etc.) and federal financial management systems for the analysis and graphic presentation of budget data, status of funds reports, budget execution requirements, and trend analyses.
Ability to communicate orally and in writing in order to develop narrative in budget requests and present financial data resulting from analysis
