Job Description Summary

Directs the Financial Control activities for a real estate services / facilities management Global Occupier Account. Management Services include the operations and maintenance of office facilities within strict compliance with KPI's stated within the Management Agreement, Policy and Procedures, and defined reforecast objectives.

Reporting to the Finance Director, the successful candidate will be responsible for facilitating and ensuring budgetary control, adherence to reforecasts, oversight of the day to day activities of the finance team and accurate financial management and reporting of the account. The Financial Manager ensures that the Account's finance function is organized, efficient and produces accurate results in compliance with the management agreement. Specific goals include recommendations to encourage the continuous improvement of financial performance.

The Financial Manager will be proactive member of the Account Management Team with direct involvement in and accountability for the overall financial performance.

VIEW JOBS 12/6/2018 12:00:00 AM 2019-03-06T00:00 Job Description: Reporting directly to the Controller, the Finance Manager is responsible for a list of high-profile, critical activities on the behalf of senior leadership within the Division of Finance for the HIV/STD Viral Hepatitis Division, and the larger agency as a whole. This position has responsibilities for the preparation, completion, and overall accuracy for the budget submission of the program area. This position also oversees the setup and tracking of all budgetary concerns for multiple state funds, federal projects, and memoranda of understanding. This position extensively utilizes the Commitment Control, Project Costing, Budget Overview, and General Ledger modules of PeopleSoft Financials to develop financial plans and projections in coordination with program area subject matter experts, Grants Management Specialists, the Controller, the Chief Financial Officer, Division Director, senior program area leadership, and where needed, external senior leadership from other state agencies. All activities must adhere to Federal and State rules, regulations, policies, procedures, and guidelines and must be uniformly consistent with generalized Finance Division rules, regulations, policies, procedures, and methods of best practice. The Finance Manager plays an absolutely critical role in grant processing, tracking of expenditures, and revenue, calculating potential splits with other agencies, and ensuring overall fiscal compliance. This position is the central hub of information between the HIS/STD Viral Hepatitis Division, Division of Finance leadership, and other relevant state agencies. This position may supervise an Accountant 1 position. Responsibilities: Regularly Occurring Duties: * Work with program areas to develop standard operating procedures, methods of best practice, and overall operational enhancements as they pertain to the interrelatedness of the program area and Finance. * Develop, review, and monitor program area budgets, expenditures, and rebate dollars with leadership from Finance and program area. * Make correcting entries to account for rebate dollars, federal expenditures, and maintenance of effort (state dollars). * Update the Controller and Chief Financial Officer regarding the financial stability and budget status of each of the program area. * Update the Controller on current financial standings of funding sources and projects. * Act as the primary point of contact for memoranda of understanding (MOUs) when funding streams cross state agencies or require regular reconciliations to journal expenses/revenues out of/into the fund/project. * Coordinate and enter journals to cleanup state funds and projects to aid in the reconciliation process completed by the assigned Accountant. * Attend senior staff meetings for the program area and act as the official liaison from the Finance Division. * Monitor the comprehensive billing, invoicing, and receiving processes for the program area. * Complete fiscal tracking for the purpose of drawing down federal dollars following the expenditure of rebate dollars. * Performs monthly reconciliation of unliquidated purchase order balances and presents that information to program area. * Performs monthly reconciliation of the STD testing grant to ensure that expenses are matching projected spend and program area can adjust as needed. * Answers non-routine requests for information on grant interpretations. * Assists in the development of performance metrics for program area as they relate to financial operations. * Performs related duties as assigned.
