Sr. Finance Accountant

Location: 14 S. Ft. Harrison Ave., Clearwater, FL 33756

Schedule: Hybrid in office and remote work is available

The Clerk of the Circuit Court, as an elected Constitutional Officer responsible for safeguarding public records and funds, is seeking a results-driven accountant to join our team.

This professional governmental accounting position works predominantly within the Treasury and Revenue Management department. Experience working with sub-ledgers, and associated accounting transactions is highly desirable. This position understands the principles of treasury management and revenue control, and their relevance in a governmental accounting environment. Whenever possible, this position uses automated reconciliations to balance financial reports on a regular basis. The Finance Accountant II, under the guidance of management, interprets and applies GAAP and GASB pronouncements, rules of the State Auditor General, and overall best practices for county government.

What Would You Do?

  • Design and implement a revenue monitoring model, working with other departments throughout the County to gather information.

  • Design and implement a revenue reporting system to convey complex financial information in a user-friendly format.

  • Review and complete analytics for monthly sales tax filings.

  • Perform primary backup functions for cash management, investments, and accounts receivable.

  • Format and design customized reports for accounting and management information.

  • Review and approve bank reconciliations.

  • Document processes and recommend improvements.

  • Implement process improvements and automated controls.

  • Assist with the new ERP system implementation or enhancements to Oracle EBS.

  • Identify opportunities to maximize Oracle/Other System functionality.

  • Assist in designing risk-based review processes.

  • Assist in developing analytical tools and processes.

  • Reconcile accounts and partner with the departments to ensure all deposits are recorded timely and accurately.

  • Gain an understanding of the department's revenue flows and sources, including the multiple billing and cash receipt systems and interfaces.

  • Research, interpret, and apply authoritative accounting guidance to County transactions and financial reports.

  • Reconcile and analyze transaction data for appropriateness.

  • Complete year-end requests as assigned, including but not limited to reconciliation of Pinellas County Tax Collector distributions and commissions, Constitutional Officer Due to Due from Schedules, and detailed Receivable schedules

  • Provide general accounting guidance as needed.

What Do You Need To Have?

Education and Experience:

Experience: professional experience in governmental accounting or auditing, and financial reporting. Education: Degree in accounting, finance, business, public administration, or related field.

  • Bachelor's degree as described above and at least 4 years of experience as described above; or

  • Master's degree as described above and at least 2 year of experience as described above.

  • An equivalent combination of education, training, and/or experience.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Ability to apply knowledge of accounting principles with emphasis on treasury management, revenue management, accounts receivable, governmental accounting (GASB pronouncements), and GAAP accounting.

  • Knowledge of the effect of functional reporting on the Annual Comprehensive Financial Report and Florida statutory financial reports.

  • Knowledge of rules and regulations from the federal, state, and local governments, as well as ordinances, fee schedules, grants, and other agreements used in county government to guide the creation and audit of journal entries for appropriateness

  • Experience working in ERP financial/HR systems such as Oracle EBS, SAP, Accela, Workiva, and SplashBI in a large multi-fund environment

  • Ability to prepare account analyses and reconciliation and determine the effects of unreconciled items.

  • Knowledge of the effect transactions created in subledgers (payroll, accounts payable, accounts receivable, purchasing, fixed assets, and projects) have on the General Ledger and Financial Statements.

  • Knowledge of the effect of cash, investments, and revenue sources on the Annual Comprehensive Financial Report and Florida statutory financial reports.

  • Ability to develop reporting tools that communicate complex financial information in a user-friendly format.

  • General knowledge of Florida sales tax rules.

  • Written and verbal communication skills to effectively partner with internal and external customer.

Knowledge, Skills and Abilities

  • High proficiency in Microsoft Office products with an emphasis on Excel, and preferably experience with Oracle applications.

  • Ability to analyze complex transactions and reports (including reconciliations) and make appropriate correcting entries and/or recommendations.

  • Ability to conduct research, identify and evaluate process improvement opportunities, and assist the manager with implementing approved strategies.

  • Knowledge of banking and treasury management in a large county government.

  • Ability to understand advanced automated accounting systems and train and guide others in understanding and maintaining financial accounting files, emphasizing banking, treasury, and receivable transactions.

  • Knowledge of best practices and procedures for government investment, cash management, and accounts receivable.

  • Ability to communicate effectively with all levels of staff within the Finance Division, county departments, and external users.

  • Ability to organize, multitask, and prioritize deadlines, such as external audit requests, including gathering information and preparing statements while supporting the department's daily needs.

  • Aptitude to readily navigate within other systems such as Accela, SAP, Munis, SplashBI, and Workiva. May assist with application testing and report writing.
