Job Duties

NOVA VDOT is seeking a Sr. Engineering Technician in the Signal Operations Section to provide engineering technical support and assistance to the district signal operations which includes performing transportation network management using computerized central signal system, other variety applications, and asset management tools; monitoring system and device issues; coordinating resources for repairs; supporting the signal operations; responding to inquiries; and supporting the signal timing optimization program.

Responsibilities will include but may not be limited to:

Monitor Signal Systems: Monitor the status of traffic signal field devices and infrastructure using central signal system to identify and resolve performance issues.

Troubleshoot the detector issues in the controller as requested and coordinate the repairs with signal maintenance. Monitor the signals and traffic conditions and make recommendations for signal timing changes or implement signal timing changes as directed.

Respond to signal timing and data requests. Serve as the VDOT NOVA contact for signal timing and traffic data requests.

Provide the updated synchro files and traffic data to internal and external customers and keeps the records in the tracking document. Conduct quality reviews of signal timings and ensures synchro files contain the most updated information. Inform the engineers to make the correction in synchro if discrepancies are found. Provide documents related to VDOT signal operations/design policy, guidance, and standards to customers.

Field observations and support: Provide field observations related to the customer's concerns.

Provide an observation summary and collaborate with the engineers for possible remedies. Provide comments and field support for ITS device (portable camera) installation, verifying the optimal location in the field where it is most beneficial for signal operation use in monitoring traffic queues and patterns. Troubleshoots the detector issue in the controller to restore the signal operation or receive volume data.

Time Management: Demonstrate knowledge of signal operations activities and project deliverables.

Manage time to ensure assigned work is completed efficiently and within timeframes. Inform engineers in a timely manner regarding issues that may affect the scheduled completion of an assignment. Recognize and react to emergency situations; plan, coordinate, and prioritize multiple assignments and competing priorities.

Coordinate Signal System Activities: Coordinate signal system activities with Traffic Operations Engineering (TOE), Maintenance, and Traffic Engineering (TE) section to respond to traffic data inquiries and signal complaints. Documents work activities and prepares reports as required or requested.

Communication: Communicate with VDOT staff as well as external staff (consultants, localities, etc.) to proactively resolve issues. inform engineers on critical developments and field observations.

Effectively communicate technical information orally and in writing. Establish and maintain effective working relationships.

Technical Assistance: Address questions, policies, and procedures related to the assigned tasks. Provide technical assistance to engineers, field staff and contractors.

Support signal timing optimization: Assist in the data collection in the field and from the central signal system, coordinate with field staff for repairing device and programing in the controller, perform speed measurement in the field and provide QAQC for several parameters used to calculate signal clearance intervals, conducts field observations and data collection before/after the implementation of signal timing changes to assure optimal timing is implemented.

Minimum Qualifications

  • Skill in the use of computer and software applications, especially Excel.

  • Knowledge of traffic signal operations, system and maintenance operations, signal controller operational functions and traffic signal system coordination timing.

  • Ability to perform analytical mathematical calculations.

  • Ability to work independently and follow oral and written instructions.

  • Ability to communicate effectively orally and in writing.

  • Skill in the use of computerized traffic signal systems, other variety applications and asset management tools.

  • Ability to provide excellent customer service to internal and external customers.

Additional Considerations

  • Experience using MS Office and Excel software.

  • Extensive experience in traffic signal operations.

  • Experience in traffic signal control and controller software (D4).
