Providing exceptional internal customer support while driving Human Resources (HR) functional excellence and process improvement requires strategic, "out-of-the box" thinking to be successful in a high performing HR Department. As a Sr. Human Resources Investigator, your role is critical in the areas of employee relations, labor relations, compliance, policy adherence and performance management. This role will serve as a subject matter expert on employee relations and investigations enabling San Manuel to achieve its organizational goals while minimizing employment risk.

Under the supervision of the Employee and Labor Relations Manager, the Sr. HR Investigator is responsible for conducting thorough and extensive investigations across Tribal Government Operations and the Casino enterprise. The Sr. HR Investigator will serve as a point of contact for all high-level investigative matters and issues related to, and/or, involving employee relations, labor relations and compliance related investigative matters. He or she will work independently, as well as with a team, to provide accurate and timely investigations and solution-based analysis to address and/or correct employee behavior which impedes progress and prevents team members from achieving outstanding results at all levels across San Manuel.

Essential Duties & Responsibilities

  • Provides leadership, and oversight of comprehensive, solution-based employee and labor management programs and investigations.

  • Responsible for conducting intake, analyzing allegations, developing an investigation plan and strategy, conducting the investigation, completing a written report and communicating an appropriate summary of the outcome to relevant parties including recommendations to drive solutions.

  • Works in conjunction with the Employee and Labor Relations Manager to plan and organize the team and the work assigned, to achieve departmental goals.

  • Establishes procedures, protocols, work methods, and sets priorities to increase work unit effectiveness and efficiency.

  • Leads investigative efforts on complex employee relations issues, harassment and discrimination claims and responds to concerns reported to HR, Compliance and/or the Whistleblower Hotline.

  • Must demonstrate excellent interpersonal skills, including the ability to establish rapport quickly and communicate well with individuals from diverse backgrounds to conduct and successfully conclude investigations.

  • Leverages investigative training, methodology and practices in conducting investigations across all functions.

  • Provides investigative training and coaching to Employee Relations Team as needed.

  • Cooperates with and informs key partners including Legal, Department of Public Safety and the Gaming Commission of investigative findings that may have greater impact to Tribal Government Operations and the Casino enterprise.

  • Serves as employee relations subject matter expert for business and human resources partners, engaging legal department when necessary to ensure effective utilization of internal and external legal resources

  • Responds to employee concerns and complaints of potential unlawful behavior, such as discrimination, harassment and San Manuel policy violations by conducting timely internal investigations independently or in conjunction with management, HR Business Partners and other stakeholders and recommends appropriate corrective actions.

  • Investigates, documents, and provides advice or recommendations to managers and supervisors on issues related to the workforce, including conflict resolution, managing performance, corrective actions, grievances, progressive discipline, and terminations.

  • Manages individual cases and identifies big picture issues. Partners with stakeholders to determine root cause issues and proactive strategies to effectively reduce undesirable activity in the workplace.

  • Provides advice and counsel to managers and supervisors regarding personnel practices, San Manuel policies and employment laws

  • Promotes open communication within all levels of San Manuel leadership to positively resolve employee relations problems, while promoting and maintaining the integrity of team members, Tribal Government Operations and San Manuel Casino.

  • Serves as a positive change agent to improve the San Manuel's competitive edge.

  • Perform other duties as assigned to support the efficient operation of the employee relations function.

Education/Experience/Qualifications

  • Bachelor's Degree in Human Resources, Business Administration, Psychology a related field or equivalent experience required.

  • Master's Degree in Human Resources, Business Administration, Counseling, Psychology or related field preferred.

  • Minimum of (7) seven years' experience in Human Resources or investigative work with at least five (5) years direct experience working in employee relations or conflict resolution.

  • Strong understanding and knowledge of employee relations, labor relations, employment law, and regulatory compliance

  • Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of educational requirement.

  • Demonstrated ability to conduct confidential investigations on critical employee relations matters and present findings and recommendations to Human Resources and key stakeholders at all levels across San Manuel

  • Possess expert level investigatory skills

  • Strong analytical skills, initiative and creative problem-solving skills. Works independently in high energy, high paced dynamic and constantly changing environment.

  • Ability to handle highly sensitive and confidential information in a manner that inspires confidence and trust

  • Ability to consult, respond to inquiries and influence outcomes affecting a wide variety of key stakeholders

  • Time management and organization skills necessary to manage multiple projects, a prioritized workload, and has the ability to plan resources to meet deadlines and goals.

  • Capable of mediating problem resolution while demonstrating a calm and neutral demeanor.

  • Exhibits diplomacy and acts as settling influence to defuse tensions.

  • Able to shift gears easily and comfortably handle ambiguity and uncertainty.

  • Strong verbal and written communications skills necessary to explain complex and /or confidential information and communicate with all levels of management. Ability to interact effectively with team members in a calm, supportive, tactful manner.

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.

  • A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the San Manuel's insurance carrier.

  • Certification as a Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) or Global Professional Human Resources (GPHR) desired.

VIEW JOBS 8/29/2019 12:00:00 AM 2019-11-27T00:00 SUMMARY The Public Relations Director is responsible for strategic planning, managing and effectively implementing all aspects of public relations for San Manuel's Tribal Government Operations within the local, regional, state, national and international environments across all governmental and commercial entities, and to serve as an experienced and well-versed spokesperson for the San Manuel Band of Mission Indians ("SMBMI",). Reporting to the Vice President of the Office of Public Affairs, this highly visible proven leader works across the organization as a shared service to support the Tribal Government Operations, intergovernmental initiatives, commercial holdings and mergers and acquisitions. The performance of these duties shall be consistent with the San Manuel's strategic goals. Essential Duties & Responsibilities * To advance the San Manuel's image and interests by participating in the planning and implementation of strategic programs and in fostering/strengthening relationships with the news media, industry coalitions, activist groups, the public, influencers and other target audiences. * Identify and understand the characteristics of target audiences and determine the most effective communication techniques for proactively reaching these groups. * Direct and implement media relations plans and strategies, including the development and management of press releases, media advisories, announcements, community bulletins, editorial placements, speeches, talking points, communications messaging, Q & A's, speaking opportunities and supporting materials to targeted audiences. * Work with Tribal leaders, executives and enterprise employees as needed to prepare them for any interactions with the media. * Maximize existing press contacts locally, state-wide and nationally, as well as among the trade publications, while cultivating new relationships to ensure access and a positive position for San Manuel. * Effectively write and/or edit strategic public relations programs and plans for annual marketing initiatives as well as for high-profile events, projects and activities. * Draft press releases, correspondence, bylined articles, op-ed pieces, letters to editors, biographies, white papers, speeches, fact sheets, scriptwriting and messaging pieces, as well as other internal and external communication documents. * Present information on a wide variety of subjects using the full array of written, oral and visual formats and techniques. * Develop, maintain, support and grow important public relations projects, including media relations campaigns at all level. * Serve as an active strategic leader with comprehensive responsibilities to work with teams to ensure successful development and implementation of the PR plans for all Tribal Government Operations and commercial entities. * Establish regular and consistent lines of communication with other directors to strengthen internal communications and ensure all departments are working synergistically and sharing information, news and issues. * Create, implement and measure the effects of comprehensive communications and public relations programs to ensure that they deliver on the key goals and makes a direct and measurable contribution to organizational growth. * Develop well-managed strategic engagement plans: i.e. long and short-lead media and consumer events; strategic development and utilization of PR-specific assets, content, digital PR hub, toolkits and other innovative forms of communication. * Lead PR initiatives for San Manuel Casino and any other Tribal commercial entities, including but not limited to: resort expansion project; new venue and amenity opening events, press tours and related materials; leadership and industry engagements; monthly fact sheet publication; and promoting new products, services and campaigns. * Directs the appearance of all SMBMI print and electronic materials such as letterhead, use of logo, brochures, etc. * Responsible for the editorial direction, design, and production of SMBMI publications. * Ensures articulation of SMBMI's desired image and position, assures consistent communication of image and position throughout the organization, and assures communication of image and position to all internal and external constituencies. * Proactively identify marketing opportunities through personal networks to create unique marketing opportunities in the PR and marketing space. * Provide leadership in managing direct reports and staff, including day-to-day direction and career development. * Supervise all sub-contracting of outside entities for Office of Public Affairs, including agencies, writers, publicists, photographers, graphic artists, and consultants. * Prepare and manage department budget. * This position requires travel. * Perform other duties as assigned to support the efficient operation of the department. Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Education/Experience/Qualifications * Bachelor's Degree (B.A.) in Communications, Journalism, or Public Policy required * Minimum ten (10) years related experience and/or training. * Must have 5 years' experience supervising direct staff. * Must have experience in developing and managing departmental budgets. * Must have superior communication skills, both written and oral. * Experience in corporate finance and/or mergers & acquisitions related PR fields preferred. * Experience in hospitality, including hotel, casino, and/or food & beverage PR fields preferred. * Intermediate computer skills are required, including knowledge of Microsoft Office Suite. * Equivalent combination of education and progressive, relevant and direct experience may be considered in lieu of minimum educational/experience requirements. * Must have the ability to prioritize and manage multiple projects in a fast, constantly changing environment. * Must be skilled and experienced in crisis management and issues and reputation management. Must be able to handle public relations issues and crises in a calm, organized and professional manner. * Must possess superior writing and editing skills that support the requirements of the Associated Press. * Must be able to influence and adapt communications to diverse audiences. * Must be a strong relationship builder and agent for change. * Must possess excellent interpersonal skills with associates, subordinates, vendors and employees. * Must exude confidence when presenting strategies within the organization.
