Sr Director of Operations Position Overview:

Harris County Precinct 4 seeks an experienced Senior Director of Operations. The Operations Division is responsible for Parks, Recreation, and General Services. Precinct 4 has over 50,000 acres of parks, two senior centers, eight community centers, and three office locations across the county. The Senior Director for Operations reports to the Chief Operating Officer, providing daily operational support and strategic leadership to the Operations Division as it fulfills its mission in the community.

Job Duties and Responsibilities:

The duties listed below are intended only as illustrations of the various types of work that may be performed.

  • Develop operating strategies, plans, internal controls, guidelines, and procedures for activities.

  • Perform personnel functions, such as selection, training, development, or evaluation.

  • Manage the performance of staff.

  • Ensure that departments deliver quality service according to established performance goals.

  • Lead and motivate staff to achieve organizational objectives.

  • Mentor and inspire employees in supporting the vision of Precinct 4.

  • Establish policies that improve and promote our mission, vision, and culture.

  • Serve as a lead for emergency duties that protect human life and government property.

  • Oversee the preparation of plans that outline operating procedures to be used in response to disasters or emergencies and the recovery from these events.

  • Develop and maintain relationships with county departments to facilitate plan development, response effort coordination, and exchanges of personnel and equipment.

  • Coordinate budgets for Parks, Recreation, and General Services to fund operations, maximize investments, and increase efficiency.

  • Plan, administer, and control budgets for contracts, equipment, and supplies.

  • Implement corrective action plans to solve organizational or departmental problems.

  • Provide workers with assistance in performing duties as necessary to meet deadlines.

  • Implement organizational process or policy changes.

  • Prepare operational progress or status reports.

  • Oversee the proper disposal of surplus property.

  • Direct facility maintenance or repair activities to ensure they remain safe, secure, and well-maintained.

  • Oversee the development of environmental educational programs and curricula.

  • Develop rules and regulations of recreational facilities to maintain discipline and ensure safety.

  • Report participant complaints to senior management and ensure they are resolved.

  • Participate in the determination of organizational policies regarding such issues as participant eligibility, program requirements, and program benefits.

  • Establish and maintain relationships with other agencies and organizations in the community to meet community needs and to ensure that services are not duplicated.

  • Research and analyze member or community needs to determine program directions and goals.

Requirements

Education:

  • Bachelor's degree in forestry, horticulture, animal science, environmental science, agriculture, recreation, public administration, physical education, or related field from an accredited college or university.

Experience:

  • Six (6) years of progressive experience in parks and recreation.

  • Three (3) years of financial, administrative, or operational management experience.

  • Two (2) years of experience in occupational safety, emergency management, or public health.

Licensure:

  • Valid Texas driver's license with a good driving record.

Knowledge, Skills and Abilities:

  • Highly attentive to detail.

  • Excellent time management skills with the ability to manage multiple tasks/assignments simultaneously.

  • Able to identify complex problems and review related information to develop and evaluate options and implement solutions.

  • Knowledge of principles and processes for providing efficient and excellent personal and customer service. This includes constituent needs assessments, meeting quality standards for services, and evaluation of goal satisfaction.

  • Proficient in the use of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.

  • Familiar with administrative and office procedures and systems such as word processing, managing files and records, designing forms, and workplace terminology.

  • Well-versed in the modern principles of park planning and design.

Preferences

Education:

  • Master's degree in forestry, horticulture, animal science, environmental science, agriculture, recreation, public administration, physical education, or related field from an accredited college or university

Certification:

  • Certified Park and Recreation Professional (CPRP) as granted by the National Recreation and Park Association (NRPA) (preferred)

Language:

  • Bilingual fluency (preferred)
