The Financial Services Department is responsible for capital and debt planning, investments, accounting, payroll, grant management and payables, along with providing additional fiscal support to departments across the County. The Finance Department also manages Mecklenburg County's $4-billion five-year Capital Improvement Plan (CIP). The CIP funds a range of projects, including creating new community resource centers, updating County facilities, and expanding the park and greenway system. Funding is also included for Charlotte-Mecklenburg Schools, Central Piedmont Community College, and Charlotte Mecklenburg Library capital projects.

POSITION SUMMARY

The Sr. Business Analyst identifies, elicits, documents, and translates technology requirements based on the strategic plans and project areas for Mecklenburg County departments. This lead position, under minimal supervision, must be knowledgeable of both the business (department) needs and the related information technologies that assist in addressing those needs. Incumbents are responsible for reviewing, modifying, and recommending database and system application requirements to meet business needs, evaluating, and refining that process, and serving as a liaison between the department and IT. The incumbent will also be responsible for escalated production issues, evaluating and performing root cause analysis, and determining the best resolution. This position requires system configuration, testing, analyzing, and implementation of new functionality.

ESSENTIAL FUNCTIONS

  • Maintain system tables for finance supported databases and applications.

  • Troubleshoot system issues and work with IT for resolutions.

  • Manage and facilitate requirements gathering for medium or large-size and complex projects.

  • Test system functionality to resolve system issues. Implement and thoroughly test system changes.

  • Train end users on different finance supported systems and assist with creating training materials for enterprise-wide online training.

  • Utilize various reporting software tools to extract and import data to/from the system and develop finance related reports that meet the needs of management.

  • Write system specifications, build process maps, and capture requirements.

  • Upon post implementation of projects, validate that the expected efficiencies, benefits, and outcomes were achieved.

  • Act as a liaison between the Department and County IT Services.

  • Write reports and extract data using SQL (Structured Query Language) and provide data from software systems.

  • Develop and maintain relevant procedures and standards ensuring that hardware and systems work as expected.

  • Configure, diagnose, troubleshoot and correct computer systems issues relating to software enhancements for application deployments and infrastructure upgrades.

  • Conduct fit-gap analyses.

  • Meet with departmental subject matter experts and associated staff to document technology requirements (hardware, software, etc.).

  • Create and execute test plans/scripts.

  • Support application upgrades, integrations, customer-requested enhancements, special projects, and daily production support issues.

  • Support ITS technical developers with requirements definition, testing, and customer communications.

  • Develop new queries, including gathering requirements, validating data, and analyzing results.

MINIMUM QUALIFICATIONS

Experience: Minimum of four years of directly related experience.

Education: Bachelor's degree in Information Technology, Business Administration, or related to specific assignment.

Licenses and Certifications

May require a valid North Carolina or South Carolina driver's license

PREFERRED QUALIFICATIONS

  • Technical aptitude with ability to quickly learn new systems.

  • Experience writing SQL, using Microsoft Access and or SQL Server, Excel v-lookups, etc. .

  • Experience developing test scripts and performing validation.

  • Experience creating system documentation and providing end user training.

  • Strong analytical and technical skills.

  • Experience with Oracle Peoplesoft Payroll and Time and Labor administration

  • The incumbent must have a strong initiative, problem solving skills, & creative thinking ability.

  • Ability to work individually and in a team environment.

  • Demonstrated people skills and customer support skills.

  • General accounting background
