Occidental Petroleum Corporation (NYSE: OXY) is an international oil and gas exploration and production company. Its subsidiary, Occidental Chemical Corporation (OxyChem), is a leading North American manufacturer of polyvinyl chloride (PVC) resins, chlorine, and caustic soda - key building blocks for a variety of indispensable products such as plastics, pharmaceuticals and water treatment chemicals. Other OxyChem products include caustic potash, chlorinated organics, sodium silicates, chlorinated isocyanurates and calcium chloride.

OxyChem is seeking an experienced and self-motivated individual to fill the Senior Counsel position, supporting its Health, Environment, Safety & Security (HESS) department. This position:

  • Advises HESS, manufacturing, and supply chain professionals on all aspects of chemical manufacturing and transportation regulation and compliance, including the environmental, health, safety, process safety, product stewardship, sustainability, including international product regulations, quality assurance and security functional areas.

  • Provides permitting and due diligence support for environmental matters relating to corporate and commercial transactions, such as plant construction, acquisitions, dispositions, joint ventures, supply agreements, sales contracts, licensing, and raw materials purchase transactions.

  • Supports Toxic Substances Control Act (TSCA) engagement including advocating on EPA's precedent setting policies and proposed regulations that will impact every aspect of the chemical business - from regulations at the plant to the products that customers can sell to the market.

  • Collaborates with other chemical and businesses in federal, state, and local advocacy groups on legislation and regulatory matters impacting the chemical industry.

  • Supports HES&S for local, state, and federal agency inspections, overseeing responses to agency inquires and enforcement actions.

  • Provides compliance assistance, including advising on regulatory and permit interpretations, internal investigations, and consolidated audits.

  • Manages the defense and settlement of administrative and judicial HESS enforcement actions.

  • Directs HESS incident investigations and supports emergency response activities.

  • Manages outside legal counsel, as needed, in the most cost-effective manner.

Requirements:

  • Juris Doctor degree from an accredited law school

  • Strong academic credentials

  • Minimum of 10 years practical experience in environmental law

  • Major law firm training and/or equivalent as corporate counsel

  • Excellent interpersonal skills and the ability to interact effectively with employees at all levels of the company.
