Position Summary

Prepares construction cost estimates including labor and material costs and reviews proposals in response to design or construction changes.

  • Analyzes specifications including sketches, blueprints, bills of material or sample layouts, and calculates costs using labor and material pricing schedules and historical data

  • Collects cost data from functional representatives, subcontractors, and vendors

  • Computes cost estimates of raw materials or subcontracted work and labor

  • Prepares and maintains historical cost data

  • Creates cost models for estimating elements

  • Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors

  • Expected to assist in the preparation of larger and more complex assignments

  • Represents organization as a prime contact, interacting with senior internal and external personnel on significant matters

  • Contributes to development of new techniques and standards; considered an expert in organization

  • Develops processes that require innovation and ingenuity

  • Interacts with internal and external personnel on major matters

  • 12 years of related experience is required

  • Prior healthcare construction preferred

  • OSHPD experience preferred

  • Experience with projects greater than $100 million in construction cost

  • Familiarity with the Operating Procedures for Project Controls is required

  • Knowledge and understanding of the scope of work for projects is required

  • Able to effectively communicate with project management, other project leads, and the client is required.

  • Exceptional planning and organizational skills is required

  • BA or BS is preferred

Essential Functions:

Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.

Engineering Division Engineering is responsible for managing all phases of CPAU's capital improvement and customer service projects including providing new or upgrading existing service to customers, and replacing and rehabilitating the City's electric, fiber, water, gas, and wastewater distribution systems. The Position Utilities Engineering Estimator is found in the Electrical Divisions of the Utilities Department. This position provides the estimating functions in preparing plans for Electrical Utility Capital Improvement and customer service projects and the preparation of work orders indicating labor, material and equipment requirements for construction by City personnel for a variety of projects. In addition to the two primary responsibility of cost estimating and preparation of work orders, the Engineering Estimator provides inspection services for construction projects, inter-faces with contractors and consultants to insure in-house and contract work conforms to plans and specifications, and provides inter-utility coordination of project planning. Essential Duties Essential and other important responsibilities and duties may include, but are not limited to, the following: * Conducts field review of project site to determine project design constraints. * Prepares plans, specifications, and cost estimates for construction, operation, and maintenance of Electrical facilities. * Process customer applications for utility services, determines requirements, performs records search; performs design work, prepares work orders, plans, and material list for field construction. * Prepares detailed and cost estimates of projects to be constructed by City forces or by contractors. * Orders materials not in stock and estimates delivery dates for engineering proposals. * Conducts periodic inspections of work in progress to insure compliance with plans and specifications. * Approves acceptable work at established stages or indicates revisions necessary to meet specification requirements, works with City personnel, builders, and contractors to achieve required corrections. * Makes progress reports and measures actual against estimated costs, maintains appropriate records of inspections, cost estimates, and other related data. Related Functions: * Assists in preparation of utility's annual budget and capital improvement programs. * Perform related duties and responsibilities as required. Minimum Qualifications Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through: * Completion of two years of college level engineering courses in electrical engineering . or * 3 years or more experience in Electric Utility construction, depending upon assignment. * Experience in estimating and field inspection.
