Role Overview:

This position is for an experienced contracts professional who is comfortable working independently and ready for diverse opportunities. The perspective individual should be familiar Government Contracting in a FAR/DFARS environment. Working closely with the Program Manager and other team members, the Contract Specialist will participate in the proposal process serving as a Contract's lead, providing advice and counsel to the program team, leading negotiations with the customer and ensuring proper execution of contracts and agreements. Additionally this position will provide all post-award contract management, ensuring compliance with contractual requirements, regulations, corporate policies and best practices.

Responsible for process improvements to enhance department function and performance.

The perspective individual should have experience with US Government contracting in a FAR/DFARS environment. Working closely with the Program Manager and other team members, the Contract Specialist will participate in the proposal process serving as a Contract's lead, providing advice and counsel to the program team, leading negotiations with the customer and ensuring proper execution of contracts and agreements. Additionally this position will provide all post-award contract management, ensuring compliance with contractual requirements, regulations, corporate policies and best practices.

Primary Responsibilities:

  • Creates proposals, negotiates and executes contracts

  • Provides cradle-to-grave contract management for assigned contracts.

  • Provides legal advice on warranty and contract administration.

  • Oversees the analysis and prepares reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.

  • Review, Log and Track all customer requests for proposals and information ensuring coordination with the program/proposal team. Participate in the proposal process as Contracts lead.

  • Review and/or draft proposed contract terms & conditions, identifying contractual and business risks, provide contract leadership for customer fact-finds and business negotiations.

  • Ensure proper internal flow down of contractual obligations and requirements.

  • Manage customer returns through the proper return channel in SAP. Work closely with Operations for status updates, customer unique requirements, and delivery of product to customer expectations.

  • Practice departmental procedures, company policies, export/import requirements, FAR/DFARS regulations and TINA compliance with a high degree of fidelity and accuracy.

  • Understand and support internal financial goals (milestones, progress payments, payment terms, schedule flexibility, cash collection, etc.).

  • Protect Collins Intellectual Property interest through appropriate contract terms & conditions and Non-Disclosure Agreements as appropriate.

  • Work with International Trade Compliance (ITC) personnel to ensure compliance with all import/export regulations.

  • Coordinate customer hardware demand, including input demand changes within SAP.

  • Maintain SAP and Historical Contracts/Legal records

  • Conduct Contract/PO Closeouts.

  • Support Continuous improvements initiatives (ACE).

Basic Qualifications:

  • Bachelor's Degree with 3 plus years minimum of Government contract administration experience

  • Experience working with Government direct and indirect customers

  • FAR/DFAR working knowledge (FAR 12 and FAR 15)

  • Must be a U.S. Person/Permanent Resident "Green Card" holder

  • Must be authorized to work in the U.S. without sponsorship now or in the future. Collins Aerospace will not offer sponsorship for this position.

  • Must have or be capable of obtaining a US Department of Defense (DoD) security clearance.

  • Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements

  • Contract proposal creation/execution

  • Contract negotiation and award experience

  • Ability to provide contractual guidance

  • Capable of executing in a fast-paced, high impact/visible environment

  • Strong verbal, written, and analytical skills

  • Proven problem solving skills

  • Proficiency in Microsoft Office applications

  • Ability to work independently and in team environments

Preferred Qualifications:

  • Background in US Government (indirect or direct) contracting, ideally in aerospace and/or defense systems is a plus.
  • US Government Wide Area Work Flow (WAWF) experience
  • SAP working knowledge
