This support includes both pre-award services that range from pre-award and planning activities, such as assisting with acquisition planning, market research and the defining and documenting requirements, development of acquisition packages, to drafting solicitations, soliciting offers and quotes, evaluating and selecting sources, obtaining required reviews and approvals and creating award documents for execution; and all related post-award contract administration functions, such administering contracts, creating modifications and maintaining contract files, to closing out contracts.Contract Specialists - Senior LevelContract Specialists shall be responsible for performing the following activities. All tasks must be performed in accordance with the Federal Acquisition Regulation, Judiciary Policy Guidance, Volume 14, other applicable regulations, policies and statutes, and other internal USAOC policies. In complying with the required level of effort stated in the contract, the Contract Specialist shall:Duties: * Assisting with Post-Award contract actions including Modifications. de-obligations. * Provide direct acquisition and procurement support on all USAOC PMD procurements and acquisitions from inception through award providing high quality critical thinking and analysis, and technical writing support in drafting of the following: Acquisition Strategy, Acquisition Plans , Market Research Analysis , Determination & Findings, Justification for Approvals , and Independent Government Cost Estimates . * Requirements documents (Statement of Work, Performance Work Statement, Statement of Objectives, and Statement of Requirements)* Quality Assurance Surveillance Plans, as necessary * Recommended Evaluation Criteria and Source Selection Plans, as necessary * Receiving and acting upon assignment of Purchase Requests (PRs)/Requisitions in the USAOC's Momentum system. Reviewing PR packages to understand requirements, determine their complexity and assess the completeness of required documentation. * Facilitating and participating in Acquisition Integrated Project Teams. * Coordinating and meeting with government stakeholders to understand and collect technical data needed to produce rational and appropriate contracting recommendations. * Reviewing and/or assisting customers and/or CORs with the development of support documents, such as Acquisition Plans, Market Research reports, Independent Government Cost Estimates, Limited Source Justifications (e.g., JOFOC, SSJ, etc.), Evaluation Factors, Requirements Documents (e.g., SOW, PWS, SOO), Technical Evaluations, Proposals/Quotes, and other supporting documents. * Informing CORs of missing documentation and providing guidance and assistance with developing or completing missing documents. * Researching similar USAOC purchases, when necessary, by accessing archived awards, the Master Requisition Reports or awards in Momentum. * Providing program office and/or COR with other acquisition related documentation and support, including, but not limited to assistance in drafting milestones. * Coordinating and assisting the Procurement Management Division (PMD) in the development of acquisition milestones. * Coordinating and attending meetings with senior-level government managers, and other Department stakeholders (i.e., PMD) that can provide technical information for all contracting efforts. * Drafting the entire spectrum of pre-award contract documents, such as pre-solicitation notices, solicitations, contracts, determinations and findings, justification and approvals, etc. * Creating solicitations and soliciting quotes/proposals through the applicable government point of entry. * Facilitating proposal evaluations, research FAR or Judiciary Guide Volume 14 clauses for incorporation into solicitations and awards, draft award decision memoranda, memos to file and other documentation for review by contracting officers. * Providing advisory assistance during source selections, including providing advisory assistance to the Technical Evaluation Team (TET), assist in the response to vendor questions related to the solicitation package, participate as an advisor and non-voting member on the TET, and assist with reviewing/preparing the TET report. * Assisting the Government with conducting negotiations, as necessary. * Facilitating contracting officer review of postings, solicitations, awards, and files Research SAM.gov. * Posting solicitations, such as RFIs and RFQs to eBuy and notices, solicitations, justifications, intent to award on SAM.gov. * Updating and maintaining accurate and complete electronic Contract Files to mirror the COR file in accordance with the FAR for all acquisition and procurements to ensure availability of all contract-related documents for administration. * Ensuring contracts are documented. * Ensuring contract files are documented in the USAOC Judiciary Integrated Financial Management System (JIFMS) Central Contractor Registration (CCR). * Developing, administering, and maintaining various existing reports pertaining to pre-award acquisition activities. * Drafting procurement summaries, bid abstracts, solicitations, synopses, contract awards, etc. * Communicating via email/phone directly with agency customers, PMD staff, contractors and prospective vendors. * Distributing awards directly to CORs and vendors and uploading these to USAOC Momentum and as required by the contracting officer. * All aspects of post-award contract administration support to include: * Monitoring and facilitating contract actions and accounting for the internal and external processing lead times to ensure timely contract awards and avoidance to any disruption to services. * Creating modifications and contract documents. * Documenting and maintaining procedures detailing all aspects of the requisition of professional services, hardware and software, maintenance, and IT equipment. * Assisting CO/CORs with timely contract close-out support in accordance with FAR 4.804(a), the Judiciary Policy Guidance Volume 14, and other internal policies and procedures.Required Qualifications: * Education:Bachelor's Degree, required. * Public Trust, the ability to obtain one, required. * Shall have five (5) or more years of federal acquisition related experience. * Proficiency with pre-award and post-award contract administration duties and responsibilities.
