Job Summary

Reporting to the Director of Government Compliance, this position is responsible for the administration, review and analysis of key Federal, State and other municipal contracts by assessing contract requirements, special provisions, and terms & conditions to ensure compliance with negotiated business terms, regulations, policies, and procedures. Accountable to manage contractual pricing, audits and compliance.

This position will regularly interact with government customers, contracting officers, sales and management and internal stakeholder organizations, and will be responsible for successfully managing and growing existing agreements and helping drive new business within the scope of corporate policies.

ESSENTIAL FUNCTIONS:

  • Administer & modify key federal, state and other municipal contracts by providing high quality, compliant customer agreement management including the timely review of government terms and conditions.

  • Identifies contractual risks and commercial considerations for internal customers and provides sound contractual solutions to mitigate exposure.

  • Management of contractual pricing, process and timing of internal and external reporting.

  • Audit key contracts for compliance to key terms (MFN, discounts, etc)

  • Understands and applies general contracting principles, theories and concepts.

  • Understands the intent of contractual language and is able to manage the company's position

  • Revalidation and ongoing verification of integrity of government customer coding and data.

  • Standardization of company demographics for registrations, accreditations and filings.

  • Collaborate with supplier diversity to ensure efficiency in the reporting of subcontracting goals

  • Understands how contracts impact the business, including financial implications.

  • Understand Government policies and procedures and compliance.

  • Participates in Industry Associations and attends annual training events and educates internal stakeholders on the requirements.

MINIMUM REQUIREMENTS:

  • Bachelor's degree required

  • Master's degree a plus

  • Certifications: FAC-C, FAC-COR, DAWIIA, Certified Commercial Contracts Manager (CCCM) or Certified Professional Contracts Manager (CPCM) - preferred but not required

  • 4-5+ years in procurement/contracting or other support professional working on government contract matters

  • Extensive experience with contract preparation and/or review required

  • Must have working to expert knowledge of government contracting concepts and terms

  • Experience in project management and execution on multi-departmental projects a plus

  • This role may be required to obtain a Government Security Clearance

  • Working knowledge of database, design, Internet software as well as strong knowledge of Microsoft Office Suite including Word, Excel, Access and PowerPoint

  • Customer focused; performs duties with a sense of urgency

This position will work directly for the Vice President of IT CSV & Compliance and work closely with the other members of the organization to meet compliance goals. The leadership role will partner with all IT departments and other key stakeholders in the company such as Internal Audit, Finance, Legal, Quality and HR. Additionally, this role will have direct interaction with other audit functions outside Catalent (E&Y, Regulatory, Customer). The Director is responsible for key activities such as analyzing, developing and maintaining IT General Controls (ITGC), audit coordination, tracking observations and findings, assisting with regulatory responses, reviewing procedures for accuracy and sustainability, training IT employees on SOX regulations, and working closely with third parties and Internal Auditing for support of SOX. Other duties include ensuring adherence to the organization's IT SOPs, IT Controls framework and System Development Life Cycle (SDLC) to certify current projects meet business and regulatory requirements. This position will be the primary contact and have principal responsibility for responding to all IT SOX related audits and collaboration with Financial SOX. The Role: * Provides leadership in developing responses to external and internal audit findings and managing the execution of mitigation activities. * Develops and implements processes to ensure that information systems are implemented and maintained according to corporate policies and regulatory requirements. * Supports the organization's IT System Development Life Cycle (SDLC) ensuring that current business and regulatory requirements are satisfied.
