Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Sr. Advanced Program Performance Management Analyst for Cost and Schedule.

Leading a team of PPM Analyst and support Line of Buiness Directory Enterprise level day to day exectuion. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation's fundamental defense services. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

REPRESENTATIVE DUTIES AND TASKS:This position is responsible for utilizing required experiences with an integrated performance management, schedule management, or subject matter expert focus

Leads a team in contract/program cost and/or schedule development and management/analysis for developing engineering programs for critical major components, or production or logistics programs for a large custom subsystems or small total systems

Scope is programs with contract value typically at $20-50M per year, with total program value of $50-300MThe analyst will lead the development of the program cost and/or schedule baselines within the contract parameters, the analysis of program performance (historical and predictive), the monitoring of the contract/program Estimate at Complete and schedule completion date, and reviewing results with and making recommendations to program teams

Mentors and trains team members

Serves as a subject matter expert in the guidance and mentoring of program teams and Program Performance Management (PPM) staff in program management tools and processes

Leads a team in the development of the time-phased budget integrated with the IMS to meet all contract and program objectives

Manages and analyzes full program performance data, prepare historical and predictive measures, and drives program teams to make proactive decisions Leads a team of analysts or manage mid-size project(s)Integrates subcontractor and material cost and schedules data into program data

Advanced analysis in the contract/program Estimate At Complete (EAC), Management Reserve, risk and opportunity management

Prepares and presents accurate and timely program review documents to senior leadership

Partners with other functions in the integration of contract/program risk/opportunity, Management Reserve, and Estimated at Complete for business financial commitment analysis and reporting

Updates program time-phased budget and/or schedule and required documents associated with internal and contract changes

Reconciles program data with latest contract modifications Applies key areas of the Program Management Body of Knowledge (PMBOK) to develop executable processes for supported programs and lead program teams in their implementation

Defines requirements to solve common business problems

Fosters an environment of trust and teamwork: build collaborative relationships, internally and externally

Interfaces with multiple IPT leads and PMs across multiple geographic locations

Demonstrates EVMS compliance through audits

Recognized as subject matter expert in program performance management skills

Communicates professionally and effectively with team members and customers

Supports other programs with expertise during critical time frames Works on multiple projects simultaneously in a fast-paced environment

Responsible for coordination and accuracy of timely program deliverables

Acts as change agent, challenge the status quo

Leads the development of the detailed IMP and IMS to meet all contract and program objectives and supports the integration of cost and schedule data

Ensures advanced schedule techniques (health and quality checks, resource loading, critical path analysis, and risk analysis) are applied effectively to drive proactive decisions Ensures major projects and program schedules are horizontally and vertically integrated and resolves network logic conflicts

Creates and analyzes program milestone charts Creates and manages WBS, IMP, and IMS for proposals

Mentors and trains employees in planning and scheduling best practices

Leads efforts to automate processes to solve common business problems Leads the design of tests to evaluate new EVMS and/or schedule tools, analyze test results, and makes recommendations to support operational improvement

Leads the incorporation of new EVMS and/or schedule tools

Leads tool re-design to improve performance Trains analysts in the EVMS and schedule tools

Serves as a senior resource to other analysts in developing solutions that meet complex business requirements Leads process changes to improve overall efficiency of program performance management function KNOWLEDGE SKILLS AND ABILITIES:Strong organizational, analysis, and time management skills, attention to detail and accuracy, and ability to multi-task high priorities

In addition, 3 years of demonstrated leadership of teams

Proficiency with Microsoft Office, to include Excel, Word and PowerPointAdvanced user in EVMS and/or scheduling tools and principles. Experience in coordination of program requirements across planning stages with several subcontractors across distinct product lines

Strong experience with DCMA audits

Domain knowledge in program and/or product life cycle, material management, financial processes, and contracting structure

Strong experience in defense or federal contracting

Strong experience working with program teams across multiple geographic locations

Interfaces with internal leadership to include Program Management and Business Unit leaders, Finance, Contracts, Engineering, Supply Chain Management, and ManufacturingRegular interaction with external customers and vendors
