Primary Job Duties & Responsibilities

Handles complex administrative assignments of a broad and varied nature to relieve senior management of routine administrative details. Exercises considerable discretion and independent judgment in facilitating overall department operations.

Directs the activities of other support staff as necessary. Coordinates inter-departmental or department-wide administrative projects, such as broad communications, overseeing internal/external services purchased, developing and implementing department/business unit guidelines for operating policies and procedures. Complex scheduling; typically involves internal, external, and department-wide scheduling.

Full responsibility for department-wide event and travel planning. Prepares and submits expense accounts and other type expenses. Manages and tracks/reports actual expenses versus budget for sr managements area of responsibility, develops or upgrades budget system.

Regularly interacts with internal and external executives, community leaders, shareholders, etc. Initiates follow-up actions as needed. Calls for moderate to advanced conflict resolution skills via phone and, occasionally, in person.

Initiates, develops, and makes decisions regarding office practices/procedures within authority level. Calls for frequent problem solving with internal and external staff. Utilizes basic change management skills. Perform other duties as assigned.

Job Specific & Technical Skills & Competencies

Advanced skill level required for software applications, including advanced database queries, complicated Excel spreadsheets (i.e., vlookup). Utilizes multiple software packages to prepare highly confidential correspondence and complex documents. Independently designs advanced spreadsheets, graphics, presentations, and database applications.

This Sr. Administrative Assistant role is critical to providing complex administrative support to senior management. The role performs a wide variety of tasks related to organization, communication, facilitation and scheduling.

Education, Work Experience & Knowledge

Minimum of 5 years of related work experience preferred.

Minimum Qualifications

High school degree or equivalent required. Minimum of 3 years of related work experience required.

This position works closely with staff, general counsel, MNIT leadership, Chief Business Technology Officers (CBTOs), enterprise services leaders, agency partners, and the Department of Administration to ensure best practices and high ethical standards are met throughout the procurement and contracting process. Responsibilities to include: * In coordination with the IT Procurement Director and unit supervisors/managers, provide day-to-day oversight of the Procurement Division. Exercise management authority over procurement staff directly reporting to position, to equitably administer applicable labor agreements and ensure they meet program policies/goals. * Participate in the development of Procurement strategic plans * Assist in the prioritization and assignment of work to meet customer needs through coordination and proper workload distribution within the MNIT Procurement Division * Ensure MNIT procurement staff provide a high level of customer service, by monitoring assignments and leading by example, working on priority procurements as necessary. Work with intake staff to plan, prioritize, and assign employees work to meet customer needs and procurement objectives, ensuring proper workload distribution * Lead/provide oversight at IT Procurement internal workgroups/meetings created to ensure delivery of procurement functions (e.g. contract managers, vendor coordinator meetings, purchasing meetings, license coordinators-software asset management meetings, etc.) * Participate in governance activities, helping oversee the team and coordinate information necessary to assist in policy-making efforts. * Identify new and continuing Procurement problems and issues. Present emerging Procurement issues and recommend policy alternatives to the IT Procurement Director * Represent the Procurement Director at meetings with MNIT senior management staff and representatives of other agencies and vendors as necessary * Attend designated meetings in director's absence and participate in designated work groups and other related work as requested * Spearhead complex and high-profile MNIT procurement transactions including negotiation of terms with vendors * In consultation/partnership with the IT Procurement Director, develop, review, and standardize practices, policies, and procedures (strategic direction) of the Procurement Division to meet the needs of the IT enterprise.
