ESSENTIAL DUTIES AND RESPONSIBILITIES

BRIEF DESCRIPTION: County instructional sports programs are offered to youth participants of all ages. Activities include a variety of sports and games.

Flexible work schedule based on availability. Hours available: Mon-Thursday 3-6 pm, Saturdays and Sundays.

DUTIES:

Assist in the organization and supervision of a sports program/camp.
Provide written reports and attend scheduled meetings as required.
Set up and take down program equipment.
Assist in coordinating daily lesson plans to show progression of skill.
Maintain positive communication with parents, school staff, the public and Sports Coordinator
Responsible for the safety and general welfare of the program and participants.
Must satisfy requirements of the Recreation and Parks Coaches Registry upon employment and prior to being scheduled by supervisor. Coaches Registry requirements include completion of the American Sport Education Program and recommended Concussions in Youth Sport exams.

SPECIAL QUALIFICATIONS/SKILLS: (Must be at least 16 years old)

Sound philosophy of coaching and teaching with emphasis on fun and development of skills.
Personal skills in sport activities specific to position.
Ability to demonstrate sports skills, give positive and effective feedback to participants and parents.
Ability to teach sports skills to youth participants in age appropriate settings.
Ability to teach sports skills with introductions, demonstrations, verbal instructions and to give positive and effective feedback to participants and parents.
Knowledge of age and ability adaptations for activities to ensure equal participation and success.
Ability to communicate and gain control over a large group of children.

EXPERIENCE:

Leader I: Participation in sports, some background working with children's programs. Meets Coaches Registry requirements.

Leader II: Knowledge of sports skills specific to position, background in coaching sports skills and/or leading children's activities, CPR and First Aid certified.

EDUCATION: Course work specific to Recreation and/or Physical Education.

RATE OF PAY: Contingent - Salary commensurate with experience and certification

Leader I: Minimum Wage (Paraprofessional)

Leader II: $16.00-$20.00/hour (Paraprofessional)

VIEW JOBS POSITION SUMMARY/CLASS DESCRIPTIONResponsible for the overall management of one of the three divisions in the Bureau of Recreation. This position is responsible for the management of 26 full time staff and seven different section/function areas of the Recreation and Nature Division. The specific functional areas include: Robinson Nature Center, Camp Ilchester, Youth Programs and Classes, Active Aging and Adult Programs and Classes, Trips and Tours, Adventure, Nature and Outdoor Programs and Classes, Summer Contract and Day Camps (non-sports) and Special Projects assigned by the Bureau Chief the Director of the Department, and handles major communication and conflicts with community groups, governmental agencies, program personnel, and the general public. Manages seven Recreation Managers, sixteen subordinate Recreation Supervisors, two subordinate Recreation Coordinators and one Administrative Support Tech II within the Division. The primary facet of this position is personnel management.STARTING SALARY HIRING RANGE:$35.41 - $37.60$73,652 - $78,197CLASS DESCRIPTION:Performs senior supervisory and advanced level recreation services work under general supervision from an administrative or technical superior. Work typically involves overseeing the operation of a comprehensive and significant department program. Work activities include planning, implementing, and evaluating program activities; supervising program coordinators and other recreational sports and parks personnel; proposing and controlling program budget; and handling the distribution and utilization of employees, equipment and supplies. ESSENTIAL DUTIES AND RESPONSIBILITIESInclude the following. Other related duties may be assigned.<ul><li>Oversees the Manager of Adult and Active Aging Programs and Classes, including Trips and Tours for all ages.</li><li>Oversees the Manager of Youth Programs and Classes.</li><li>Oversees the Manager of Adventure, Nature and Outdoor Programs, Classes and Camps.</li><li>Oversees the Manager of the Robinson Nature Center.</li><li>Oversees the Manager of Camp Ilchester.</li><li>Assists with CAPRA reaccreditation.</li><li>Compile and review summer camp inspections to ensure self-regulated summer camps align with COMAR regulations.</li><li>Compile and report COVID cases in division programs for Health Department</li><li>Member of Department Equity, Diversity and Inclusion Committee.</li><li>Assigned Special Projects by the Bureau Chief including Wine in the Woods Executive Management Team, Project Management relating to ADA and Inclusion, Community Outreach, Summer Camps, Special Events and Childcare Management.</li><li>Works and cooperates with co-workers and supervisors at all levels.</li><li>Learns and performs all essential job functions accurately.</li><li>Visit Programs and Classes to oversee Recreation Managers and staff for supervision, trouble-shooting, promote public relations.</li><li>Directly supervises, trains and prepares performance appraisals for seven Recreation Services Managers and one Administrative Support Technician. Oversees a division of 16 Recreation Supervisors and 2 Recreation Services Coordinators and over 250 PT Benefitted and Contingent Program staff and contractors.</li><li>Evaluates and reviews all staff performance in the division, provides divisional supervision for part-time, full-time, and contractual workers and volunteers and recruits, hires, trains paid staff.</li><li>Preparation of quarterly seasonal fiscal and narrative reports for the division.</li><li>Preparation of monthly divisional reports to be submitted to the Bureau Chief.</li><li>Prepare report summaries regarding fiscal, human resources, programming and administrative issues for the Bureau Chief and Director of Department.</li><li>Oversees the cost accounting functions of the Division. Reviews with staff input to modify programming mix and /or strategy.</li><li>Conducts annual budget in conjunction with the Budget Office within the Department; authorizes expenditures and contract invoices on a daily basis and oversees monthly fiscal monitoring of program operations Prepares report summaries regarding fiscal, human resources, programming and administrative issues for the Bureau Chief and the Director of the Department.</li><li>Design, monitor and update annually division efforts which correlate with the Department's Strategic Plan.</li><li>Work in accordance with the ActiveNet registration program and oversee reports relating to waiting lists and program registration concerns.</li><li>Review and approve monthly PDQ statements for the division.</li><li>Reviews/monitors approved refunds. Reviews scholarship requests as needed for Divisional programs.</li><li>Prepares all meeting agendas and conducts regular team meetings with entire division on a weekly basis or as needed to maintain a strong communication link between team members.</li><li>Brochure preparation, final proofing for overall area content, price and consistency.</li><li>Assists and provides guidance to Managers and Inclusion staff with children's behavior and family issues.</li><li>Address the recommendations by Recreation Coordinators, Supervisors and Managers for the suspension/expulsion of program participants due to behavioral issues.</li><li>Handle parent comments and concerns and resolve parent complaints in a professional and efficient manner.</li><li>Intercede when necessary to assist Recreation Coordinators, Supervisors and Managers in resolving staff disciplinary issues.</li><li>Monitor and evaluate the individual expenditures of each program area to ensure that a self-sustaining philosophy is maintained to cover all program costs. Monitor GF funds accordingly.</li><li>Overall management of seeking grants, sponsorships and alternative funding of programs and services.</li><li>Encourage, promote and maintain a continuous improvement philosophy with the internal and external customer and maintain customers service standards.</li><li>Research and monitor the evaluation of programs and services within division and monitor and maintain a continuous improvement philosophy within the department.</li><li>Meet with principals and Board of Education staff (sometimes in conjunction with Recreation Coordinators/ Supervisors) to maintain positive relations with school personnel. Resolve problems, work to acquire additional space and promote the Department Programs. Maintain strong relationships and partnerships with the HCPSS and Community Services Section.</li><li>Act as a liaison with numerous County-based agencies, organizations, and special interest groups; promotes the Department at local, state and national meetings.</li><li>Responsible for overseeing contracts/service agreements and completing risk assessments.</li><li>Prepares, studies, reports, research and comment to department needs and recommends major programs and services decisions.</li><li>Attend and be active participant in the Bureau Management meetings and provide a strong communication model with staff at all levels.</li><li>Attend and be active participant in the Department Management Meetings with the Department Director and communicate knowledge transfer with staff in Division.</li><li>Serves as technical advisor to other departments' personnel in areas of specialization and provides technical support to county wide interest groups.</li><li>Possess strong knowledge of all policies and procedures and making sure staff understand follow accordingly after proper training.</li><li>Works and cooperates with co-workers and supervisors at all levels.</li><li>Learns and performs all essential job functions accurately.</li><li>Responsible for overseeing partnerships, contracts/service agreements and completing risk assessment. Reviews and approves program related liability and workers compensation insurance certificates that meet county risk management standards.</li><li>Overall management of division's supplemental marketing efforts to include pricing, place, promotions and program development in addition to facilitating input and cooperation with Department wide efforts via Department Marketing.</li><li>Overall supervision of scheduling of programs at Camp Ilchester, Robinson Nature Center. Provides consults as necessary with regards to programming in county parks and facilities.</li><li>Research and monitor the evaluation of programs and services within division.</li><li>Maintain CAPRA standards and encourage staff to become involved in the overall process for the department in the support of excellence.</li><li>Assist the Bureau Chief and other Division Superintendents in the Overall Camp Operations.</li><li>Responsible for identifying and applying good sustainability practices into all aspects of Department operations.</li><li>Position is identified by the Department as essential and will be required to work emergency situations that include staffing the Department's seat in the Emergency Operation Center (EOC) and/or the Department Operation Center (DOC).</li></ul>SUPERVISORY RESPONSIBILITIES:Manages seven Recreation Managers, 16 subordinate supervisors, two subordinate coordinators and one administrative support tech II, who supervise a total of 250+ employees each (non-supervisory full time, part time benefitted as well as contingent employees) and contractors in the Department of Recreation & Parks. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.MINIMUM REQUIRED EDUCATION/EXPERIENCEBachelor's Degree and four (4) year's experience or equivalent combination of education and experience.PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:Certification with the National Recreation and Park Association; Certified Park and Recreation Professional (CPRP) preferred.PHYSICAL DEMANDS AND WORK ENVIRONMENT:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
