This key role is in the field of Spectrum Management and Electromagnetic Spectrum Operations (EMSO) for all PM Tactical Network communications systems and products. working with a variety of Tactical Network communications, Systems and products essentially creating a better environment for mankind!

Base salary DOE. $100-$155K

What You Will Be Doing

Your talents will be to apply knowledge of professional engineering in the performance of duties relating to generation and submission of Application for Equipment Frequency Allocation (DD1494) for all products within PM Tactical Network portfolio to include:

-Development, testing, fielding and operations, spectrum certification, host nation spectrum supportability, spectrum tools and future technologies.

  • Responsible for interfacing and coordinating with Product Offices, ASMO, NTIA, JFMO, COCOMs and other organizations.

  • Serves as system engineer responsible for developing Spectrum Supportability RiskAssessment (SSRA) certification and DD1494 applications.

  • Obtains National Telecommunications and Information Administration (NTIA) Spectrum approval/certification while working or coordinating with other organizations such as ASMO, CIO G6, Product Offices, JSC, vendors and the stakeholders.

  • Responsible for managing, reviewing and updating all PM Tactical Network DD1494 applications, SSRA certifications and associated spectrum requirements and assuring they are compliant with all regulatory and statutory requirements, and meet appropriate submission/certification criteria.
    (35% of your time)

  • Develops Host Nation (HN) DD1494 for each COCOM (in particular: CENTCOM, EUCOM & PACOM), provides data/input in Stepstone/BPM and tracks Host Nation spectrum support comments in Host Nation Spectrum Worldwide Database Online
    (HNSWDO).

  • Mitigates issues related to HN comments/analysis coordinating with JFMO andCOCOMs. Support Product offices for COCOM spectrum approval.
    (Approximately 35% of the time)

  • Coordinates with CERDEC, ARL, Universities & other Govt/non-Govt agencies for spectrum sharing technologies, evaluates spectrum tools and supports Product Offices.

  • Identifies PM Tactical Network EMSO technology gaps and collaborate on solutions with PEOC3T and S&T COI (CERDEC, ARL, DARPA, industry, academia). Engages with Spectrum Regulators for spectrum de-confliction, support/guide EW/EP requirements etc.

  • Researches and evaluates future technologies in Spectrum Management. Reviews policy and doctrine components of new or emerging EMSO programs and S&T solutions for PM Tactical Network.
    (Approximately 30% of the time)

Secret clearance needed or recently expired may be considered)

VIEW JOBS 12/1/2018 12:00:00 AM 2019-03-01T00:00 ENGINEERING TECHNICIAN III (ARL-18-1996-F): Bowhead seeks an Engineering Technician to join our team at Aberdeen Proving Ground in the ARL Impact Physics Branch's Gas Guns operations division. The ET will be required to perform non-routine assignments of substantial variety and complexity and as such must have strong electronic expertise, lab scale polishing, support and testing on the microscopic level, and continued explosives training in preparation to include small scale HE testing within the current IPB sites. The ET will receive daily assignments and technical advice from the Government point of contact and Engineers and must be able to communicate effectively with lower level technicians, professionals, PHD's and other individuals within the Impact Physics Group. Essential functions will include: * CAD modeling – will develop or review designs by extracting and analyzing a variety of engineering data. Will be called upon to apply conventional engineering practices to develop, prepare, or recommend schematics, designs, specifications, electronics maintenance and parts lists. Examples of designs include: detailed circuit diagrams; hardware fittings or test equipment involving a variety of mechanisms; conventional piping systems; and building site layouts. * Will construct components, subunits, or simple models or adapts standard equipment and may troubleshoot and correct malfunctions. Will also follow specific layouts and scientific diagrams to construct and package simple devices and subunits of equipment. * Will conduct various tests or experiments which may require minor modifications in test setups or procedures as well as subjective judgments in measurement; selects, sets up, and operates standard test equipment and records test data. Must then accurately extract and comply a variety of engineering data from field notes, manuals, lab reports, etc.; processes data, identifying errors or inconsistencies; selects methods of data presentation. * Assist in design modification by compiling data related to design, specifications, and materials which are pertinent to specific items of equipment or component parts. Develops information concerning previous operational failures and modifications. Uses judgment and initiative to recognize inconsistencies or gaps in data and seek sources Conducts tests or experiments requiring selection and adaptation or modification of a wide variety of critical test equipment and test procedures; sets up and operates equipment; records data, measures and records problems of significant complexity that sometimes require resolution at a higher level; and analyzes data and prepares test reports. * Apply methods outlined by others to limited segments of research and development projects; constructs experimental or prototype models to meet engineering requirements; conducts tests or experiments and redesigns as necessary; and records and evaluates data and reports findings to clarify information. * Serve as the IPB's Electronics Technician for all repairs, requirements, laying out, designing and planning upgrades on all Impact Physics Facilities. * Assist in experimental set-up and preparations for data collection during high rate impact experiments, such as setting up the triggering sequence of multiple instruments at microsecond timescales to properly record data, building optical pathways for lasers, using mirrors, lenses, beam splitters, detectors, source laser(s), etc., and precisely aligning components to each other. * Coordinate daily with program engineers, test directors, and the facilities POC to ensure that all data is recorded and documented in a timely manner. * Operate and troubleshoot instrumentation systems prior to testing and recommend design changes when needed. (X-rays (preferred), high speed cameras, gauges, scopes, VISAR and PDV systems, vacuum pumps, etc.). * Will need to carry out and assist in all aspects of the electronics work/ repair assignments in the IPB team, to include the completion of the EF-11 1 MeV X-Ray install. * Responsible to assist with small scale polishing and sample prep, training/mentoring lower level technicians and promote and clean and organized work area while with an emphasis on attention to detail. Requirements• Must have basic construction/machining skills and machine shop experience specifically with lathes, band saws, drill press and other machining equipment. * Must be certified as an Explosives Handler, Explosive Operator, and be laser and radiation trained. * Must have a valid State driver's license and be able to get certified to operate government and company vehicles and equipment. * Will be required to become X-Ray certified and Small and Large IPB Gas Gunner within a year of starting employment. * Must be able to lift 50 pounds unassisted on a consistent basis while working and must be flexible with working hours and locations based on work and deadlines. * Must be able to work in a team environment while being flexible to run individual tests when needed with little or no supervision. * Must be able to navigate Windows and experience with Lab View is preferred. Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint is required. * Ability to communicate effectively with all levels of employees and outside contacts * Strong interpersonal skills and good judgment with the ability to work alone or as part of a team SECURITY CLEARANCE REQUIRED: Must currently hold and be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
