Overview

The Senior Payroll Specialist is responsible for independently performing accurate and timely processing of multi-state payment of wages ensuring compliance with federal, state and local laws. Responsibilities include entering and maintaining all weekly payroll-related information using ADP Enterprise V5 and a Time Management System. This position will also be responsible for all aspects of payroll processes, including manual checks, handling garnishments, child support orders, and other mandated forms. Work is performed under the supervision of the Payroll Manager. The Payroll Supervisor will exercises independent judgment in carrying out the details of the work according to applicable regulations, company policies and procedures. The Payroll Supervisor must maintain a high level of confidentiality and integrity to ensure associate confidence and protection of the integrity of payroll operations and information.

Responsibilities

Ensure that computing and withholding of deductions associated with net pay are accurate.

  • Review all payroll information for accuracy and oversee the distribution of associate paychecks in a timely manner.

  • Review and approve CA payroll for wage, hours of work, premiums and conditions of employment compliance.

  • Process adjustments, per diems, expenses and the issuance of manual checks as needed or required by State laws.

  • Process court ordered or tax levied wage garnishments and ensure accounts deductions and limits balance.

  • Complete wage verifications of employment questionnaires as requested.

Update payroll with disability/3rd party sick pay information to ensure correct year-end W-2s.

  • Ensure adequate internal and SOX controls are maintained and followed in payroll processing.

  • Research, gather and provide information regarding internal and external payroll related questions, problems and audit issues.

  • Respond to associate inquiries regarding taxes, associates deductions, garnishments and tax levies.

Assist with the development of payroll procedures by recommending improvements or changes for greater efficiency.

  • Stay abreast of US DOL and Wage and Hour Laws that impact the operation of payroll and advise management as needed.

  • Advise Retail Operations and Management team of state changes to the minimum wage laws.

  • Generate various reports for department and management as scheduled or requested.

Act as a system wide payroll resource, by resolving problems of a non-routine nature and by communication of payroll procedures to associates and management.

  • Work closely with the HR and Benefits team to assure accuracy of associates' records and deductions.

Other Functions:

  • Accomplish all tasks as appropriately assigned or requested.

Supervisory Responsibilities:

Will have Supervisory responsibilities in the absence of the Payroll Manager.

Qualifications

Education/Certification:

  • Bachelor's Degree or equivalent combination of experience and instruction.

Required Knowledge:

  • PC literate (Internet, Excel, Word, Outlook) and working knowledge of ADP Enterprise Payroll system, ADP Reporting and Time Management Systems.

  • Knowledge of accounting standards and rules related to

  • payroll regulations and compliance issues.

Experience Required:

  • 4 6 year related experience preparing payroll.

  • Accurate, attentive, detail oriented, with strong analytical skills.

  • Professional and customer-service oriented with the ability to interface with associates and management.

  • Able to function in a team environment with demonstrated ability in problem solving.

  • Professional telephone etiquette with excellent oral and written communication skills required.

  • Ability to prioritize and organize work load in order to meet daily, weekly and monthly deadlines.

  • Professional level of confidentiality in handling associate information.

Position Summary: The incumbent(s) have the full responsibility and ownership to administer payroll independently for approximately 44000 employees. Incumbent is expected to have the overall knowledge of laws related to processing payroll including understanding and administering the federal, state and local tax withholdings and setting up of garnishments as ordered by courts and authorities. Must provide "full service" payroll to all employees and be able to work with minimum supervision. Responsibility also includes loading and auditing time and attendance and special payment files in the system and printing checks. Administers company policy and ensures compliance to FLSA and state wage payment laws. Reports to the Corporate Payroll Supervisor. Duties and Responsibilities: * Reviews activity report and independently analyzes each activity and take the follow up steps on each for accurate paycheck calculation. * Sets up federal, state and local tax complying with the law. Must understand reciprocal state tax laws, as well as local taxation requirements in many states. * Performs the file transfers of Time and Attendance hours, researches invalid data and reconciles file totals. * Analyzes government or court orders and establishes garnishment limits, disposable pay and eligible earnings for deductions on employee payroll records for all Quest locations. * Sets up employee direct deposits, voluntary deductions, garnishments, mail drops. Audits the data entered daily for accuracy. * Reviews all Payroll audit reports and research exceptions. * Administers Pay Card issuance by assigning cards and uploading the data on the vendor data base to issue Pay Cards. Also, works with the vendor to resolve issues related to the employee Pay Card transactions. * Reviews reports on HCM Oracle Employee Self Service activities and performs the necessary follow up with employees. * Generates queries and remits employee deductions withheld for QuestPac, United Way, etc. by requesting accounts payable checks or wire transfers. Follows up to ensure funds have been wired. * Produces the accounts payable garnishment register and reconciles garnishment payments made by AP to the deduction amounts on payroll. * Responsible for reviewing the Positive Pay file, notifying the payroll bank of direct deposit recalls and the notification of Quest employees of account number changes that are required for direct deposit. And performs other on-line banking functions. * Prints bi-weekly checks, advices and reports on laser printers and seals forms on special sealer equipment. At year-end, prints W-2 forms and maintains the files to produce W-2 reprints for employees who have misplaced their forms. * Reconciles W-2 and reviews for the final release. Prepares W-2c to amend the original W-2. * Reconciles manual paychecks/advices against the report for mailing. * Responds to employee payroll inquiries as needed on the Payroll Customer Call Center hotline, which may include investigating issues and consulting with group leads or supervisors. * Provides support on the Payroll Customer Call Center hotline to the Managers from all business units, by consulting and resolving issues on the WorkForce Central time keeping system. * Works with the collection agency to process collection of monies due from terminated employees. * Assists in special payroll projects as required by the department or upper management.
