Participates in or leads a wide array of activities associated with project planning and management to ensure that projects are completed on time, within budget and to internal client specifications. Manages and oversees project management activities such as project reporting, project planning, issue/risk identification and tracking, scope management, estimation, internal client management, relationship management and other project documentation preparation, and turnover to production for projects of low to medium business complexity.

Directs and controls all work performed. Reports and escalates progress/issues to management, as needed. Develops the statement of work, including project justification and plan.

Defines roles and responsibilities of the project team. Contributes to vendor and client relations to ensure that service expectations are developed and met. Maintains regular contact with internal clients and coordinates and reports on project progress and accomplishments.

Works with all required functions and groups to effectively plan and execute the project. Effectively communicates with internal management and external clients. Contributes to the achievement of related teams objectives

Qualifications

Bachelors degree or the equivalent combination of education and experience in business management or related field is required. 5-7 years of total work experience in Project Management preferred. Project Management Professional (PMP) certification and/or Prince2 certification is preferred. Strong written and verbal communication skills required.

The project work includes policy analysis, data analysis, and development of relevant documentation (policy memos and briefs, training materials, and process workflows) and elements of traditional and agile project management methodologies. The Program Management Office is seeking an experienced HR Business Project Management Officer to develop and implement comprehensive project plans addressing critical inter-related HR business priorities. They will lead cross-functional OHRM, Central Administration, and University-wide teams, initiatives and projects from initial concept definition through successful change management, final implementation, and transition to business as usual, and ensure that project teams meet their overall objectives, budgets and timelines. Serving as an internal consultant, the HR Business Project Management Officer will facilitate problem-solving activities to define problems, assess current state root causes, design and test solutions, identify and remove process and operational roadblocks, and implement cohesive and integrated solutions leading to desired outcomes. They will define project scope in collaboration with OHRM leadership, identify project team members' roles, set performance expectations and responsibilities, allocate resources efficiently, facilitate change management activities and communications, mitigate risks, manage interdependencies, perform quality checks and integration analyses, create and maintain comprehensive policy and procedure documentation, escalate critical decisions, and report milestones. Reporting to the PMO Director, the HR Business Project Management Officer will manage a prioritized list of activities and projects, including cost and schedule estimates to implement requested capabilities, and apply metrics to illustrate project status, performance, productivity, and backlogs. They will utilize a broad perspective to determine how new solutions will affect existing work processes and systems, and how to manage the integration. The HR Business Project Management Officer will negotiate requirements across multiple business groups and ensure technical feasibility for new business processes, policy updates, and system functionalities. Moreover, they will collaborate with various OHRM subject matter experts and members of the Central Administration's Computer Information Systems, Procurement, Finance, and Academic Affairs Offices, as well as campus-based Human Resources staff, NY State and NY City agencies, and external vendors and stakeholders to achieve goals. QUALIFICATIONS MINIMUM * Bachelor's degree and eight years' related experience required. PREFERRED * Advanced degree in a directly related discipline strongly preferred. * Eight years' experience in HR management, organizational design, project management, process improvement, IT, data analytics, or related field. * Proven track record of successfully leading, implementing or delivering large-scale cross-functional projects or initiatives for public or higher education institutions. * Desirable certifications: PMP, CCMP, Agile, or Lean Six Sigma. * Demonstrated understanding full life cycle project implementation and support, plus broad knowledge of multiple human resources functions. * Strong research and analytical skills with proven ability to understand complex business processes, translate between technical and business language, and recommend and implement viable solutions. * Strong organizational and project management skills to devise and execute work plans, prioritize work, manage multiple projects and meet deadlines. * Strong interpersonal communication, presentation, negotiation, group facilitation and relationship-building skills to appreciate the value of others and work effectively with diverse internal and external stakeholders. * Professional integrity and credibility to work discreetly on sensitive assignments, exercise sound judgement, and manage confidential information. * Intermediate to advanced computer proficiency using administrative, financial or payroll related systems, databases, and programs, plus Microsoft Office Suite including MS Project.
