Contingent Labor Specialist is responsible for developing market sector strategies, strategic sourcing and contract administration strategies that ensure the benefits derived from third party relationships are maximized. In addition, this position will be responsible for third-party relationship management within the contingent labor category.
Develop market sector strategies for contingent labor category and have the ability to implement them at an enterprise level across all business units within the US and Canada
Provides strategic sourcing leadership in execution of sourcing events for Contingent Labor category
Mentor and coach Jr team members and perform Team Lead duties if required
Leads senior cross-functional teams in achieving enterprise contingent labor initiatives and objectives
Ensures the strategic sourcing of contingent labor is aligned to achieve the objectives: of the Enterprise; Enbridge Leadership; and Supply Chain Management (SCM) and aligns with the Contingent Labor Market Sector Strategy.
Leads enterprise supplier contract negotiations and is responsible for all matters pertaining to the Enbridge and supplier relationship
Works with Manager of Contingent Labor to develop enablers including, but not limited to category toolbox; work-intake; tools and templates; strategic sourcing training strategy and materials, policy management, labor cost modeling metrics and oversight of MSP/VMS program across the enterprise
Develops quarterly reports that highlight trends for labor types in the US and Canada market that impact the Business
Develops standards and process for providing Market Intelligence (MI) to all of SCM and the Business Unit Leadership
Create and utilize Market Intelligence for contingent labor to drive category strategies and communicate with senior stakeholders
Keeps stakeholders informed of significant changes in market conditions, which could have an impact on project cost or schedule
Works with Business Units to develop relationships and advocate the use of the contracts developed within the contingent labor category and educates the business on the benefits of the contingent labor program and the requirement to utilize program as the sole buying channel for contingent labor
Assures alignment and utilization of best practice category management with a best in class focus for all Business Units across the US and Canada
Works with Business Units and Functional Leadership to determine metrics required to assure performance, supply continuity and manage risk
Manage the Supplier Relationship Management and performance management (SLA/KPI) of the MSP provider
Build comprehensive category strategies utilizing market intelligence, demand management, sustainability, supplier diversity, & total cost of ownership and align it to stakeholder goals and strategies
Drive value through demand management utilizing spend analytics and robust reporting capabilities
Prepares and oversees the execution of short and long term supplier diversity strategies, goals, objectives, and action plans and coordinate these efforts with Enbridge Diversity and Inclusion Leadership Team
Drive contract utilization with effective implementation plans, metrics and reporting
Employ a global supplier business review strategy, bringing key suppliers together with Enbridge at regular intervals to rate performance and update joint continuous improvement activities
Develop and build benchmarks on cost modeling of indirect categories employing industry best practices
Manage the supplier base, develop new suppliers and improve and strengthen current relationships
Build and employ stakeholder mapping to manage stakeholders and build relationships.
Identify non-compliance to contracts, investigate the root cause, and resolve issues where possible and lead or support audit activities as required
Develop and deliver supplier rationalization targets to optimize the supply base
Delivery Specification Optimization
Develop and incorporate supplier quality metrics into all sourcing activities
Build comprehensive cost models to drive for better understanding and results with supplier negotiations
Partner with suppliers to identify and take cost out of the supply chain with strategies such as value engineering and sub-tier sourcing
Continuously conduct cost assessments to identify and implement improvements
Deliver cost savings and compliance with SCM and corporate goals
Lead contingent labor core team with Legal, Finance, Internal Controls, EHS, E&C and HR Departments to review and enhance the contingent labor engagement process
Promotes work force diversity and employee safety
Bachelor's degree in Engineering, Supply Chain Management, related field or equivalent related experience
Minimum 7 years of cumulative experience in Project Management, Indirect Procurement, Supply Chain or sourcing
MBA or advanced degree desirable
Certified Contingent Workforce Professional CCWP (or similar accreditation) desirable
Relevant experience in natural gas, oil & gas, or power industry preferred
Deep knowledge of the category management process within Indirect Procurement
Understanding of MSP and VMS programs
Certified Project Management Professional
Certified Change Management Professional
Experience leading cross-functional teams
Knowledge of the global staffing industry
Experience in price/cost modeling for contingent labor
General understanding of US and Canada labor law
Self-motivated and accountable
Complex problem solving skills, can think outside the box
Possesses a "sense of urgency"
Ability to influence stakeholders without authority
Can thrive in an ambiguous environment
Willing to travel +25%
Supplier management experience
Knowledge of and proficiency in ERP and Procurement systems is desirable
Expert analytical skills (data analysis-economic, financial and statistical)
Ability to independently facilitate sourcing initiatives
Excellent negotiation skills
Communicates and influences effectively and willingness to conduct contingent labor training to large audiences of Enbridge employees and suppliers
Excellent presentation and report writing skills
Detailed knowledge of legal terminology, contract law and sourcing strategies
