Specialist II - Safety and Training

Position Purpose

Provides safety compliance training for Bus Drivers, Bus Attendants, Transportation staff and District personnel that operate district vehicles. Facilitates and assists with federally mandated, Entry Level Driver Training (ELDT) requirements for Commercial Driver's License (CDL), providing classroom and behind-the-wheel training, knowledge of federal, state, and local school bus regulations and safety procedures; providing retraining, evaluating bus drivers' knowledge and skills, ensuring required compliance documentation is accurate, updated and maintained.

ESSENTIAL JOB FUNCTIONS

Responsibilities

  • Serves as trainer and facilitator for new and existing school bus drivers and/or district personnel (e.g. Coaches) with or in pursuit of a CDL Preparing drivers for safe transport of students.

  • Assists with ensuring all training and training material is accurate, applicable and up-to-date, using virtual resources, individual one-on-one training, group training, and behind-the-wheel demonstrations.

  • Assists the Safety & Training Coordinator with the development of presentations and training materials.

  • Recruits individuals to become School Bus Drivers.

  • Conducts training during in-service, professional development days,

  • Prepares prospective school bus drivers for a class B driver's license with (P) passenger and (S) school bus endorsement, by reviewing state traffic safety rules, laws, signs and safety regulations.

  • Assists the Safety & Training Coordinator with ensuring that training records, driver certifications and DOT physicals are updated and maintained for all CDL drivers in compliance with federal, state and local laws.

  • Assist with scheduling certification and re-certification for all bus drivers.

  • Assist with scheduling needed or required specialized training for all employees.

  • Drives school bus routes as needed to support the operational needs of the department.

Safety

  • Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.

  • Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.

  • Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

  • Ability to read and understand safety manuals, calculate mileage, and load counts.

  • Ability to operate school bus, office equipment, 2-way radio, and safety equipment.

  • Ability to use software to access databases, email, create spreadsheets, and do word processing.

  • Ability to organize and coordinate work, and maintain a well-organized and efficient office.

  • Ability to communicate effectively, both oral and written forms.

  • Ability to engage in self-evaluation with regard to performance and professional growth.

  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

Travel Requirements

  • Travels to school district buildings and professional meetings as required.

Physical & Mental Demands, Work Hazards

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.

  • Posture: Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.

  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.

  • Lifting: Occasional light lifting and carrying (up to 50 pounds).

  • Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours; at times, may drive a bus route.

  • Attendance: Regular and punctual attendance at the worksite is required for this position.

  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.

Minimum Required Qualifications

  • Education: Accredited High School diploma, GED, or Texas Certificate of High School Equivalency.

  • Certification/License:

  • Clear and valid Texas CDL Class B driver's license with (P) passenger and (S) school bus endorsement.

  • Certified or ability to obtain certification within 90 days or first available class:

  • TEEX School Bus Driver Instructor Academy

  • TXDOT CDL Third Party Examiner Designation

  • Texas School Bus Driver Safety Training Certificate.

  • Insurable by the District's insurance carrier required.

  • Experience:

  • 3 years' experience in one or more Transportation related roles such as Bus Attendant, Bus Driver, Transportation Dispatcher/Router, and/or Team Lead;

  • Experience may include:

  • Working as Team Lead or supervisor;

  • Scheduling school bus routes;

  • Reading maps and navigating to destinations;

  • Calculating route times, mileage, and staff time;

  • Operating computer and/or smart-device software to access databases, work email, create spreadsheets, and do word processing;

  • School district experience in Transportation preferred.

  • Additional Requirements:

  • Must be able to pass annual physical.

  • Must be able to pass a recurring 8-hour Bus Driver Safety Training course provided by the District to maintain the CDL license.

  • Language: Bilingual (English/Spanish) working proficiency preferred in some settings.

INSURABILITY REQUIREMENTS FOR ALL DRIVERS

  • Must be at least 21 years old.

  • NO positive drug or alcohol tests including pre-employment, random, post-accident or reasonable suspicion.

  • Driving and accident record:

Valid Texas Department of Public Safety Driver Record Check Type 3A-Certified list of all crashes and violations http://dps.texas.gov/DriverLicense/driverrecords.htm

  • NO more than 2 violations during previous 36 months including:

  • moving traffic violations (including no more than 1 preventable accident);

  • failure to provide proof of valid driver's license or proof of insurance;

  • equipment violations.

  • NO Driving Under the Influence (DUI) for drug or alcohol.

  • NO leaving scene of an accident (bodily injury or physical damage).

  • NO vehicular assault, manslaughter, or homicide.

  • NO operating a vehicle with suspended or revoked driver's license.

  • NO reckless driving, speed contests, drag racing, or highway racing.

  • NO use of a vehicle in commission of a felony.

  • NO operating a vehicle without owner's permission (unauthorized use or grand theft).

  • NO permitting an unlicensed person to drive.

  • NO speeding more than 20 mph over the posted speed limit.

  • NO history of a conviction in a commercial or personal motor vehicle.

  • Additional restrictions may apply if directed by FWISD's Fleet Insurance Carrier.
