Enbridge is hiring an A&D Compliance Specialist who will manage U.S. DOT Drug and Alcohol compliance for our multiple business units (LP, GTM, Gas Distribution US), including strategy and managing complex regulatory compliance matters and audits. In this role, you will oversee DOT compliance with respect to the drug and alcohol plan including reporting on training completions, random testing compliance and liaison with Advisory, Compliance, Talent Acquisition, and S&R to ensure compliance with other forms of testing required. You will also advise and recommend tactics for compliance with safety policies and procedures related to DOT activities.

Here's what you will do:

  • Administer all U.S. DOT Drug & Alcohol program(s) in compliance with all regulatory, state, and other administrations.

  • Lead all aspects of the DOT Drug and Alcohol Compliance program, including:

  • maintaining testing pools ensuring the accuracy of DOT employees and supervisors.

  • working with vendor to maintain the Drug & Alcohol plan documentation including changes to be compliant with new or updated legal requirements.

  • managing and directing random testing.

  • managing testing vendor relationship.

  • collaborating with Learning & Development on training requirements.

  • instructing people leaders on random test requirements and execution of testing.

  • responding to incidents, direct the testing of any relevant employees involved, work with HR Advisory to consult on test results and applying plan requirements/response related to incidents.

  • Manage reporting including maintaining data and distributing information to appropriate leadership.

  • Interface with regulators on compliance and audit matters while working with states on audits.

  • Provide leadership and direction to direct report(s), responsibilities that include:

  • assigning job accountabilities reflecting individual competencies.

  • team member assignments.

  • team and individual development and coaching.

  • Ensure team is aligned and demonstrating behaviors consistent with Enbridge's values and strategies.

  • Use expertise to streamline processes and ensure effectiveness of the function.

  • Support reasonable suspicion and post-incident testing for North American workforce.

Who you are:

  • You have:

  • A related university degree with 6+ years of related experience.

  • For candidates who do not possess a university degree, an additional 3 years of experience is required.

  • A high degree of accuracy and analytical skills.

  • Strong verbal and written communication skills.

  • Ability to deal with confidential/sensitive information.

  • Ability to build and grow relationships with external and internal stakeholders.

  • Sound judgement in applying current and changing government legislation to current and future company procedures.

  • You are:

  • Polite, courteous, and respectful in interactions with others.

  • Extensive experience administering corporate programs.

  • High degree of technical competency in U.S. DOT Drug and Alcohol administration.

  • Extensive knowledge regarding U.S employment law.

  • Experience supervising others.

  • Experience as a Designated Employer Representative as defined by the DOT.

Working Conditions:

  • An office environment.

  • Travel required (no more than 10% of time).

Physical Requirements include but are not limited to:

Grasping, kneeling, light - moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

Ability to: understand, remember and apply oral and/or written instructions or other information, understand complex problems and collaborate/explore alternative solutions, organize thoughts and ideas into understandable terminology, organize and prioritize work schedule on a short-term basis, make decisions which have moderate impact on the immediate work unit and monitor impact outside this area, understand and follow basic instructions and guidelines, complete routine forms, compose letters, outlines, memoranda and basic reports and communicate with individuals via telephone.

Company paid international relocation is not offered for this role.
